Meeting called to order at 8:05 p.m. ~ Roll Call: Land, King, Jeska, Logac$, Nawrocki - present.~ Motion by Jeska seconded by Logacz, that the minutes of the' last council meeting be.approved as presented in writing and the r~ading' be dispensed with. Motion by King seconded by Jeska, that these bids be turned over to the City Manager for tabulation and report back at the next regular council meeting. Roll Call - All Ayes. Hearing held on alley platting and paving between Fillmore & Pierce Streets, from 46th to 47th. Land would have to be acquired from each side in order to plat this alley, and the estimated cost of this land acquisition was given as 20¢ per square foot. Two feet would be taken from the Pierce St. side and 12 feet from the Fillmore side, and the cost assessed equally against each side. The estimated cost of concrete paving was given as 60¢ per square foot. Motion by King seconded by Jeska, that the City Manager be authorized to acquire the necessary properties for this alley platting and proceed with the concrete paving. Roll Call -All Ayes. Second reading Ordinance No.671, Rezoning the Westerly 138 feet of Lot 7,~Block 2, Re-arrangement of Block C, to R-4 General Multiple Dwelling. A hearing was held on this rezoning and open for discussion. Mr. Moneta presented a plan of the building which he would like to put on this land and he would have garages and parking spaces for about 46 cars. Several property ownees from this area were present who are against this rezoning and apartment building. The property owners within 300 feet who had signed the petitions,were slightly more than half in favor of the rezoning, insofar as land area owned is concerned. Ordinance No.671 offered by Logacz, seconded by jeska. Roll Call:~gA~¥. Land, Jeska - Ayes. King and Nawrocki - Nayes. Before an apartment building can be built on this property, the Planning and ~oning Commission would have to approve the building, and the people in the area should be notified. Second reading of Ordinance No.672 was tabled in order to further discuss the easement width. Ordinance No.673 was discussed but no action taken at this time. Recess called at 9:35 p.m. M~eting called to order at 9:45 p.m. Second reading Ordinance No.673, Establishing C-3 and C-3-S Districts in which restaurants would be permitted? Offered by Kibg seconded by Logacz. Roll Call - Ail Ayes. Resolution offered by King seconded by Land, Being anResolution authorizing the Platting and concrete paving of alley between Fillmore and Pierce Streets, from 46th to 47th Avenue. Roll Call - Ail Ayes. A report was made on the preference survey for platting 41½ Avenue East of Central Avenue, showing there were slightly over half of the land owners that were for this project. A letter will be sent to all property owners concerned, informing them the project will continue, and also that the signatures on the petitions are a matter of public record. The Fire Chief requests authorization for five~members of the C.H. Fire~ Department tO..attend the Minnes6ta State Firemen ~ssociation .Conference at Grand Rapids, on June 9,10,11,12, 1968, with expenses paid. ~.- Motion by King seconded by Land, that this request be granted..-Roll Call Ail Ayes. No action taken on Subdivision request from Mathaire Corp..~to divide Outlot 1, Block 8, Mathaire. Mr. Larson, City Assessor, reported at this time on. his work' in conducting ~a review of p~perty values~and ~he purpose of this progra~ ?He indi- cated that adjustments-have been made,both raising,.~nd lo%~ng valuesl especially in the are~ of older homes. The Sewer contract with the~Metropolitan Disposal District was discussed, but no action taken. Ma~ 20th and 21st, volume measurements were .made around the clock at all locations where sewage enters the system~from Columbia Heights. Resolution offered by Jeska seconded by King, For the Agreeme~t for Street improvement with the Village of~St. Anthony. WHEREAS: The Village of St. Anthony. and the City of Columbia, Heights,~ border upon Stinson Boulevard, and WHEREAS: Stinson Boulevard must undergo repairs, and WHEREAS: It is in the public interest to enter into a joint co.operative agreement with 'the Village of St. Anthony, a copy o~.the .agree- ment is attached hereto and marked as "Exhibit BE IT~HEREBY RESOLVED, By the City Council of the City or.COlumbia Heights: 1. That the City herein approves of the Agreement attached to lthis Resolution. 2.. Authorizes the Mayor and City Manager to execute the same in ~he name of~ the City of Columbia Heights. 3. This contract is contingent Upon the City of Columbia Heights entering into a Loan Agreement with Apache Realty Fund. Roll Call - All Ayes. Resolution offered by King seconded by Logacz, Authorizing a COntract with Apache Realty Fund, a limited partnership, and authorizing the Mayor~and City Manager to execute the Contract. WHEREAS, The City of Columbia Heights and the Village of St. Anthony~ have agreed to enter into a cooperative contract.for the con- struction of Stinson Boulevard, and WHEREAS, The Apache Realty Fund has ~greed to loan the City of Col~mbia Heights, the sum of $33~577.52 pursuant to the attached L0an A~reement. BE IT ~EREBY RESOLVED¥~-by'the City Council of the City~°f colUmb~a'Heights: 1. .That the City Council~herein approve the attached. Loan Agreement, which is made a part of this Resolution and referred to..herein as Loan A~reement. 2. That the Mayor and City Manager are hereby authorized to ~xecute ~he Loan A~reement and to bind the City thereby. 3. That the Mayor and City Manager are hereby authorized to execute the Note attached hereto and marked.as "Exhibit 4. That the appropriate City Officials supply to Apache Realty Fund in proper form all documents needed to ~omply with Section 3, "Conditions Precedent", of the Loan A~reement. Roil Call~AllAyes. 45. Motion by King seconded by Jeska, tha~ expenses be allowed for ten people to attend the League of Minnesota Municipalities Convention, to be held in Minneapolis, June 12, ~3, 14, 1968. ,Roll Call - All Ayes. The Park Department requests permission to purchase a Helical Slide for $685.00, ,plus freight. Motion by King seconded by Land, that this request be granted. Roll Call - All Ayes. The Park Department requests permission to spend up to $1,000.00 for a scraper to be used at M~-morial Park for earth moving. Motion by King seconded by Land, that this request be granted. Roll Call - All Ayes. Mr. John Meneta was present at this time to discuss parking problems at his apartment building at 4200 3rd Street~ where his tenants are parking illegally. He was told to place tire blocks to control the parking next to the road going into the City Park. Motion by King seconded by Land, that the City Manager be authorized to advgrtise for bids on a Ventilating System in the City Shop, to be opened June 24, 1968. Roll Call - All Ayes. The Mayor presented the following Proclamation: WHEREAS, The Rt. Reverend Monsignor Joseph F. La~inski, is celebrating the Fortieth Anniversary of his ordination to the Holy Priesthood, on June 2nd, 1968, and WHEREAS, he has spent thirty of those years of Christian Service in un- tiring and devoted service as Pastor of Immaculate Conception · . Parish, Columbia Heights, Minnesota, and WHEREAS, he ~as contributed to the instruction in christian living to a large part.of our population, and ~EKEAS, he has kept an open door policy toward all civic organizations and municipal officials, to assist in community projects with his advice and reco~,endations.
