Motion by Land, second by Jeska that the City Manager be authorized to
advertise for a hearing on the replacement of a 4" water main on 43rd Avenue
1200' from Central to be held at 8:.00 p.m., Monday, May 26, !969. This
replacement has been approved by the regional H.U.D. office and the
cost will be included in the water main project. Roll Call - All Ayes.
The City Manager has received two bids for the city industrial property
on 37th Avenue. He felt the Council shOuld return these bids unopened
and call for bids on this property. Motion by Jeska, Second by Logacz, .
that the City Manager be authorized to advertise for bids on the City
property on 37th Avenue east of the Cargill fence to be opened May 26, .

Motion by King, second by Land, that the City Manager be authorized to
advertise for gasoline diesel and heating fuel bids, and towing and
storage contract bids to be opened June 9, 1969. Roll Call - All Ayes.
Second reading of Ordinance ~701 on sale of property, 2316 - 40th
Avenue N.E. Offered by Jeska, second by Logacz. Roll Call - All Ayes.
Second reading of Ordinance #702 on sale of property, 3950 Stinson,
Offered by Logacz, second by King. Roll Call - All Ayes.
Second reading of Ordinance #705 on sale of property to Alan Lee
and Janet Ann Lekson, Offered by Jeska, second by Logacz. Roll

Second reading of Ordinance #706 on sale of property to Charles M.
Kaiser and Ruth Agnes Kaiser Wolf. Offered by King, second by
Jeska, Roll Call - All Ayes.
Dr. Wolf, who proposes a dental clinic at 4341 Central, was present
to explain the parking situation at this site. He has an agreement
with Pizza Hut to share parking facilities during their respective
peak hours. The City Attorney would like to see the attorneys for
the doctors before any action is taken to look over the leases for
Pizza Hut and the doctors building. No first reading of Ordinance
#704 rezoning this property.
A hearing was held on the installation of a water distribution main
from 41st to 42nd between Tyler and Reservoir. A resolution ordering
improvements was offered by Jeska, second by Logacz, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights,
WHEREAS, the City Council of the City of Columbia Heights by Motion
on the 28th day of April, 1969 ordered notice of a hearing to be
given to property owners, and WHEREAS, pursuant to a notice of
hearing certain residents appeared at a Council meeting on the 12th
day of ~ay, 1969, and WHEREAS, the Council determines to proceed with
this local improvement, a portion of the cost being defrayed by
special assessments under Charter provisions. NOW, THEREFORE, IT
IS HEREBY RESOLVED: 1. That the location and extent of such
improvement is as follows: Watermain in alley east of Reservoir
Boulevard, from 41st to 42nd Avenue to serve properties on Reservoir
Boulevard between 41st and 42nd Avenue. 2. That the materials to
be used are as follows: Standard materials as specified for
watermain construction in this area. 3. That a careful estimate
of the cost of the improvement has been made by the City Manager
and the several lots and parcels of land fronting upon and adjacent
to such proposed improvement, which he deemed benefited thereby, were
properly notified of said hearings, and 4. That the City Manager
shall also list the names and owners of the several parcels so improved
as nearly as can be ascertained. 5. These improvements shall also

be known as Project No. 640 (also known as Federal Project No.

Resolution authorizing an agreement between the City of Columbia Heights
and the County of An°ka for certain improvements on 40th Avenue from
University to Central Avenue. Offered by Land, second by King, BE
IT HEREBY i~SOLVED by the City Council of the City of Co.lu~oia Heights:
~HE~AS, public hearings have been held and proposed improvements
reviewed for certain improvements on 40th Avenue N.E. also known as
County State-Aid Highway ~2 between Trunk Highway #47 and Trunk
Highway ~65 and, WHEREAS, the Anoka County Highway Department has
prepared plans and specifications in accordance with the approval
granted at the public hearing, . Nf~, THEREFORE, BE iT ~SOLVED that
the Mayor and City Manager be, .and they are hereby authorized and
directed to enter into the appropriate agreement with the proposal
as set forth in the agreement forms prepared by the County of ~noka.
Passed this 12thday of May, 1969. Roll Call - All Ayes.
Resolution setting liquor store employees salaries was offered by
Land, second by King, BE IT HEP~BY i~SOLVED by the City Council of
the City of Columbia Heights, .that the following changes in salaries
and fringe benefits as negotiated be effective January 1, .1969 or as
noted for the municipal liquor stores: 1. Waitress to receive $2.25
per hour retroactive to January 1, .1969 with a $35.00 per year uniform
allowance to be granted for 1969, plus hospitalization allowances and
health and welfare. Regular bartenders to receive $3.'35 per hour
retroactive to January 1, 1969, .plus hospitalization allowances and
health .and welfare. Part-time bartenders to receive $3.30 per hour
retroactive to January 1, .1969. Liquor store manager to receive
$9,900.00 plus standard hospitalization allowance and health and
welfare, .retroactive to January !, 1969 Assistant Store Manager
to receive $9,680.00 plus standard hospitalization allowance and
health and welfare, retroactive to January 1, !969. 2. Regular
off-sale clerks to receive $2,85 per hour plus hospitaliz~ion
allowances. Part-time off-sale clerks to receive $2.72 per hour.
Regular janitor to receive $6,552.00 per year plus hospitalization
allowances. Part-time janitors to receive $2.60 per hour. Glass
washer (janitress) to receive $2.40 per hour. Part-time custodians
to receive $2.10 per hour. Bookkeeper to receive $6,639.36 plus
hospitalization allowances, retroactive to April 1, 1969. Part-
time clerical to receive $2.50 per hour, retroactive to April 1, 1969.
3. Work week of 45 hours for all regular bartenders, .schedule to be
set by the store manager. 4. Good Friday holiday to be added to the
holiday schedule with the understanding that the employees will ta~e
this day off on their birthday in lieu of Good Friday. 5. Vacation
allowances to the regular liquor store employees shall be based on the
following schedule:

Resolution reqUesting the designation of Stinson Boulevard as a public
right of way north of 45th Avenue N.E. including propert~ within the
Village of New Brighton was offered by King, .second by Jeska, BE IT
HEREBy RESOLVED by the City Council of the City of Columbia Heights
that the Village of New Brighton be asked to designate for street right
of way purposes a 33" parcel, of land along their westerly corporate
limit line north'from 45th Avenue to coincide with'the Stinson Boulevard
west half right of way as ~dedicated in the City .of Columbia Heights.
BE IT FURTHER _RESOLVED that tke public right 'of way so designated which
constitutes a part of tha Anoka County~ state-aid road system with the
opening, surfacing, and maintenance expenditures'on said. right of way
to be borne bY the State-aid allotments 'to said county, passed this 12th
day of May, 1969.'. Roll Call - All Ayes'.

4206. Van Buren, Mr. Stanley. Tabaka, to build a fence 3~' above his
neighb.or's lot level be granted. This 'fence will appear to' be about
6' or 7' high from Mr. Tabaka's.~sidebut because of the elevation
difference'between the t~o lots, .the fence will only be 3½' high on the

alley-way at 4228 - 6th Str.ee% to allow placement of a garage within

Motion by King, second by Logacz,'~ that the speCial use permit to open

Dale Englund, 3837 .Main Str~e~ ~requests'a fence height waiver to build
a fence 48", high as he owns 'a dog who can jump ove~ a 42, fence.

Motion by Land, second by King that the lot subdivision request to
split Lot 7, Block 4, ~Columbia Heights Acres, 4615 University Avenue,
be granted. There are no outstanding special assessments.
Roll Call- All Ayes.
No action was taken on the lot subdivision request from Mrs. Marjorie
Sullivan, 701 - 50th Avenue N.E., to subdivide the corner of her lot
for a 70' X !10' parcel. This request should go back to the Planning
and Zoning Commission.
Motion by Jeska, second by King that the lot subdivision request from
Mr. Leon Violett, 1915 - 41st Avenue N.E., to split Lot 7, Block 16,
Aud. Sub. of Waltons 2nd Subdivision be granted. Roll Call - All Ayes.
Motion by Jeska, second by King that the property exchange between the
City of Columbia Heights and Myron Lundquist, sptiting Lots 12-20,
Block 8, Hilltop, .be granted. Roll Call - All Ayes.
Motion by King, second by Land, that the lot subdivision request' from
Clarence Lien, .1135 - 44th Avenue, to split Lot 40, Block 1, Reservoir
Hills, be granted and the outstanding specials divided among the property.

Stu Kvalheim was present to express his feelings on the water main
assessments. He would like the Council to call for general obligation
bonds and have the cost placed on the tax rolls. Mr. Kvalheim feels
the multiple dwellings are benefiting more from this project than
the private home owner~regarding cost per front foot. The Council
will think about this suggestion and make any comments they may have
at the next Council meeting.
It was decided that the Bell Telephone Company should be charged the
commercial rate of $500 for use of antenna space on the city water
tower. The City Attorney is making up the lease agreement.
A meeting with Modern Clean-up to discuss setting up a new garbage
service contract and to discuss the problems under the present
agreement will be held at 7:00 p.m., .Monday, May 26, 1969 before the.
next regular meeting of the Council.
Motion by King, second by Jeska that expenses be authorized for one
member of the Housing and Redevelopment Authority to attend the regional
meeting of the Upper Mississippi Valley Conference of Housing and
Redevelopment officials to be held May 15 and 16 at Hill City, Minnesota
at a cost of $i7.00. Roll Call - All Ayes.
Appointments of commission members will be made at the next regular
meeting of the City Council, May 26, .1969.
A meeting will be held with the Hilltop Village Council to discuss the
proposed footbridge at 149th and Central Monday, May 19,. 196.9 at 8:00 p.m.

A complaint ~on dogs running loose came in from a resident ~of the
Innsbruck area. He was told that B & E Patrol, tke city dog catche~r,
was ~a~'are ~of the problem and that tke ~owner of the particular dog he
referred to was informed he must keep the dog tied.
A request was received to open an access street west ~from Arthur south
of 40th Avenue. The owner of this land is planning to build a hOuse
back of Arthur facing south .to%~ard a new istreet.~ If for no other reason, ~
the street should be opened for fire protection. Motion by King, second
by Jeska, that the city Manager be iauthOrized to advertise ifor a
hearing for all or any part thereof of Arthur Circle to be held
at 8:00 p.m., May 26, 1969.. Roll Call - All Ayes.'
No action will be taken on the conduct in schools ordinance until the
Council has heard from all school board members 'and the American
Federation of Teachers.on this.'
