Roll Call - Bids on Towing Service for 1968 were received from the followi-ng: Heights Shell Co., 3701 Central Ave., & Northeast Body Shop, 3918 Central Ave. N.E. Motion by King seconded ]by Land, 'Ehat these bids be turned over-to the City Manager-for tabulation and report back at the next council meeting. Roll Call- All Ayes. Bid on Ventilating equipment for the City Shop was received from Frank's Heating and Sheet Metal Co. Total bid for equipment furnished and installed $1,325.00. Motion by King"seconded by Land, that this bid be turned over to tlhe City Manager for tabulation and report back later at this meeting. Roll Call - Ail Ayes. 51. An Ordinance establishing a Human Rights Commission in the' City of Columbia Heights was presented and discussed. This Commission will be advisory to the Council and serve as a link between the State and the City. ~Mrs. Betty Howard from the State Office was present and answered questions and also reported there would be a Panel discussion meeting next Saturday in St. Paul at the Science and Art Center. Several persons were present who spoke in favor of passing this proposed ordinance. Motion by Jeska seconded by Logacz, that a special meeting be set for Monday, July 29, 1968, at 8 p.m. to consider an ordinaDce for the establish- ment of a Human Rights Commission for Columbia Heights. ~11 Call-All Ayes. First reading Ordinance No.677, Rezoning Part of Lots' 5,6 & 7, presently zoned R-2, and Lots 18,19,20 & 21; that part of Lot 27 lying South of 39th Avenue and easterly of Hart Blvd., and also that. part of Lot 4 lying ~outherly of 39th Avenue, all in Block 2, Walton's S.A. 2nd Addn., be re- zoned from R-2 General Residential, to R-3 ~ultiple Dwelling. Roll Call - All Ayes. Second reading of Ordinance No.672 tabled to next council meeting. Second reading Ordinance No.674, Amending 0rd.~462, adding Section 8.8H, to require garages on all dwelling units. Oppositionto this ordinance was made.by residents at the meeting. Resolution offered by Jeska seconded by Logacz, BE IT HEREBY RESOLVED, by the City Council of the City of Columbia Heights, that the following salary adjustments be made, effective January 1, 1968, for employees not covered by_ salary resolutions dated December 28, 1967 and April 22,1968: 1. 23 cents per hour increase across the board over the 1967 scale,making a base rate of $3.59 per hour for men in the sewer and water mainten- ance classification, and $3.89 per hour for heavy equipment operators and acting plumbing inspector (these scales do not include the city share of hospitalization). 2. An additional 5 cents per hour shall be paid to the men in the sewer water maintenance classification from May 1, to October 31,1968. 3. By administrative directive commencing July 1, 1968, employees will be allowed fineral leave of up to three days (3) for the death in the immediate family (spouse,mother, father or children). Funeral leave for in-laws shall be granted up to three (3) days, deductable from sick leave or vacation as the employee may choose. The foregoing agreement is in accordance with the nefotiations and recommendations set forth by the State Labor Conciliator and accepted by the business agent of Local 664. Roll Call - Ail Ayes. Resolution offered by King seconded by Jeska, WHEREAS, the City of Columbia Heights has obtained the Com~,issioner's approval of the plans for the following Municipal State-Aid Street Project: S.A.P. No.13-113-01 located in the City of Columbia Heights, Anoka County, consisting of the West one-half of Stinson Blvd. from 37th Avenue N.E. to Silver Lane. AND~, WHEREA~, Said City is ~repared to proceed with the construction of said project by providing local funds to supplement the available funds.in its Municipal State-Aid Street Account. ? ~ WHEREAS, REPAYMENT Of the funds so advanCed by the municipality is desired in accordance wi~h.the provisions.of. Minnesota Statutes 162.'14 Subdiv. 6. NOW,'THEREFORE, BE IT RESOLVED:. That the Commissioner of'Highways be and is-hereby requested.to approve.this basis for financing said construction project and to authorize repayments from the subsequent accruals-~to the Construction Account of Municipal State-Aid Street Fund for. said'.~City of Columbia Heights, within the limitations provided, by law and at the times and in the amounts as herein indicated. Every reasonable effort shall be made to acquire the real property .:. by negotiated purchase before instituting eminent domain proceedings. 2. No owner shall be-required to surrender possession of real property until the City pays~ or causes-to be paid, to the owner: , (a) The agreed purchase price arrived at by-negotiations,'or (b~ In cases where the amount of payment~ to the owner is the only ~- item in dispute, not less than 75 percent of the appraised fair value as approved by the City C6uncil. 3. Plans were presented and discussed. MotiOn by Jeska.seconded by King, that we approve the site plan as pre- sented and parking~waiver for 17 spaces, at 2201 37th Avenue, with the requirement that a cross parking easement also be provided between ~the Theatre and the Shopping Center site. Roll Call.- All Ayes. Petition received for alley opening and paving between Po!]~ and Taylor Streets from 45th to 46th, as there are drainage and Parking problems in this areal 53. City Manager be authorized to advertise a hearing to be held July 22, 1968, on alley opening, paving 'and including drainage, called by the council on petition received from residents~in the area. Roll Call - All Ayes. The City Attorney reported he had received no answer to the letter sent John H. Glover, regarding the petition requesting cleanup of Sullivan Lake, resulting in the passage of the following Resolution: Resolution offered by Jeska seconded by Logacz, WHEREAS, on June 10,1968, a Petition was presented by residents in and about the area of Sullivan Lake in the City of Columbia Heights, a copy of which is attached hereto, protesting debris located in Sullivan Lake, and WHEREAS, The City Council of the City. of Columbia Heights has requested the Building Inspector to make an inspection of the same and report to the City Council, and WHEREAS, The City Council has made an inspection of the area dnd had a reporteto itby the Building Inspector of the City of Columbia Heights,and WHEREAS, there are numerous tree branches,,old Christmas trees, hot water heaters, rafts, tires and other debris and vermin producing materials,and WHEREAS, the Area is herein declared to be a public nuisance affecting the safety, health and welfare of a great number of people. NOW, THEREFORE, Be It Hereby Resolved by the City Council of the City of Columbia Heights pursuant to M.S.A. 429.021 the City Manager of the City of Columbia Heights is hereby ordered to prepare plans and issue a Notice of Hearing on the improvement of abating the nuisance at Sullivan Lake pursuant It0 M.S.A. 429.021. , Roll Call - All Ayes. Motion by Jeska seconded by King, that the City Manager be authorized to advertise a hearing to be held July 8, 1968, for abatement of a nuis- ance at Sullivan Lake, and that notices be sent to the affected property owners. Roll Call - All Ayes. Request fort land exchange from Carl'Sorenson, to exchange Lot 9 for Lot 12, 'both in Block 2, Walton's 1st Addition. Motion by Land seconded by Jeska, that the City Manager be authorized to negotiate with Mr. Sorenson for the exchange of lots adjacent to Ostrander Park. Roll Call - All Ayes. consideration of the purchase of a Tractor Loader-Backhoe for the Sewer and Water Department, as our present machine is in need of extensive re- pairs. Motion by King seconded by Jeska, that the City Manager be a~thorized to advertise for bids on a Tractor Loader-Backhoe, to be opened July 22, 1968. Letter received from E.J. Lundheim, County Engineer, regarding re-construc- tion of 40th Avenue between University and Central Avenues, in 1969, and their inquiry as to necessary utility replacements. The City Engineer will have a report made as to the work that will be needed to be done. Several residents who own property adjacent to the proposed 41½ Avenue, which has been approved, were present at this meeting and reported they were against this project and asked that another hearing be held so they could discuss this further. Motion by Land seconded by Jeska, that the City Manager be authorized to advertise a1 re-hearing on opening and utility installations for 41½ Avenue, to be held July 8, 1968. Motion by King seconded by Land~ that Frank's Heating & Sheet Metal Co. be awarded, the bid on Ventilating EqUipment and~installation, on the basis of low bid in the amount of $1,325.00. R611 Call - All Ayes. Mr. John Klune, 1925 Innsbruck Parkway, had asked to be On the agenda to discuss the over-flow from.Highland Lake into~ a~seco~dary pofld behind his home. However,he ~w~as not present, therefore no action. The City Engineer asked that hearings be held on various projects which are needed in the southeastern sectzon of the City.
