The first reading, of Ordinance No.676, rezoning the No.4219' of Lot 17, Block 87, C.H. Annex, to "P" Public Facilities, was not read at this time. Subdivision request from Wargo,Barna and Guzy, to divide Lots 17 & 18, (ex.S.50'), Block 87, C.H. Annex. Motion by Jeska seconded by Land, that this subdivision request be granted,. as follows: 1. First reading of Ordinance No.680, providing for the issuance of $10QQ000.00 of Municipal State Aid Bonds The City Attorhey was asked~t~ draw up' an ordinance on utility sheds for th~ next council meeting. The overnight parking problem-on streets and boulevards was discussed, and several residents were present. Motion by Jeska seconded by King, tha~ th~s matter~of overnight parking, along witk.the recommendations of the Planning & Zoning-Commission, be ~i-~turned over tQ th~ Traffic Commission. Roll Call - All Ayes. ~i!ii ~Mr~ John Moneta was present and displayed~his~plans for a 24-U~it A~a~tment building at 233 42nd Avenue N.E. The Planning & ZoningCommission have approved this plot plan,, with the provision that there be 24 covered parking spaces. Mr. Ray Swenson requests a side yard waiver to build a house with attached garage at 2344 45kb A~enue, (52.9" lot in an'R-1 District). The Planning and Zoning ~ommission recommend approval of a 4' side yard-on the East, with the necessary 7' on the West. Hansen Company be allowed to~ conduct, the i968 audit for the City .of Columbia Heights,~price not to exceed $5,200.00,~and that the Mayor and City Manager be authorized'~o enter into a contract with them for this audit. R011 Call - All Ayes. Motion by Jeska seconded by Logacz, that the Park Department be granted permission to purchase black dirt end.sod, in the amount of $1,000 each. Roll Call - All Ayes. Mr. Gary E. Traverse, 1848 39th Avenue has asked to-purchase a 30 foot lot east of his ~roperty, which is owned by the City. Motion by Land seconded by King, that~the Park Department be asked for their recommendation for the usage of this land,, before the council makes' any~decision- Roll Call - All'Ayes. The RedBarn at 49~h and Central Avenue, will have aPromotional celebra- tion.on Saturday, September 14th, from 2 tO 6 p.m. ~ letter was received from Merle ~lader, Police Chief, requesting permission to attend the Minnesota Chiefs of Police Association meeting on September 20th, 1968, at Virginia, .Minnesota. Thursday, September 12th, at 7 p.m. was set for a review of the Police and Fire Departments 1969 budgets. The City Manager reminded the Council that they were invited to meet with the School Board of District %13, and the Recreation Department, on Sept. 24th at 7 p.m. to discuss the 1969 Recreation Budget, in the School Board Chambers. Motion by King seconded by Jeska, that the City Attorney be authorized to appeal to the Public Service Commission regarding the recent rate adjust- ment to the Citizens of Columbia Heights. Roll Call - All Ayes. After reviewing the sidewalk and curb replacement bids, the City Engineer recommended rejecting these bids and re-advertise for bids next spring. Motion by King seconded by Jeska, that the bids received for sidewalk replacement and Misc. Curb replacement, be rejected as they are considerably over the.estimated cost. Roll Call -All Ayes. The City Engineer reported regarding sewer service for the Beckman property at 637 37th Avenue, and that the apartment owner at 631 37th Avenue, has agreed to let them connect to his sewer if they pay $250.00. They would also have to pay the City $250.00, private connection fee. Motion by Jeska seconded by King, to approve this sewer connection as approved by the City Engineer, and upon payment of the proper fees. Roll Call - Ail Ayes. Regarding the claim of Larr~ Larson, 1125 Polk Place for replacement of trees damaged when the sewer was put in back of his land, the City Engineer stated this will be taken care of this fall, if at all possible. Motion by King seconded by La~d, that the license applications as per attached list, be 9p~roved upon payment of the proper fees. Roll Call - All Ayes.
