Motion by Land, seconded by King, that Betty Johnson be appointed secretary pro-tem. Offered by Land, seconded by Jeska. Roll call - all ayes First reading of Ordinance [~68! (setting forth code violations and penalties) and Ordinance :~682 (requiring a Special Use Permit for storage sheds and giving Dower to the City Council to authorize an Ordinance Violation Bureau~ No action was taken on either of-these ordinances. Motion by King, seconded by Land that the City Manager be authorized to enter into an addendum to the Dunkley Utility Contract,(not to exceed $3,500) for the e:[tension of sewer service north from 44th Avenue to 44~ Avenue on Tyler Place, and east on 44~ Avenue a sufficient distance to serve a new house now under construction. Roll call - All Ayes Mr. Terry Smith, Attorney; Mr. Snook of Dupont Company and Mr. Jim London, representative of Dunkley, presented Dunkley Surfacing Company's request for a Special Use Permit for rock crushing operation and a blasting per- mit for rock removal at their property that they lease from Northern Pacific Railroad (38th Ave., west of Grand.) A proposal for rerouting of truck traffic was suggested also. There was considerable opposition from the citizens in this area. Motion by Jeska, seconded by Logacz, that this special use permit be denied. Roll call - all ayes. At the request of the Chamber of Commerce that the City attempt to renew the lease on the Voss Parking Lot, Mayor Nawrocki appointed a con~aittee to review the situation, consisting of Councilmen Land (as chairman) and Jeska, City Engineer Brown, and two business men from that commercial 86. area, Mr. Breen and Mr. Anderson. They are to give a progmess report at the next council meeZing..with their recommendations. Petition to improve Stinson Blvd, south from Fairway Drive was read. Mayor Nawrocki pointed out that this ro~d is ultimately planned as a County State Aid Road. Motion by King, 'seconded by Jeska, that a hearing for curb, gutter and/or street improvement work for Stinson Boulevard from Fairway Drive to the Water Tower-property be scheduled for the next Council meeting. Ro!l call - all ayes. Motion by King, seconded by Jeska that the City Attorney be authorized to take legal action to abet.the rat invested area at 611 - 5!st Ave.N.E. Roll call - all.ayes. Authorization for the purchase of 18 parking meters was tabled until recommendations are received from the Voss Parking Lot Committee in a motion by King, seconded by Land. Roll call - all ayes. Motion by King, seconded by Land~ that the Park Department be ~uthorized to advertise for a ~ Ton Pickup Truck. Roll call - all ayes. Motion by Land, seconded by Logacz, that the City Manager be authorized to advertise for bids on custodial Service for the administration build- ing and the library,' bids to be opened Oct. 14. Roll call - all ayes. The ~ity'Manager is to contact'the Modern Cleanup Service to ask if they would be willing, for a price, to pick up garbage cans located on the back of the lots. Several property owners in the vicinity of 50~ and Jackson St. have requested that their garbage cans be located in rear of their lots as they have no alleys. Motion by King, seconded by Land, that this be discussed further at the next meeting after the reply from the contractor has been received. Roll call - all ayes. Six applications for the H%n~an Rights Con~aission have been received and nine are needed to fill the positions established by Our resolution. It was decided to wait a while longer for further responses before any action be taken. Motion by King, seconded by Jeska, that Mr. Whiteaker, 4243 5th St. may place his single garage two feet from his neighbor's lot line and three feet.from the public alley as his neighbor, Mrs. Esther Dill~ gave her approval. Roll call - all ayes. A late'request was received for the establis~aent of a small boutique shop at 4555 Tyler N.E. Motion by Jeska, seconded by King, that this request ~e referred to the Planning and Zoning Commission for their con- -sideration of rezoning this location. Roll call - all ayes. A letter from the Highway'Department was read verifying receipt .0f~a petition for fencing of University Avenue at 42nd Ave. The Highway De- partment, letter indicated a desire for cost sharing on fencing th~.entire highway right-of-way from 40th to 53rd. The City Manager was directed to contact the Highway Department and ask. that the 42nd to 44th area be considered separately. Reminder to the Council of the budget meetings on September 24 - Rec'rea- tion Commission Board at 7:00 at the School Board Chambers and ~he Library at 9:00 PM. 87. The City Manager reported he is serving as acting chairman of the Anoka County Union Negotiating Committee with Local The City Attorney reported the McWilliams case is scheduled for trial on December 18, 1968. The City Engineer reported on the progress of the street construction project in the area of Hart Lake and 40th Ave. N.E. Motion by King, seconded by Logacz that license applications as per attached list be approved upon pavement of the proper fee. Roll call - all ayes. The Mayor inquired as to the installation of benches at bus stops. They are being installed on the northeast corners of both 40th and University and 44th and University. Motion Dy Land, seconded by King that the list of election judges sub- mitted be approved as presented. Roll call - all ayes. The City Engineer reported that no action has been taken on the tree and shrubbery replacement at 1125 Polk Place. The ordinance violation relative to junk cars at Bucksa Body Shop was discussed and the City Attorney ~;as directed to proceed with legal action on. this case. The Planning Commission reported on the Hart Mobile Homes and the owner and lessee of the property have been ordered to appear at the next Plan- ning and Zoning Commission meeting. Regarding the parking requirements on the Nauman Building, no written record of a commitment on the removal of the old building has been found. The City Manager reported he has written to Dr. Nauman for clarification on the situation. A meeting of the Anoka County ~4unicipalities will be held on '~,~dnesday evening in our Council Chambers.
