There was a discussion on reConstruction of 40th Avenue. It was decided
to meet informally with 'representatiues from Northern States Power Co.
before the next regular Council meeting, ~April 14, 1969 .at ~6:30 p.m. to
discuss' underground lines.'

per person be authOrized for up to five men to attend th® 'Public Works
Instruction and InspeCtion course subject to~ completion of said course.

construction season as per tkeir~ proposal to~ Anoka County and

Second reading Ordinance ~694 on snowmobileS.' A discussion was held,
the major points being time of operation and distance 'to be traveled on
city streets to get to lakes and parks.' Motion by King, .seCond by
Logacz .that .this ordinance be tabled until the June 19, !969 .meeting of
the City Council so the legislature Will have passed laws on the
operation of snowmobiles and we will have time to re-write the ordinance
if necessary. Roll Call - All Ayes.
A number of interested perso'ns, including a group of schOol children,
were at the meeting to. discuss a pedestrian cross bridge at the
intersection of 49th and Central. The Mayor brough~ up the point .
that according to surveys from other municipalities with such a cross
bridge that °nly 50% of the school children would use such a bridge
but the stu.dents present.~said they had conducted a poll in the
school newspaper and found that over 90% would uSe the bridge.
Motion by Jeska, .second by Land,at the Highway Department be requested
to present plans as to how a bridge might be constructed at this
corner. Roll Call - All Ayes.
Motion by Jeska, second by King that we ask the Village of Hilltop for
their view on the matter of a pedestrian..cross bridge. Roll Call -

The meeting was called to order at 10:30 p.m.
RePresentative John Kozlak was present to answer questions on
legislation of interest to the City. of Columbia Heights.' One of the
items on which he spoke ~as liquor - public or private? Rep. Kozlak
felt we should keep the fair t~ade laws. He also spoke briefly on
the transit problem.
Subdivision request from Charles 'D. Wright to divide the east ~40' of
Lot 33,' .(Subj. to ease. over No. 30.')Block 3, Reservoir Hills, .the
original description as follows: 1. South 157.5' of East 40'. of Lot .

Motion by Land, second by King that .the lot subdivision request for
the city owned lot on the soUthwest corner of 43rd Avenue 'and Stinson
Boulevard be accepted and the City Manager be authorized to draft an
ordinance to. convey title of the property to the adjacent property

Motion by King, second by Jeska that the request for a ~' front yard
waiver by Mr. Nyhus at 13Q0. - 42nd Avenue be granted. Roll Call -

Motion by Jeska, second by Logacz .that ~the lot subdivision request of
the City of Columbia Heights'to split the W. 70' of Lot 10, Aud. Sub.
~51 (Ex.pt. X~XK~ E. 40' to Kvalheim ~3570). be approved Roll Call -

Motion by Land, .second by King that the side yard waiver request from
Robert Larson, 1715 Fairway Drive for an attached garage 5' from the
lot line be granted. Roll Call - All Ayes.
Motion by Land, second by Jeska that the side and rear yard waiver
request from Mr. Hengel, 4421 Second Street to place a garage 2" from
the side lot line and 2' from the rear lot line be granted. Roll Ca~-

Motion by Jeska, second by L0gacz that a request for a commercial fence
from ~r. Ted Brown at 3828 Central Avenue be tabled until the Council
receives further information. It was recommended that Mr. Ted Brown
be prese'nt at the next meeting. Roll Call - All Ayes.
Motion by Jeska, second by King that check #4762 .be cancelled - payment
was made in duplicate. Roll Call- All Ayes.
Mr. Gallagher from Cargill was present at the meeting to request permission
from the' City of Columbia Heights tol erect a structure over the rail
car unloading area on 37th Avenue and 5th Street to eliminate the
dust problem from unloading the rail cars. The str~ucture would be '
built on city property. Motion by Jeska, second by Logacz that the
request be tabled until the next meeting of the City Council awaiting
more information. Roll Call - All Ayes. '
Representatives from Dunkley Surfacing and Barber Greene CO. were at the
meeting to~ discuss the requirements for a building permit. The Council
feels Dunkley knows what the Council wants and it is now in the hands
of the Building Inspector. The i4ayor also reported that the junk
vehicles which Were to be cleaned up were not - they were just moved
to a sto~rage area north of 38th Avenue.

Cit~ enter into an agreement with the State of ~-~innesota, Department
of Highways for the following purposes, to-wit: TO install a traffic
control signal and street ligh% on Trunk HighWay No. 47 at its
intersection with 37th AvenUe N.E. in accordance with 'the terms and
conditions set forth and contained in Agreement No. 56052, a copy of which
was before the Council. BE IT FURTHER RESOLVED that the Mayor and
Manager ~ and they hereby are authorized to execute such agreement, and
thereby assume for and on behalf of the City all of the contractual
