Resolution Offered by Land~ second by Jeska~ BE IT RESOLVED tkat the City enter into an agreement with the State of Minnes.ota, Department of Highways for the following purposes~ .to-wit: To install a traffic control signal and street light on Tr.unk Highway No. 47 a% its intersection with 37th AvenUe N.E. in accordance with 'the terms and conditions set forth and contained in Agreement No. 56052, .a copy of ~hich was before the Council. BE IT PURTHE'R RESOLVED that the Mayor and Manager ~ and they hereby are authorized to execute suck agreement, and thereby assume for and on behalf of the City all of the contractual obligations contained therein. Call for bids on water services for 40th Avenue N.E. from the following: Bids were received Olson Plumbing in the amount of $9,682.00 Robert Miller in the amount of $12,803.00 Motion by King, second by Land that these bids be turned over to the City Engineer for tabulation and report back later at this meeting. Roll Call - All Ayes. Second reading of Ordinance ~698 on sale of property at 4800 Monroe Street to Gaylord Johnson. Offered by Jeska, second by Land. Roll Call - All Ayes. Second reading of Ordinance ~699 on sale of property at 1224 - 43½ .Avenue in the amount of $2,000.00 to Kenneth J. Wick. Offered by Land, second by King, Roll Call - All Ayes. Second reading of Ordinance ~700 on sale of property at 4806 Monroe and 4814 Monroe in the amount of $7,400.00 to Mrs. Andrew Ocel. Offered by Logacz, second by Jeska. Roll Call - All Ayes. The second readings of Ordinances ~701 and 702 was held up until May 12, 1969 so the City Attorney could have the opportunity to look them over. Second reading of Ordinance ~703 ~ exchange of property with Myron W. Lundquist. Offered by Jeska, second by Logacz. Roll Call - Ail Ayes. The first reading of Ordinance ~704 rezoning 4345 Central from C-2-S to C-2 was held off. The [4ay©r wondered what was the basis for this Ordinance and what benefit Pizza Hut would get from this request. The ordinance will be sent to the City Attorney re: the limitations set on the waiver last March. First reading of Ordinances #705 and 706 on sale of property at 4244 Stinson Boulevard and 2124 - 43rd Avenue. Mr.. Ted Brown was present to request a commercial fence for his auto body shop at 3828 Central Avenue. The property looks like a junk yard now and the City Manager was suspicious of the use of the land as a junk yard with a fence around it. The property is zoned C-2 which excludes a junk yard. Mr. Brown is interested in getting a special use permit. Motion by Land, second by Jeska that the proposed usage be referred to the Planning and Zoning Commission for a recommendation upon the application by Mr. Ted Brown for a special use permit. Roll Call - All Ayes. A representative from Cargill was present re: their request to erect a structure on city property on 5th Street. He said the major concern was dust control and this is the primary reason f©r building the structure. Cargill does not intend to go out in the street any further than the retaining wall. The City Engineer will pursue this matter with the Highway Department. 35. A letter was received from the Park Board in reference to the operation of. snowmobiles on city parks. The Board felt that all the parks except Silver Lake Park were too small and they do not want the snowmobiles near the sliding area at Silver Lake. The City Manager will ask the Board to re-evaluate the Silver Lake Park area to find better access to the lake for the snowmobiles. No action will be taken on a lot subdivision request for Lot 1-17, Block 2, Silver Lake Addition until the ordinances for the sale of this property have been passed. A letter was received from a library employee regarding the salaries for library pages. She suggested that persons who have worked six months should be recognized and get a pay increase from $1.15 to $1.25 per hour. Motion by King, second by Land that the salaries for part- time library pages be lifted from $1.15 to $1.25 effective May 1st. Roll Call - All .Ayes. A request came in from the Columbia Heights Athletic Booster, s Club for an on-sale liquor license. Motion by Logacz, second by Jeska that this request be granted. Roll Call - All Ayes. Motion by King, second by Jeska that the bid on water services for 40th Avenue be awarded to Olson Plumbing Co., in the amount of $9,682.00. Roll Call - All Ayes. Mrs. Kirsch was present asking about the progress on.the pedestrian crossing bridge at 49th and Central. Mayor Nawrocki~ ~eported he has received a letter from Mr. Ted Waldor, Minnesota Highway Commissioner, verifying the things that were said verbally on splitting the cost. He also spoke with District Engineer, Mr. Burrill, who will draw up a plan and cost estimate on the bridge. The City Manager has sent a letter to the Hilltop Village Council but has not heard from them as yet. Motion by King, second by Jeska, that the City Manager be authorized to advertise for a hearing on the installation of a water distribution main from 41st and 42nd between Tyler and Reservoir. The hearing will be held at the May 12th regular meeting of the City Council. Roll Call - All Ayes. Some concern was expressed on the condition of Hart Boulevard near the apartment construction. The builder ought to keep the street cleaner. A letter will be sent to him asking him to hire a commercial firm that concentrates on street cleaning to have the street cleaned regularly.
