Mr. McC~ine, Chairman of the Senior Citizen Housing, Program Committee,
was present at the meeting and reported on their meeting With Mr. Allan
E. Anderson, Direckar, .State Planning Agency. Of the-~19 people who
· ~eplied to the survey that was made, i~ was found that 35 were in the
low income bracket and 84 in the medium incom~ bracket, and would qual-
ify for the F.-H.A', non-profit program.. The City wo~ld have to pass. an
ordinance setting up a Housing ~*uthority for low income, Senior Citizen'
Housing, in order to secure-funds from-the~ Government. A. meeting was
tentatively set up for-7 p.m. on Monday, July 15th, .if Mr. Anderspn was
able to attend. Mr. Anderson was contacted on Tuesday and.the meeting
is scheduled for 6:30 p.m. Thursday, July llth, as he was unable to
attend on the 15th.

Motion by Land seconded by Jeska, that the Bid be awarded~to Northeast
Auto Body, 3818 Central Ave. N.E. as per bid tabulation attached. Roll
Call - All Ayes.
A Hearing was held~on Abatement of nuisance at Sullivan.Lake~ .M~.~ ~loVer
was not present at this~meeting, or anyone representing him. Several
residents adjacent to this area were present who are very. anxious to
have this area cleaned up.
Motion by King seconded by Jeska, that the City Manager be authorized
to prOceed~with the project.of cleaning up Sullivan Lake, to be com-
pleted in two weeks. Roll Call - All Ayes. ~

~he City Council of the City of Columbia~ ~eights, ..WHEREAS~ ~he~City
Council of the City of Columbia Heights by Motion on the 24th day of June,
1968, ordered notice of a hearing to ~e given to property owners, and~
WHEREA~, pursuant to a notice of hearing certain residents ~ppe~r~d~at
a Council meeting on the 8th~day of JMly, 1968, and
WP~RE~,,the Council determines to proceed with this local ~mprov~m~nt,
a portion of the cost being defrayed ~y special assessments under State
~Law provision. NOW, THEREFORE, IT IS P~REBY RE~OLVED:
1. That.the Location and extent of such improvement is as follows:
To abate the~nuisance by cleaning out S~lllvan'Lake.
~2. That-the materials to be used are as follows: Su&h'mat~rials that
might be necessary.
3. ~hat a careful estimate of the cost of the improvement hgs been
made'and the several lots and parcels of land fronting upon and adjacent
~o such proposed~improvement~ which he deemed benefited-thereby, were
properly notified of said hearings, and ' ~
4. That the City ~anager shall also list the~names and~owners of the
~everal parcels so improved as nearly as can be ascertained,
5. These improvements shall also be known as Project No.6~9.

A re-hearing was held on 41~ Avenue opening and utilities. Several resi-
dents were prese~ and this project was discussed.
Motion by Land seconded by Logacz, that this project be cancelled at this
time and no further work be done on 41½ Avenue opening, etc., without a
new petition favoring this project presented. Roll Call: Land, Jeska,
Logacz, Nawrocki - ~yes. King - Naye.
Motion by Jeska seconded by King that the second reading of Ordinance
~672, be tabled until the next meeting. Roll Call - All Ayes.
Second reading Ordinance No.677, Rezoning from R-2 to R-3, the property
south of 39th Avenue and east of Hart Lake in Block 2,W.S.A. 2nd Addn.
The location of driveways for the apartment complex were discussed with
the people living in this area and also the builders, as this second
reading served as a public hearing. Offered by King seconded by Jeska.

First reading of Ordinance No.678, Rezoning 5220 Central Ave. from R-C
General Multiple and Limited Commercial to C-2 General Commercial,
Motion by Jeska seconded by Logacz, that check ~002426 in the amount of
$20,077.99, issued to Hennepin Blacktopping Co. Inc. be cancelled.

No action on subdivision~request from Mathaire Corp.on Outlot 1,Block 8,
Request for Subdivision from Leo Buckley, 4025 Main St. to divide Lots 20
and 21. Motion by King seconded by Land, that this request be tabled
until the next regular meeting in order to obtain the signatures of his
neighbors on either side of his property. ROll Call - All Ayes.
A letter was received from the Stanton Company, Inc., requesting water
service for 3740 California St.N.E. The City Engineer requests a hearing
be held. Motion by King seconded by ~eska, that the City Manager be
authorized to advertise a hearing to be held on August 12, 1968, for
watermain on Californis St. between 37th and 38th Avenues. ROi1 Call-All

Mr. Wm. Potter, 1701 Innsbruck Parkway requests a 7 foot front yard waiver
so that he might add a garage in f~ont of his existing attached garage,
and to convert that area into a family room.
MOtion by Jeska seconded by Logacz, that this waiver request be granted
which would allow the garage to be 18 feet from the front property line
as recommended by the Planning & ~oning Commission. ROll Call - Ail Ayes.
Motion by Jeska, that the Police Department be instructed to encorfe the
laws on parking on boulevards and front yards, as recommended by the
Planning & Zoning Commission. This,motion lost for the lack of a second.
A P~tition was received from residents on the east side of University Ave.
between 42nd and 44th Avenues, requesting the Highway Department to install
fencing along the west side of Highway ~47.
Motion by King seconded by Land, that this petition be turned over to the
City Manager and he should contact the State Highway Department regarding
this request. ROll Call - All Ayes.
A letter was received from the C.H. Athletic Boosters Club, asking for
approval to use their Beer license for the sale of beer in Huset Park
on July 26, 27 and 28, during a Softball Tournament.
Motion by Jeska seconded by Logacz, that this request be granted.

rest of the season.
The sidewalk replacement program for 1968 was discussed and it was ac
that each-counCilman would take certain streets to check on- sidewalks.
The Notice to political subdivision of application fo-r the recognition
a local community action agency under section 210(a) of the economic
opportunity act was discussed and the following resolution presented:

.as the operational arm of the~Anoka C~unt~ Council of Economic Opportunity,
Inc., desig~i~g~and implementing programs purposed to eliminate poverty
in the midst of plenty by opening to everyone the opportunity for educa~
tion ahd training, the opportunity to work, and the opportunity to live
in decency and dignity, and ~ ·
WHEREAS: Many residents of the~City of Columbia~Heights have been and
are, successfully involved in Programs such as Head Start, Family Counsel-
~ng,~ Job~Counseling and Placement, 0pwa~d Boqnd 'and the Neighborhood
YouthCorps, administered by said ~ommunity Action Agency, and
WHEREAS: The Anoka County Board of Commissioners, empowered by the' 1967
Amendments.to the Social' Security Act to designate the present agency,
themselves,.or another'agency to administer the programs h~nc~fOr%h, has
evaluated current and pa~t programs and elected to request the present
agency to continue to serve in this capacity, now therefore be it~
RESOLVED: that~ the .City of Cglumbia Heights exercise its option, embodied in
~n the 1967 ~Green Amendment~ to the Social Security Act, to~'continUe to
cooperate with, and to be served by, the Anoka County Commu~it~ Action
Agency.. Roll Call , All Ayes.
.The City Engineer~epo~ted the engineering department is checking to see
what ~tilities have to be replaced in ~0th Avenue before reconstruction
begins next year. ~
~The Mayor rDported A1 Kordiak, County Commissioner had reported to him
that the Board had approved payment of $15b0.00 for Silver Lake Beach.
Motion by King seconded by Logacz, that Dale Jeska be 'appointed tOserve
as delegate to the Anoka County Association of Municipalities and that
Bruce be appointed as alternate d~iegate. Roll Call - All Ayes.
The City Council did no~ approve of the method recommended for payment
of a new Backhoe, so the advertisement for bid was cancelled until a
source of money acceptable to the council was found.
Motion by Jeska seconded by King, th~ the license applications as per
list attached be approved with the exception of Gaylord Johnson to 6per-
ate a Popcorn Wagon at various events. Roll Call - All Ayes.
Motion by Jeska seconded by Land, that~the license for Popcorn Wagon by
Gaylord Johnson, be denied, and a letter be written to him stating the
.reaso~ is that the Park and Rec~eati6n Departments will be operating
the cQn~essions' at ball games and the swimming beach property.. Roll

John Murzyn requests that he be ail~wed to extend the rental'for one
more week on the~Self-loading Scraper, for work at Memorial Park.
