~iGHTS:
1. That an application [be made to the Housing and Urban Development
Department for a grant in the amount authorized by Title Vii of the
Housing Act of 1961, as amended, which amount is presently estimated
to be $3,730, and that applicant will pay the balance of the cost from
other funds available 'to it.
2. That the Mayor and the Administrative Assistant are hereby aufhu~ized
and directed to execute and file such application with the Housing and
Home Finance Agency, to provide additional information and to furnish
such documents as may be required by said Agency, to execute such contra~
contracts as are required by said Agency, and to act as the authorize~
correspondents of the Applicant.
3.- That the proposed acquJ, sition is in accordance with plans for the alloca.
tion of land for open-space uses, and that, should said grant be made,
the Applicant will acquire,and retain said land' for the uses designated
in said application and approved by the Housing' and Home Finance Agency.
4. That the United States of America and the SECRETARY OF HOUSING AIND URBA~
DEVELOP~W~E~NT be, and they hereby are., assured of full compliance by the
Applicant with rDgulations of the Housing and Home Finance Agency
effectuating Title Vi of the Civil Rights A~t of 1964.

~. Levitt, Jr. of the Kassler Co. was present to contest 'the 1968 value
or'the Kassler Company property, o~ which~the store is located and the
parking lots to the rear of the store building and to the North of 41st
Avenue. -He feels that a'valuation of $191,000 on Real Estate is excess-
ive in view of the fact the propertY has been listed with the Calhoun
Realty C~. for a sale price of ~170,000, including fixtures, and no
counter offer has been received. He showed an ad in the Minneapolis
paper of 1/14/~8, substantiating this.
After much dlscnssion, a~M0tion was made by Jeska and seconde~ by Logacz,
to accept the figures of the City Assessor, with no change. Roi1 Call -

Hearing held on watermain for Arthur Street between 43rd & 44th Avenues.
A petition was received against this water mail] installation and seVeral.
residents were present at the meeting. %~e residents on this' street
are tapped onto the large Minneapolis feeder main in this street and have
never paid for a watermain assessment. This new watermain installation
was contemplated as a part of the overall city watermain improvement pro-
gram. It was agreed that this watermain improvement could be taken care
of by another route.
'Motion by King seconded by Jeska, that the request for watermain on Arthur
Street between 43rd and 44th as a project, be denied. Roll Call-All Ayes.
Hea~ing held On Curb & Gutter on Arthur Street between 43rd and 44th.
This is a State Aid Street and the curb and gutter will have to be paid
for by the land owners. The people present at this meeting did not
object to ~his oroject. ~

to proceed with this project. Roll Call - All Ayes.
Hearing hel~ on alley opening, drainage and paving between Polk and Taylor
from 45th to 46th. Several residents from this l)lock were present, both
for and against this project. An estimated cost was given of $2.50 per
front foot for installation of drain and $3.50 for concrete paving.
.The grade' is such that-it would be a difficult alley to install. On,a vote
taken from the people present, 'the following resultedk For comple-[e project'
4; For installation of.th drain only -~'6; and those wanting nothing done - 2,
Petitions were.received both for and against this project.
Motion by King seconded by Land, that the City Manager be authorized to

McKinley St.,,with the possible discontinued section for~a walkway, just
east of Cleueland, and making 39th Avenue a dead end from the east.

Motion by Land seconded by King, that:the City Manager he'authorized
proceed with street surfacing on 39th A~enue, between Hart Blvd. & McKinley,
with the 'closed off area just east of Cteveland~for a walkway. Roll~

Hearing held on Watermain ~o serve McKinley St. between 37th Place and
39th Avenue, East of McKinley. The.estimated cost was discussed for
property not already served by watermains, but could not be determined
at this time.

item 5 (d)~2,3 & 4, be continued to a special meeting hereby called for

Hearing for Sanitary sewer to serve the proposed development between
37'th and 39th Avenues, from Hart Blvd. to Stinson ~lvd. discussed.
Motion by Land seconded by Jeska, that this hearing be tabled to a
special meeting set for Monday, July 29th at 7 p.m. Roll Call - All

Recess called for at 10:40.p.m. Meeting called to order at 10:50 p.m.
Residents were present who were not on the agenda, but wanted to be heard
on their complaint about receiving tags from the Police Department for
parking on boulevards and in streets overnight. ~ne, re is an ordinance
prohibiting parking on boulevards or in.front ~rds, or over six hours
on the street. Some of those present stated they would take up a pet-
ition with enough names thereon to try to change these parking rules.
Second reading Ordinance No.678, Rezo~n~ 5220 Central Avenue from R-C to
C-2. Offered by King seconded by Jeska. Roll Call - All Ayes.
Resolution offered by Logacz seconded by Jeska, BE IT HEREBY RESOLVED,
by the City Council of the City of Columbia Heights, that b~. Clayton R.
Berg, be granted a leave of absence for a period of two (2) years, com-
mencing August 19, 1968. Said leave of absence to be granted.for his
time of military service, it being understood that Mr. Berg will return
to his present position of employment with the City Engineering Depart-
ment within two weeks of his date of discharge from the service.
BE IT FURTHER RESOLVED, that Seniority accrued due to length of employ-
ment with the City be continued during his military service as though
this time were spent in City employment, not including holidays,vacation
or sick leave accumulation for said term of military service. Roll Call -

Second reading Ordinance No.672, Rezoning part of Outlot 1,Block 8,
Mathaire from "P" to 'R-l". Offered by Jeska seconded by King.

Subdivision request from Leo Buckley, 4025 Main St.N.E. to divide his
two 40-foot lots into a 45' and 35' lot, as his present house if built
too close to the line. Since the last meeting ~. Buckley has brought
in a petition signed by four of his adjacent neighbors approving this
subdivision. At this meeting another petition was presented by his
neighbors signed by six people opposing this subdivision, and the name
of Louis A. Roy, 4013 Main St. was on both petitions.
Motion by Jeska seconded by King, that this subdivision request be denied.

Subdivision request from Mathaire Corp. to divide ~utlot 1, Block 8,
Mathsire. Motion by Jeska seconded by Logacz, that this request
be granted with the understanding that the Special assessments due at
this time, be placed against the ~uilding site. ~11 Call - All Ayes.
Request for permission to hold a street dance and party on August 3rd
from 8:30 p.m. to Midnight, on the South end of Innsbruck Pkwy. West.
Motion by Jeska seconded by Logacz, that this request be granted.

A letter was received from Dan DeMars, an employe of the Park Department
requesting a three month extension of employment after his date for re-
tirement is reached, in order to complete thirty years employment.
Motion by Jeska seconded by Land, that this request be granted. Roll
Call - All Ayes.
Motion by Jeska seconded by Logacz, that a special council meeting be
held August 13th, at 8 p.m., and that the City Manager be authorized
to advertise a hearing to be held on this date, for seal coating various
streets as per list attached. Roll Call - All Ayes.

of California Street.
~4otion by King seconded by Jeska, that this matter be tabled until
Monday, July 29, 1968. Roll Call - All Ayes.
The City Attorney reported the sewage contract with Minneapolis would
be ready by Friday, July 26., 1968.

list attached, be granted upon payment of the. proper fees. Roll Call -

Meeting called to order at 7:05 p.m. Roll Call: Land, Jeska,
Logacz, Nawrocki- Present. '. King - absent.
Hearings as continued from July 22, 1968:
(a) Watermains - McKinley Street, 37th Place to 39th Avenue, East from
McKinley; 39'th A~enue, McKinley to Sti~son Blvd. and
39th Avenue, Cleveland to McKinley Streqt.
A drawing was made on the blackboard showing the routm of 'this
watermain and an explanation was made as to how the assessment
would be made. The estimated cost will be approximately 86.00
per assessable front foot. This installation would also improve
the water supply for the older area.
Motion by Jeska seconded by Logacz, that this watermain construction
be approved as presented, and the City Manager be authorized to proceed
with installation. Roll Call,- All Ayes.
~e benefits to be derived by 'these watermain installations are not
only for the service, but also would improve the fire protection
available for this area.
(b) Sanitary Sewer: McKinley Street, 37th Place to 39th Avenue
(West of McKinley)
39th A~enue East of Cleveland and McKinley Street North of 39tlh
A~enue (West).
The estimated cost of this sewer installation was $4.00 per assess-
able front foot. The route Of this sewer installation was also
shown and an explaination made as to how the assessment would be
made.
