This ordinance was discussed further and the following motion was passed: Motion by Jeska seconded by Logacz, to table further consider- ation of this ordinance until the November 12th meeting. Roll C~ll-All Ayes. Request for Bingo permit for 1969 from Immaculate Conception Church. Motion by King seconded by Jeska, that this Bingo Permit be granted. Roll Call - All Ayes. A Subdivision request from Howard J. Dumphy to divide N½ of Lot 39 and N½ of W½ of Lot 40, Block 2, Res. Hills,~nto two lots. Motion by Jeska seconded by King, to approve this lot subdivision request, and that the Special assessments of $1,852.18 be divided according to benefitted property. Roll Call - All Ayes. The City Engineer reported he had talked to Wyman Smith, Attorney, regardin9 Hart Mobile Homes, 5050 Central Ave., but nothing had been done to improve this property. Motion by Jeska seconded by Logacz, t~at a letter be sent to Hart Mobile Homes, the holder of the Special Use Permit, with a copy to Gera]~Johnson owner of the land and Wyman Smith their attorney, requesting that recommend ed work be completed by November 12, 1968, which is as follows: 1. Raise entire lot to drain to Central Avenue. Erect screening according to standard~. Maintain slope (sod or slope paving). e Raise entire lot to drain to Central Avenue. Erect screening according to standards. Erect concrete or metal crib wall, or construct reinforced concrete wa~l to make use of the entire lot. (8' high). 3. Construct concrete alley between residential and commercial properties to intercept drainage and provide access for maintaining sewer and watex mains. Erect'screening. Also that the trailer that is to be used as an office have a skirtin~ to shield the utility lines and that all trailers be anchored to the ground, and a fencing installed along the south side. ~ If such work is not completed by November !2, 1968, the Special Use Permit is automatically revoked. Roll Call - All Ayes. V.F.W. request for an On-Sale Liquor License. The City Attorney presented Ordinance No.614, which had been considered January 10, 1966. The zoning of this land was also discussed and if On-Sale liquor license was approved, the zoning would have to be changed from R-3 to C-1. The following Ordinance was presented for its first reading: Ordinance No.684, providing for the issuance of On-Sale i~toxicating liquor license to certain Clubs and providing the regulation thereof. Motion by Jeska seconded by King, that the second reading of Ordinance No.684 be held November 25th, 1968, at the regular meeting of the council and constituted a hearing. Roll Call - All Ayes. Mr. Gallant was present with his plans for a Shopping Center at 37th Place and Stinson Blvd., as approved by the Planning & Zoning Commission. The City Attorney presented a Boulevard Parking Ordinance, which will have it's first reading November 12, 1968~ ResQlution offered by King seconded by Jeska, WHEREAS, the City Council of the City of Columbia Heights deems it necessary for the preservation of public peace, health and safety, 'and ._ WHEREAS, it is'neCessary for the purpose of constructing and maintaining an alley-way and Other public utilities. BE IT HEREBY .RESOLVED, by the City Council of the City of Columbia Heic that the following parcel of land shall be condemned for the purpose of con~tructiug and maintaining an alley-~ay and such.other utilities as deemed necessary, to-wit: . . Co. Motion by King seconded by JeRka, ~that the award on Snow Plow~Blade. be made to Public Works Eqipment Co. for a Baker-Flink, Model 454,.at a. cost Of $1,016.00, as per bid tabulation,attached. Roll Call - A.11 Ayes. The Park Superintendent reported-on tabulation of bids on a Pickup.'Truck and recommended award to Market Ford Sales, inc. Motion by Jeska seconded by Logacz, that the.award on bid for a 1/2 Ton Pickup Truck be made to Market Ford Sales,Inc. for a Ford. F-100 at $2,898.00 as per bid tabulation attached. The City Engineer reported on Rock Salt bids received by Anoka.County from the United Salt Co. at a cost of $11.55 per ton delivered, and that these were open end bids making salt available at-that price to any Municipality in Anoka County. Motion by Jeska seconded by Land that the City of Columbia Heights avail itself of the low bid on Rock Salt for ice control,-received, by the County. Roll Call - All Ayes.
