ing .a Human Rights Commission for
the City of Columbia Heights, was
read and discussed, by the Council-
and interested people who were pres-
ent at this meeting.

seconded by King, Providing for a Human Rights commission for t~e City of
Columbia Heights.
WHEREAS, The public policy of the City o~ Columbia Heights recognizes the'

right of equal opportunity for all residents regardless of race, color,
creed or national origin, and
WH~, to aid in the development of such a public policy it is proposed
that there be created a Human Rights Commission, and
WHEBEAS, The City Council recognizes the establishment of a State of Minn-
esota Department of Human Rights, and
WHE~S, The City Council desires to cooperate with the state of Minnesota
Department of Human Rights.
NOW, T~EREFORE, BE IT RESOLVED by the City Council of the City of Columbia
Heights as follows:
1. There is hereby established a Human P~ghts Commission for the City of
Columbia Heights.
2. The purpose of the Commission is to aid and advise the City Council in
insuring for all citizens of the City of Columbia Heights equal oppor-
tunity in employment,, housing, public accomodationS, public services
and education and such other affairs as affect the social well being
of the community and for such further purpose as may be provided by
action of the City Council.
3. Members on the Commission shall be composed of nine (9) members.
If possible, no more than one (1) member shall reside in any voting
precinct. Members of the Commission shall serve witbmut compensation.
Members of the Commission shall be at least twenty-one (21) years of
age and shall be residents of the City of Columbia Heights while serving
on the Commission. Members shall have been a resident of the City of
Columbia Heights for at least one (1) year prior to their appointment.
Membership of the Commission shall provide so far as practicable the
widest possible representation of the various peoples and institutions
within the City of Columbia Heights.
4. Appointment to the Commission shall be made by a majority vote of the
City Council. Appointment to the Human Rights Commission may be termin-
ated by four-fifths vote of the City Council without cause and without
hearing.
5. The members appointed to the Human Rights Commission after the first
appointment will serve for a term of three (3) years commencing and
ending in the month of April and the terms are to be staggered in order
to provide continuity of policy and program.
The first Commission shall consist of three (3) members appointed for
a term of one (1~ year, three (3) members appointed for a term of two
(2) years and three (3) members appointed for a term of three (3) years.
Appointments to the commission shall be made in the month of April of
each year with the exception of the year 1968.
6. Any vacancy arising because of disqualification, moving from the City
or resignation or for any other purpose shall be filled by appointment
by a majority of the City Council.
7. Operation of the Human Rights CommiSsion:
a. The City Council shall appoint the first Chairman of the Commission
to serve until the new appointments to the Commission are made in
April of 1969. Thereafter, each year after the appointment of new
Commission members by the City Council, a Chairman shall be elected
from the members by a majority vote of the Commission to serve a one
(1) year term as a presiding member at all meetings. The Commission
shall adopt such rules and procedures relative to the conduct of the
meeting as it deems proper. A simple majority shall constitute a
quorum for all meetings of the Commission. Commission to select a
r~cording secretary from their own ranks.
b. Thec~mission shall study and review programs and policies and aid
the~Co~ncil in enlisting the cooperation of agencies, organizations
and individuals in the City in an Active program directed to create
equal opportunity and eliminate discrimination and inequalities.

c.~ The. CommisSion shall'revieW all report-~ or compiaints of' dis'crimin-
ation in the City and-report its findings to ~the City Council of the
City of Columbia Heights. ·
d. The Commission'shall advise an~ aid'the. CitY Council in'icooper-
ating with the Department of Human 'Rights in implement~9~'such
recommendations..as may be appropriate to the City Of Columbia
Heights as determined by the City Cguncil of. the City bf Columbia'
Heights. The Commission shall recommend.to the Council f,rom time
to time such actions as it may seem and deem advisable i~.creating,.
better human relations and to carry out the-policy of the City.
e. The Commission shall keep Proper records of meetings as. well as any
other proceedings of the Commission and a~y committees it may est-
ablish
f. The Commission shall submit ~o the City Council coPies.of'the
Minutes of each meeting Of the Commission or committee-following
such meeting.
~ g. The Commission.shall perform such other functions c0ncernin~ human.
relations as the City Council may from time to time direct.
8. Authority. 'The Human Rights. COmmission shall be advisory to and sub-
ject to the direction and control of the City'Council 'at all t'imes.
The Commission shall have no powers of legislation or to 'act jUdicially
or quasi-judicially as a law enforcement agency. 'Roll Call-All Ayes.

The Minneapolis Daily American requests permit for street vending racks.
This was discussed and left up to the disCretion·of the City Managerl

A letter has been received from Mr. Terry Smith, Attorney for Dunkley
Surfacing Company, making application for two Special Use Permits, one
for the use of explosives and the other for the operation of a rock crusher,
on the property Dunkley leases from the Railroad. They are asking for
a hearing before the Council.
Motion by King seconded by Jeska, that this request for a hearing for con-
sideration of these permits, be tabled until the next regular council
meeting, and a committee set up to review the request and report to the
Council at that time. Roll Call - Ail Ayes.
A letter was received from the Columbia Heights Boosters Club, requesting
to use their Beer License during a Softball Tournament at Huset Park on
September 13,14 & 15, 1968.
Motion by King seconded by Jeska, that this request be approved to use
the license that was issued to them on April 8, 1968, for the sale of Beer.

Request from Park Supt. for approval to advertise for bids for a 1968 1/2
Ton Pickup Truck. He was asked to wait until October 14th, as bids are
not reasonably available at this time.
Motion by Jeska seconded by King, that the City Manager be authorized to
advertise for bids on Sidewalk replacement and Miscellaneous Curb replace-
ments, to be opened 9/9/68. Roll Call - Ail Ayes.
A letter has been received from the League of Minnesota Municipalities,
Metropolitan Section, inviting Municipal Officials to atten~ the Dinner,,
Program and Workshop, to be held September 5, 1968, at the Ambassador Motor
H~tel. , · Motion by King seconded by Jeska, that expenses be allowed for
up to five people to attend this ~orkshop. Roll Call ~ Ail Ayes.

Meeting called to order at 10:15 p.m.
The City Attorney reported he had heard from the Public Service Commission
stating they do not find that the Bus rates charged in Columbia Heights
are unfair. The City Attorney will report at the next meeting on the
alternative that would be open to us to pursue this further.
For the two condemnations of land needed for 42~ and 44~ Avenues, the
following resolution was passed :

of public peace, health and safety, and
WHEREAS, It is necessary for the purpose of constructing and maintaining
a road and all other various utilities a~d their appurtenances as-deemed
