Motion by Land seconded by King, that the council minutes of the~last
regular and special meetings be approved as presented in writing,-and
the reading be'dispensed with. Roll Call - All-Ayes.

S~cond reading Ordinance~o.687, Rezoning 3938 5th St. to C-2.
This second.reading constituted a hearing and two property owners' were
present who were not in favor of this re-zoning. Two representati~s
from the V.F.-W. were present and presented a petition from ~roperty
owners-who were not against this re-zoning. Possible problem, s were
discussed.

A back yard waiver is requested by Gunder Anderson, who proposes a home on
an odd shaped lot on a cul-de-sac at 3908 Ulysses~St.
Motion by King seconded by Land, that this waiver request be granted as
recommended by the Planning & Zoning Commission. Roll Call - All Ayes.
Motion by Jeska seconded by King, that the Special Use Permits as per list
attached, be approved with the understanding that all requirements for the
Special Use Permit as originally set forth and any requirements later added
remain in force. Roll Call - All Ayes.
Motion by Jeska seconded by King, that the Home Occupation Permits as per
list attached, be re-newed with the understanding that all original require-
ments as set forth by the .Council and any additional requirements, shall be
included. . Roll Call - Ail Ayes.
Motion by King seconded by Land, that the Home Occupation permit for John
Hemak, be approved as granted last year, which is to Service,& Repair Radios,
TV Sets and Phonographs and electronic Equipment, and the sale of Foreign
~ language records, AT 8LL 44~H Ave. N.E. Roll Call - All Ayes.
Request tO purchase a replacement photo copy machine for Police Department.
Motion by King seconded by Land, that the City Manager be authorized to
spend up tO $935200 for a new Photo Copy machine and to include 2,000 sheets
of paper at no extra charge. Roll Call - All Ayes.
Subdivision request from Mark Z.Jones, 'to divide Lot 2,Block 7,Aud. Sub.of
W.S.A. 4th, into the S.60'of N. 240'and the S.60'of N. 120'.
Motion by Jeska seconded by King, that this subdivision request be granted.

The letter received from Minneapolis On sanitary sewer charges was dis-
cussed and the City Manager Was asked to write a letter to them regarding
this contract.
Motion by King seconded by Jeska, that the request for Bingo permit~for
1969 by V.F.W. Post %230, be approved2 Roll Call - Ail Ayes.
The request to call for bids on an Engine'alalyzer Was disCussed and the
Council asked'that this be checked in~o further before calling for bids.
The HighWay'Department contracts for Signals at 53rd and Central and 37th
and University were discussed.
Motion by King seconded by Land, that'the City Manager and Mayor be auth-
orized to negotiate with the Highway Department on contracts for Signals.

The matter'of request from Metro Fone Communications, Inc. to place a two-
w~y radio antenna on our water tower Was discussed with their represent-
atives.
M~tion by Land seconded by King, that the CitY Manager and City Attorney
megotiate an agreement with Metro Fone Communications,IncJ and with the
N~W. Bell Telephone Co., for use of our water tower for radio antennas.

The City Manager was asked to write a'letter to Modern Cleanup Service,
as to the desirability of requiring all industrial and commercial properties
to utilize the franchised contractor.

Motion by King seconded by Jeska, that the license applications as per list
attached, be granted, and letters to be sent to some Restaurant Applicants
regarding conditional licenses; and that waivers be granted as follows:
Lions Club of Minneapolis - Gumball machines
Rev. John L. Rios, Latin American Gospel Mission and ~
Christian Record Braille Foundation(Clarence Starks,Field Representative)
