Motion by Jeska seconded by Logacz,. that the three bids~received on a
1/2 Ton Pickup Truck for the. Park Department, be returned unopened with
the clarification~that a slight ommission was made on the specifications
regarding the type of Snow Plow desired, and that.we re-advertise for Bids
to be received October 28, 1968. ~ Roll Call - All Ayes.

Motion by Jeska seconded by Logacz, that these bids be turned over
to the City Manager ~or tabulation and report brought~back to the next
cOuncil meeting, 'October 28th, 1968. Roll Call~- All Ayes.

Hearing held on Curb, Gutter and/or street improvement on Stinson Blvd.,
between Fairway Drive and water tower property.
Eight of the ten property owners in this area were present and all were
anxious to have something done to this street this fall, as it is in a
deplorable condition. An estimate was given of $3.50 per front foot,
for cu~,gutter and putting the street in a maintainable condition for
this winter. This is a county State Aid street and is tentatively schedule~
to be paved next year.
Motion by Jeska seconded by Land, that the City Manager be'~authorized to
proceed with installation of Curb, Gutter on Stinson Blvd. from Fairway
Drive to Water Tower property, and put the street in a maintainable condition
this fall. Roll Call - Ail Ayes/
First reading Ordinance No.681, Sale of property to Iven Do~aler and
Albert Rosenbower DBA Rand Realty Co., Lot 1, Block 1, Apache Heights.
First reading Ordinance No.682, Eatabl~shing an Ordinance Violations Bureau.
First reading Ordinance No.683, Amending Ordinance No.462, That Section 3
include "39. Utility Sheds," (a) ~) and (c).
Request for Home Occupancy Permit for automobile repair shop at 522 Summit
Street.
Motion by Logacz seconded by Land, that this permit be granted as' recommend-
ed by the Planning & Zoning Commission, that no more than three cars be
on the premises at any one time, including his own cars. Roll Call-All Ayes.
Request from Jim Burger, 5117 Washington St. for waiver to be able to
build a garage 2 feet from his side and rear lot lines.
Motion by Land seconded by Jeska, that the one foot waiver request from
side and rear lot lines be granted as recommended by the Planning & Zoning
Commission. ~Dll Call - All Ayes.
Request from Mrs. H. Johnston, 1234 46th Avenue for subdivision and side
yard waiver of 1.3 feet for house now existing on Lot 11, Block 2, Sheffiel~
Subdivision.
Motion by Land seconded by Logacz, that waiver of 1.3 feet be granted as
recommended by the Planning & Zoning Commission, and that the subdivision
be granted as requested, upon payment of the outstanding special assessments
of $1,852.02 when house is sold. Roll Call - All Ayes.
Request from John Guhanick, 4151 R~servoir Blvd. to construct a garage
alongside their home but not attached.
Motion by Land seconded by Jeska,~ that the request for a detached garage
at 4151 Reservoir Blvd., be granted as recommended by the Planning &
Zoning Commission. Roll Call p All Ayes.
Regarding Boulevard parking, the Traffic Commission has reco~mended that
parking on boulevards be allowed on a block by block basis,~with the
approval of 2/3 of the property owners involved on both sides of the
street. The City Attorney was asked to draw up an Ordinance
on Boulevard Parking.
Appeal from Ralph White, on denial of his request to build a 70' house
on two 40 foot lots in R-1 district at 4830 Washington Street, by the
Planning & Zoning Commission. This matter was discussed with the Council.
Motion by Jeska seconded by Logacz, that this appeal be denied by the
City Council. Roll Call - All Ayes~~
An appointment to th~ Park Board will be held ove~ to the next Coun6il
m~eting. ~
The Council set November 6th and 7th at 7:30 p.m. to hold interviews
.appliCants 'to ser~e on the Human Rights.Commission.
MotiOn by Heska seconded by Logacz, that checks Nos. 5259,'2212 and 2822,
becancelled as recommended by'the City.Clerk. Roll Call - All Ayes.
Mr. Wyman Smith, Attorney,~ was preseht 'representing Hart Mobile Homes
and Mr. Jerry Johnson regarding conditioh of property at 5050 Central
A~enue. The City Manager has furnished 'them with different methods of
taking ca, of this property. Mr. Smith was asked to get together with
our engineering department and try to work out a solution.
The report from the Voss Parking Lot Committee was discussed, and as
no reply had been received to the.letteb written to Mrs. Voss, ~ a~tion
was taken at this time. as follows:
Motion by Land seconded by Jeska, that the City Manager be authorized
to advertise a hearing on OCtober 28, 1968,'on the Voss Parking Lo.t/

V.F.W. ~938 5th Street request a Liquor liCense'to se~l liquor~at their
Club House. The City Attorney.was asked to b~ing back information
on this request at the next regular council meeting.
Motion by Logacz seconded by Land, that the Chief election Judge's
salary be set at $2.00 per hour. Roll Call - AllAyes.
Motion by Land seconded by Logacz, that the request of Oakwood School
P.T.A. for~a Bingo permit on Friday, November 15,',1968,-be-granted.-

Motion by Jeska seconded by Logacz, that the City Manager be authorized
to,advertise for bids on a Snow Plow,.to be opened October 28th, 1968.

Motion by Jeska seconded by Logacz, that a hearing be set for the purpose
of reviewing the 1969 Budget, on October 29, ~1968, at 8 p.m. Roll
Call - All Ayes. ~
Motion by Land seconded by Logacz, that the retirement date of Eva
Pritchard be extended to February 1, 1969. Roll Call~- All Ayes.
The City Manager reported on Sewer and Water ~rates and~asked the Council
to go over this matter, as per.report which he had furnished them.
The complaint on the alley from home owner at 3724~Polk St.. was-dis-
cUssed hub no action was taken. They'stated it does not appear to be
particularly objectionable and that the problem is local in nature and
did not constitute a hazard.
Mr. Brown reported he is having difficulty in acquiring easements for.
alle~ platting between Fillmore and Pierce Streets, from 46th 'to 47th
Avenues. 'The~council suggested that he proceed as necessary to acquire
this land and then prepare a resolution~for condemnation on those he.was
unable to acquire.

Side yard waiver request from Richard Hansen, 4804 4th Street, to place
a garage 2 feet from lot line in place of 3 feet, as this is a 40 foot lot.
Motion by Land seconded by J~ska, that ,this waiver request be granted.

Motion by Jeska seconded by Logacz, that the City Engineer bring the
original plans for traffic pattern at Columbia Heights State Bank TV
Drive-in, to the next Traffic Commission meeting, as they are not Complying
with the original plans. Roll Call - All Ayes.
