King arrived at 9:30 p.m. The purpose of this meeting is to discuss the reconstruction of 40th Avenue between University and Central. A brief review of the history of this street was made by the Mayor. 40th Avenue will be dug up ~n several ~ locations to make new water connections as we need larger feeder mains and have made application for Federal Aid which has been granted. County State Aid will pay for new curbs and sidewalks on this reconstruc- tion, as well as the paving work. The recommended State Aid design would be 64 feet from curb to curb. The present roadway is 56 feet wide. Street lighting was discussed and the present white-way lighting on 40th Avenue would have to be moved back nea, rer the property line.. If White- way lighting is not extended from 6th Btreet to Jackson Street, then new wooden poles would be installed back near~ ~he property line at all inter- sections, including alley intereectiobs. If the wooden poles are used there would be no cost for installation, but a maintenance and Power charge of $72.00 per year for each light would ha, ye to be paid. Water service lines along 40th Avenue that are very old and do not have copper tubing, should be replaced at this time as the cost would be much less. A question and answer session was held and several people from this area spoke and asked questions on various matters. Of particular concern was the need for four foot widening on each side. The County Engineer men- tioned that a 60 foot width could be accepted by the State. If White-way lighting is not installed from 6th to Jackson, then there would be no cost to people not living on 40th Avenue. Mr. Kordiak, County Commission and County Engineers spoke and explained various questions. The matter of adequate storm sewers was discussed. The Council asked that a letter be written to the Minneapolis Gas Co. as to their plans for the abandoned gas line in 40th Avenue. Recess at 10:30 p.m. and meeting called to order at 11:10 p.m. Resolution offered by King seconded by Land, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the Board of County Commissioners be and they are hereby requested to authorize the scheduling of reconstruction of 40th Avenue N.E. from Trunk Highway %47 to Trunk Highway ~65. BE IT FURTHER RESOLVED that the reconstruction create a curb face to curb face width of Sixty (60) feet, with concrete sidewalks adjoining the back of the new curbs. Included in the reconstruction shall be such storm sewer catch basin replacement as necessary to adequately carry surface drainage through existing storm sewer mains. Roll Call - All Ayes. Resolution offered by Logacz seconded by King, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, WHEREAS, the City Council of the City'of Columbia Heights by Motion on the 16th day of December, 1968, ordered notice of a hearing to be given to property owners, and WHEREAS,,pursuant to a notice of hearing certain residents appeared at a Council Meeting on the 6th day of January, 1969, and WHEREAS, the Council determines-to proceed with this localimp~m~t, a portion of the cost being defrayed by special assessments under Charter pro- visions. NOW, THEREFORE, IT IS HEREBY RESOLVED= " 1.
