HomeMy WebLinkAboutApr 29, 196936. OFFICIAL PROCEEDINGS Special Meeting April 29, 1969 The meeting was called ~ order at 8:00 p.m. Jeska, Logacz, Nawrocki - present. Roll Call - Land, King, This hearing was held in the Columbia Junior High School Auditorium on 41st and Jackson Street in anticipation of a large attendance. Approximately 700 persons were present. The purpose of this hearing was to review the water main system in Columbia Heights and answer any questions citizens had regarding the H.U.D. water main project before a final decision was reached by the City Council to go through with the plans. Earl Gustafson, Assistant City Engineer, outlined the needs for the water mains and presented maps to show the citizens the ages of the present lines and where the new ones would be put in. The City Manager answered questions on the assessments to be levied for the mains and the availability of federal funds to pay ~ the cost for the improvements. Many questions were raised as to the need for such a project and if when it was finished it would solve all our problems (fire protection, sprinkling bans, etc.) A few citizens objected to the cost, however, most felt there was a need for this improvement and complimented the Engineering Department on the fine job they did in presenting the project. A resolution ordering improvements was offered by King, seconded by Land, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, WHEREAS, the City Council of the City of Columbia Heights by Motion on the 14th day of April, 1969, ordered notice of a hearing to be given to property owners, and WHEREAS, pursuant to a notice of hearing certain residents appeared at a Council meeting on the 29th day of April, 1969, and WHEREAS, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW, THEREFORE, IT IS HEREBY RESOLVED: 1. That the l~tion and extent of such improvements is as follows: Trunk Watermain installation on all properties in the City of Columbia Heights, and Lateral Watermains on the heavy dotted lines of the map attached. 2. That the materials to be used are as follows: Standard materials as speckled for watermain construction in this area. 3. That a careful estimate of the cost of the improvement has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvements, which he deemed benefited thereby, were properly notified of said hearings, and 4. That the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be ascertained. 5. These improvements shall also be known as Project No. 640.
