Second reading Ordinance No.684, Providing for Club Liquor License.'
A,large group of peopl~ were present who were interested in.this Ordin-
ance, which-would give legal authority fc~ the council to grant a
Liquor License. Many individuals spoke in favor of the passage of this
ordinance, with only a few people speaking against it. Over 1½ hours
was spent on this-discussion.

This ordinance was discussed.and several people present were fQr BoUle-
vard parking and several were against-it. Two petitions were received
favoring boulevard parking in.their block (2nd and 3rd St=eets,.from
44th,to 45th Avenues), and onepetition had been received against
Boulevard parking on_2nd Street from 44th to 45th. Saven people
signed petitions both. for and againsb. Over'1½ hours was spent disr
cussing this ordinance providing for boulevard parking,

The City Attorney was asked to checkon whether Furnace Cleaning
Companies are covered in the HeatingCode, or an ordinance.
The Council stated they were not prepared at this, time to make appoint-
ments to the Human Rights Commission.~
Motion by King seconded by Land, tha~ expenses Be allowed fo~ two people
to attend the 18th~unual Concrete Conference on December 13th, at the
University of Minnesota. , ,.
Request to move a double bungalow from 809-11 40th Avenue-to 1110-12
43% Avenue instead of 1216 43rd Avenue.
Motion by Land. seconded by Jeska, that the request of Mr.-Dumphy.to.
move this double bungalow to 43½ Avenue, be referred to-the~Planning
and Zoning Commission. Roll Call -.All Ayes.
A report was made on Hilltop Village studies and the Council asked
that the Attorneys'for both communities prepare an Agreement andsubmit
it to the Councils'for their approval.
40thAvenue re-construction was discussed .
Motion by Land seconded by Jeska, that the City Manager be authorized
to advertise a hearing to be held on December 16th at 8 p.m., to con-
sider re-construction of 40th Avenue... Roll Call - All Ayes.
Motion by King seconded by Jeska, to authorize cancellation of Check
No.3302 in. the ~modnt of $1.25, issued to Joseph L. Dpnovan,Secretary
of State, as this check was not needed. .Roll Call = All Ayes.
The City Attorney reported on the following items:
Meeting withMr. Sheldon Mortenson and discussing his proposal regarding
the Sullivan Lake Area where he is planning'on building, an apartment
complex on 53rd Avenue West of Central Avenue.
Mr. Dallas Peterson or'Minneapolis has contacted our City Attorney
regarding sewer co~tract with Minneapolis.
Also that Mr. Copeland.of New Brighton has. contacted us regarding
the Ramsey County Ditch as to our contributi g drainage to the system
and wanting us to participate in the cost.
The City Engineer requested permission to advertise for bids on a. Back-
Hoe Tractor for the Sewer and~Water Department. ~-
Motion by King sec6nded by Land, that the City Manager be authorized to
advertise .for bids on this equipment, to be received December 23,1968.

Roll Call - Ail present.
This meeting is being held for the purpose of holding hearings on projects
completed this year, as per attached list.
1. Project %580, Gravel Base - McKinley, 39½ to 40th,
39~,Ave., Cleveland to McKinley.
2. ,-Project ~615, Tree Trimming - Reservoir Blvd., 37th to 45th.
3. Project %618, Watermain - 37th Avenue & 37th Place; Hart Blvd. yo
Stinson Blvd.
_4. '.Project %619, Curb & Gutter - Stinson Blvd., 37th to 40th,
37th Place, 37th Ave. to Stinson.
5. Project %633, Seal Coat - Streets as listed on the notice for Hearing.
These projects were discussed and only six property owners were present
at this meeting, with only one making a complaint.
Resolution offered by King seconded by Land, Adopting assessment rolls for
the following local improvements and determining that said improvements
have been made and ratifying and confirming all other proceedings, here-
tofore had: Special Assessment numbers 580, 615, 618, 619 and 633.
WHEREAS, the City Council of the City of Columbia Heights, Minnesota, met
on the 26th day of November, 1968, at the City Hall Council Chambers,being
the time and place set when and where all persons interested could appear
and be heard by the Council with respect to benefits, and to the propor-
tion of the cost of making the local improvements above described, a
notice of such hearing having been heretofore duly published as required
by law, and a notice mailed to each property owner of record stating the
proposed amount of the assessment; and,
WHEREAS, this'Council has heretofore estimated and fixed the cost of such
local improvements and has prepared an assessment roll therefore.
T~E CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS HEREBY RESOLVES:
Section 1. That this council does hereby adopt the aforesaid assessment
rolls known and described as "Assessment Roll for Local Improvements
numbered 580, 615, 618, 619 and 633.
Section 2. That this council hereby finds and determines that each of the
lots and parcels of land enumerated in said assessment rolls was and is
especially benefitted by such improvement in an amount not less than the
