Award of bid on Ntilities and Street Surfacing, which'were received
MOnday night, ,August 12th.~ The tabula~ed~bids were reported-onby-~the
City Engineer and Dunkley Surfacing Co. is the low bidder. ~
Motion by King seconded by JeSka, that the bid be awarded'to Dunkley~
Surfacing Co. in the total amount of $157,594.00, 'and the Mayor and
City Manager~be authorized to enter into a contract for this project,
as per bid tabulation attached. Roll Cail 2 All Ay~s~
A list of proposed election judges presented. ~'
MOtion by Jeska seconded by King,.that the completed list'of.electi0n
judges be approved as per list attached. Roll Call - All Ayes.
A hearing was held on Seal Coating streets as per li~t attached. T~
c6st estimate.was given as 36¢ per foot for street cost and 12¢ per-foot
for Avenue charge. Each street on the list was taken, individually-and
no apparent objections noted.
ResolUtion offered' by King seconded by King~ BE IT ~EREB¥ RESOLVED' by the
City o~ Council of the. City of Columbia. Heights,.WHEREAS, the City Council
of the City of Columbia Heights by Motion on the 22nd day of July, 1968,
ordered notice of a hearing to be given to property owners, and
WHE~, pursuant to a notice of hearing certain residents .appeared.at
a council meeting on the 13th day of August, 1968, and
WHEREAS, the Council determines to proceed with this local improvement,
a/portion of the cost being defrayed hy special, assessments under
~Charter provisions. NOW, THEREFORE, IT IS HEREBY RESOLVED:
1. That the Location.and extent of.such improvement is as.follows:
Seal Coating on Streets as per attached list.
2. T~afi the materials to be used are as-follows:
Cationic emulsion and modified 1/4,inch aggregate.
3. That a careful estimate of the cost of the improvement hasi~been made.
by the City Manager and the several lots and parcels of land.fronting
upon and adjacent to such proposed i~provement, which'he deemed bene-
fited thereby, were properly notified of said hearings, and
4. That the City M~nager shall also list the names and owners of the
.several parcels so,improved as nearly aS can be ascertained.
5. These improvements shall also be known as Project No.633.

The house being constructed on the N.E. corner of Argonne Driveand
Innsbruck Parkway by Rodney Billman for Donald G. Low, wasbrought up
at this time and several home owners ~rom this area were present, in-
cluding Rodney Billman, the builder. A letter had been~eceived from
Mr. Low aR~ing that the address be changed from 2005 Innsbruck Pkwy. to an
an address on Argonne Drive, as he had anticipated it.would be.
Mr. Glen Stout, 2000 A~gonne Drive was present representing theInnsbruck
Home Owners, and objected to the back yard not being deep enough,
to theInnsbruck covenants. -'~(ing
The City has asked Mr. Billman for a new survey and this will not be
acted upon until this survey is received.

Motion by Land seconded by Jeska, that the City Manager be authorized to
hold up the construction of this particular building at 2005 Innsbruck Pkwy.
until such time as a survey has been submitted and reviewed by the Planning
and Zoning Commission, and thence referred to the City Council. Roll Call -

Robert Pfankuch was present requesting a side yard waiver to build a garage at
1513- 39th Avenue. Motion by King seconded by Jeska to concur ~dth the reco:mnendation
of the Planning Commission a~d allow Mr. Pfankuch to construct a garage to within 2'~.8'
of his side lot line providing do~.m spouts be installed to direct the water towards
the street and not towards his neighbors property. Roll, al,1 ~ all ayes

A continued hearing was held on sidewalk replacements. Notices had been mailed
out but'only one home owner was present.-

~meeting on August 5th, August 12th, and August 19th 1968, and
WHF~ the-Council determines to proceed with this local improvement, a portion
of the cost being defrayed by special assessments under Charter provisions.
NOW ~EREFORE, IT IS HEREBY RESOLVED:

by the City Manager and the several lots end parcels of land fronting
upon and adjacent to such proposed improvement, ~hich he deemed benefited

parcels so improved as nearly as c~u be ascertained.
5. These improvements shall ~lso be known as Project No. 620.

A revised draft of Human Rights resolution was discussed, and the final draft will
be ready for the next regular meeting.
