Hearings as contii~u~d from July 22, 1968: .~ (a) Watermains _ McKinley Street, 37th Place to 39th Avenue/ East from , McKinley; 39th Avenue, McKinley to Sti~nson Blvd. and 39th Avenue, Cleveland to McKinley,Stree~t. A drawing was made on the lackboard showin, g the rout~ of 'this watermain and an explanation was made as to how the assessment Would., be made. The estimated cost will be approximately $6.00 per assessabl, e front foot. This installation would also improve the water supply for the older area. , ' ' Mo%ion by Jeska secon~ded by Logacz, that this watermain cQnstruction be approved as presented, and 'the City Manager be authoriz'ed to proceed with ns'callat%on. The estimated cost of this sewer installation was $4.06 per assess- able front foot. Motion~by Land seconded by Jeska, that 'the City Manager be authorized 67. to proceed with the installation of this sanitary sewer as presented.' Roll Call - All Ayes. No one from the' audience indicated any opposition to these wa'~-ermain and sewer projects. The tabled request fron~ Dunkley Surfacing Co. for a blasting permit was taken up.at this tim~. One of the requirements for a blasting permit is, they must have a bond approved by our Fire Chief, and this bond is to pay for ahy liability claims resulting from blasting. ~. Dunkley was asked to be present at this meeting and also a representative with him from the Dupont Co. His request is to dynamite limestone on their property west of Grand Street N.E., to be used as crushed road material. Mr. D~nkley was not present, nor was anyone present representing him. Motion by Jeska seconded by Logacz, that this request for a blasting permit by Dunkley Jurfacing Co. be denied. Roll Call: Jeska, Logacz, Nawrocki - Ayes. Land - Naye~. Resolutions offered b~ Logacz, seconded by Jeska,' Wi~ERF~AS, pursuant to a n0tice of hearing certain residents appeared at a council meeting on the 22nd day of July, 1968, and · WHE~, the council determines to proceed with local kimprovements, a portion of the cost being defrayed by special assessments under Charter provisions. NOW, ~HEREFORE, IT IS HEREBY RESOLVED: ,1. That the location and extent of such improvements is as follows: Installation of drainage in alley between P31k & Taylor, 45-46. Curb & Gutter: 40th Avenue, Arthur St. to Stinson Blvd. Arthur Street, 43rd to 44th Avenue N.E. Hart Blvd., 37th Avenue to 39th Avenue 39th Avenue, Hart Blvd. to 5~cKinley St. McKinley Street, 37th Place to 39th Ave. (West) Street Surfacing: Hart Blvd. to M~Kinley St.on 39th Ave. McKinley Street, 37th Pl. to 39th Ave. (West) 2. That the materials to be used are as follows: Concrete or corrugated metal pipe as conditions demand. In Accordance with City concrete specifications. 'Asphaltic materials in accordance with City & State specifications. 3. That a careful estimate of the cost of the improvement has been made by the City Manager and the several lots and parcels of land fronting upon and adjacent to such proposed improvement, which he deemed benefited thereby, were properly notified of said hearings, and 4. That the City ~nager shall also list the names and owners of the several parcels so improved as nearly as can be ascertained. 5. These improvements shall also be known as Project Nos. 630,625,626. Meeting called to order at 8:22 p.m.. ........... . ~ ~ ~A publi6 Hearing was held on the request fOr establishing'a Human Re- lations Committee in Columbia Heights. ~-~ Mr. Jim Heldenbrand, 1637. Innsbruck Circle West, spokesman for 'the. Columbza..Hezghts Human Rzghts Counczl., asked for the establistH~e~t .... of this commission by the City Council end,gave ~is views and reasons ~ for so doing. Several others spoke in favor of this commission alsO. There were also several that questioned the need for this commission. Mrs~ Howard, a representative of the~State Department of H~man Rights, SPoEe~and explained that their office was established as a public in- formati6n body and would investigate~special cases and the suggested, commissions would handle general cases. ThelState Department would act as ah impartial agency and work fo~ al! 'people. _ The meeting was.called tO order and the following Motio~ prevailed: Motion by Land seconded by Jeska~ that the City Attorney draw up a resolutionLin cooperation with~the City Council. This resolution w~ll concern the adoption of a Human Relation Commission and will be read at the regular council meeting, August 26, 1968,'and will be publicized so everyone will be aware of this action, with a copy in the Sun NewsPaper before August 26th.
