The Mayor stated he voted yes on this Restaurant license only because of legal opinion that they are entitled to the license on th~ basis of a continuing use as a restaurant. Request by the City Shop Foreman to purchase an Engine Analyzer, bids to be opened December 23rd. No action taken on this request at this time. Motion by King Seconded by Land, that'the City Manager~be~authorized to attend a course on "Collective Bargaining in the Public Sector" at the University of M~nnesota, with tuition to be alloQed.~ Roll Call - All Ayes. .Motion by. S~retary t6 the Council/ OFFICIAL PROCEEDINGS .Special Meeting December 16, 1968 Meeting called to order at 6:53 p.m. Roi1 Call: Land, Logacz,Nawrocki - present. King and Jeska - absent. A hearing was held on establishing a Local Housing Authority. A large group of Senior Citizens were present, at this meeting, and Mr. Anderson of the~Housing Bureau was also present. He explained the lease program which has been recommended as the most desirable at this time for Columbia Heights. The survey that was taken did not bring out a sufficient number of people with low incomes'. It has not been established as yet in this community, but would not exceed more than $3,000 income per year for a .single person and $3,600 for a Couple, with assets not to exceed $10,000. We should start with a leasing program and if w.e cannot find any apart- ments available~ then we could go to building our o%;n building, after making a further survey. It would take about six months to get organized /for leasing and almost two years to build our own apartment. / ~/ Resolution offered by Logacz~ seconded by Land, ~REAS, 'there is a short. Recess called at 7:58 p.m. Meeting called to order at 8:25 p.m. Hearing held on Special Assessments for Project ~629, for Cleanup of Sullivan Lake, total cost $676.26, and 9636 for Delinquent Utility Bills totaling $852.53. No one appeared at this meeting wishing to be heard on these assessments. Resolution offered by Logacz seconded by Land, Adopting assessment rolls for the following local improvements and ,determining that said improvements have been made and ratifying and confirming all other proceedings, hereto- fore had: Special Assessment numbers 629 and 636. W~E~, the City Council of the City of Columbia Heights, Minnesota met on the 16th day of December, 1968, at the City Hall Council Chambers, being the time and place set when and where all persons interested could appear and be heard by the Council with respect to benefits, and to the propo~ti~nu of the cost of making the local improvements above described, a notice of such hearing having been heretofore duly published as required by law, and a notice mailed to each property owner of record stating the proposed amount of the assessment; and WHE~, this Council has heretofore estimated and fixed the cost of such local improvements and has prepared an assessment roll therefore. T,HE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS HEREBY RESOL~: Section 1. ' That this council does hereby adopt the aforesaid assessment rolls known and described as "Assessment Roll for Local Improvements numbered 629 and 636. Sectiqn 2. That this council hereby finds and determines that each of the lots~and parcels .of land enumerated in said assessment rolls was and is especially benefitted by such improvement in an amount not less than the amount set opposite in the column headed "Total amount of lien against each tract,of land", And this Council further finds and determines that the proper proportion~of the cost of such improvement to be especially assessed against such l~t or parcel of land is the amount set opposite the descriptiol of each such lot or parcel of land respect£~ly in, said assessment rolls in said column headed "Total amount of lien against each tract of land." Section 3. That said assessment may be paid in part or in full without in- terest on or before January 15, 1969, or in annual installments for a period of from one to ten years as designated on each assessment roll, payable on or before the 30th day of September, annually, with 6% interest thereon. Failure to pay the annual installment renders the same delinquent and thereafter a 10% penalty is added and the said delinquent special assess- ment is certified to the County for Collection with the Real Estate tax. Section 4. That this Council did hereby determine and re-determine to pro- ceed with said improvements, does ratify and confirm all other proceedings heretofore had in that regard, and said improvement shall hereafter be known and numbered as "local improvements numbered 629 and 636. Section 5. This resolution shall take effect immediately upon its passage. Motion by Land seconded by Logacz, that the City Manager be authorized to purchase doors for the Cooler at ~2 Liquor Store, not to exceed $980.00. Motion by King seconded by Land, that these bids be turned over to the City Manager for tabulation and report back to the special meetinq to be held Monday, December 30, 1968. Roi1 Call - All Ayes.. Second reading Ordinance. No.687, Rezoning 3938 5th St. to C-2. This second reading constituted a hearing and two property owners were present who were not in favor of this re-zoning. Two representatives from the V.F.W. were present and presented a petition from ~roperty owners who were not against this re-zoning. Possible problen~.s were discussed. Ordinance No.687 offered by Land seconded by King. Roll Call - All Ayes. Ordinance No.688 did not have its second reading at this time. Second reading Ordinance No.689, Setting Furnace cleaner licensing. Offered by Land seconded by Jeska. Roll Call - All Ayes. First~ reading Ordinance NO.690, Sale of land to Peter Janeczko (The Northerly 15 ft.of the Southerly 145 ft. ~ the W. 50' of Lot 43,Bike, 2, Reservoir Hills). Resolution offered by King seconded by Jeska, Authorizing the issuance and providing for the Public Sale of $100,000 State-Aid Street Bonds. This Resolution is on file at the City Office.
