Mayor Nawrocki made a presentation of appreciation certificates to Mrs.
Frank Clayton and Mrs. Joseph Studenberg, in behalf of their husbands
who had served on the Planning & Zoning Commission and Library Board
respectivelyJ Both of, these men have been transferred.out of state.'
Bids on Landscaping at Mathaire and~McKenna Parks~were received from

Motion by Jeska s~conded by King, that this.truck bid from It~n Chev. Co.
be returned unopened and'that we re-advertise for'bids on this same truck,
to be opened at the next regular council meeting, May-27, 1968. Roll

A report was made on the bid opening at St. Anthony Village at'Noon,~ay
13th, on p~vi~g of Stinson Blvd. and 37th Place. Four'bids Were received
ahd the low lump Sum bid of. $224,210.80, wSs from Palda & Sons,Inc..
DuWayne Olson from Comstock & Davis was present atour meeting and pre-
· sented a'breakdown of the unit.prices, and giving a total of $49,500.10
as Columbia Heights shar~ of the Bid. ~ ''
Motion by'King seconded by' Jeska, that we concur with the award to the
low bidder, subject to the consummation of the necessary agreements with
S~.Anthony Village, and that the Mayor and City Manager be authorized to
enter into the contract. Roi1 Call - All Ayes.
~t this time 'a report was received on the tabulation of bids on'landscaping
a% McKenna and Mathaire Parks, which were received earlier in the meeting.
Motion by King seconded by Logacz,-that Minnesota Tree;Inc. be awarded
the bid on landscDping, in the.amount of $2.995.00 and that the Mayor
and City Manager be authorized to enter into a contract for sameJ

COnsideration of bid on City owned'property in Block~89; on 37th Avenue,
received April 22nd.
Motion by Land seconded by King, that this bid be'rejected on the basis
of being below the'appraisal on this land. Roi1 Call - All Ayes.
First reading of Ordinance No.671,'Rezoning 233 42nd Avenue from' R-2
General kesidenti%I, to" R-4 General Multiple.
First reading of Ordinance No.672, The Northerly 130 feet of the Easterly
115.6 feet of Outlot 1, Lying east of Lot 1, Block 8, Mathaire, be rezoned.

Westerly 50 feet of the Northerly 130 feet, be designated as a drainage
easement to the ~ance of the Outlot 1, Block 8, Mathaire.
Request for front yard waiver at 3817 Central Avenue, for porch add/tion.
Motion by King seconded by Jeska, that this request for waiver of 2 feet,
be granted. Roll Call - All Ayes.
Request from Shopper's City for waiver,from Fence ordinance.
Motion by Land seconded by King, that a waiver be granted to install a
solid 8-foot high Rustic wood stockade vertic&~ fence along south property
line between the front and rear drives along 43rd Avenue, beside the
Shopper's City building, with the requirement that the construction be
bolted. Roll Call -Ail Ayes.
Motion by Jeska seconded by Logacz, that the City grant authorization to
Shopper's City to install and maintain decorated slats in the present
fence on the east side of Jackson Pond, and that they be required to
pay the $900.00 which is their share of the oral /a%et~l~-l~:n of

Motion by Jeska seconded by King, that authorization be granted to cancel
Check 9005259 in the amount of $3.00, issued to the City of Minneapolis
and returned to us in 1967. Roll Call - Ail Ayes.
A new sanitary sewer contract with the Metro District was discussed and
will be based-on actual volumes when the metering stations are installed,
but for now we will have to work from estimates. The council~asked that
checks be made for further information, and to get copies of the old and
new contracts.
Motion by King seconded by Land, that the City Manager be authorized to
advertise for bids on Equipment Rental for 1968, to be received May
27, 1968~ Roll Call - Ail Ayes.
Sidewalk renewals were discussed and a list will be made up on contem-
plated replacements, between Washington and 4th Streets, from 40th to 45th
Avenues, and on 2nd Street from 40th to 43rd.
Subdivision request from Donald G. Murphy, 4554 6th St. to divide S~ of
· E½ of Lot 1 and N½ of E% of Lot 2, Block 1, Oak Park Addn., into the South
43.5 feet of this property.
Motion by King seconded by Land, that this subdivision request be granted
as requested, with the SpecilaAssessments to be divided according to
benefited property ($777.84). Roll Call -Ail Ayes.
Subdivision request from Mathaire Corp. to divide Outlot 1, Block 8,
Mathai~e, subject to utility easement to the City of Columbia Heights.
This was tabled until the re-zoning of this property is completed.
Subdivision request from Donald Welch, 2348 45th Avenue, to divide Lot 1,
(Ex. SS0'), Block 1, Walton's Sunny Acres, into the N.69' of S.149") (Ex.

Motion by King seconded by Jeska, that this request be granted with the
Special Assessments to be split according to the benefited frontage.

Subdivision received from Virgil H. Hill, Trustee, to divide:Lots 26,27,
28,29,30,31 and W. 92' of Lot 32,Block 2, Res.Hills (Ex.S.150~' of E.47'
of W. 92' of Lot '32) into Lots 26,27,28 & N. 13' of Lo~ 29 for Gold Eagle
Wash, and the rest_for Bonanza Steak Bidg. and Lil.General Store.
Motion by ~King seconded by Jeska, that this lot subdivision request
from the County Assessors office, be approved 9s requested and~the Special

Motion by King seconded by Jeska, that the City Council concur with the
Mayor's appointment of Gerral Her~inger to the Police and Fire Civil
Service Commission, for a period of three years, Roll Call - All Ayes.
Motion by Jeska seconded by Logacz, that Burton Klietz be. re-appointed
to the Recreation Commission~for a period of three years. Roll Call -

A letter was received from WilliamEdes, 6132 Nicollet Avenue, advising
of his interest in purchasing Lots 6 through 18 and Lots 42 through 50,
Block 88, C~H. Annex, to be used for multiple dwelling complex.
The City Manager was asked to write him acknowledging'receipt' of
his letter and that we would notify him when this property is~up fo~
bids.
Mrs. Ann Galuski appeared before the Council and questioned the validity
of. Petition. requesting the opening of.41½ Avenue, 9n which a h~aring was-
held April 8, 1968, and approved for platting, street opening 9nd utilities.
Mr. Brown met with her in the engineers office and explained what had
taken place. , ~

The City. Attorney presented Ordinance No.673, which establishes that all
restaurants and restaurant type operations are solely permitted in C-3
and C-3-S Districts. This Ordinance had it s first reading at this time.
The City Attorney reported on a~tending hearings in St. Paul on Bus Rates,
this past week. Also a claim has been received from 1024 41st. Avenue
for damage to their property by the City of Columbia Heights ~niarging
the'41st Avenue Pond. He will check on this and make a reply.
Mrs.'Ann~Galuski, 1006 42ndAye. came back to the m~eting and the matter
of 41½ Avenue platting, opening and utilities was discussed ~gain.~
The Petition was turned.over to the C~ty Manager and he was a~ked~to~
smmd~ notices to all the property owners involved to check whether they
were in favor of this project or not.
Motion by Jeska seconded by Logacz, that the City~ Manager be requested to
contact the signers of the Petition for 41½ Avenue for verification of
their signatures. Roll Call - Ail Ayes.

Motion by King seconded by Jeska, that license applications as per list
attached, be approved upon payment of the proper fees. Roll Call - Ail Ayes.
Motion by King, seconded by Jeska, that the Special Use Permit and Used Car
Lot license applications of Bruce K. Norman, for 4042 Central Avenue, be
granted upon payment of the proper fees and subject to approval of the
Police Department. , Roi1 Call - Ail Ayes.
Motion by Logacz seconded by Jeska, that a Public Hearing be set for 7 p.m.
May 27, 1968, before the next regular council meeting, to hear opinions
regarding the Anoka County Airport site~ Roll Call - Ail Ayes.
The Senior Citizen Housing group have met and reported that more information
would have to be received regarding assets and monthly income of applicants.
The second contact will be made without indicating names or addresses of
the people, since the-survey will simply give us another gui~e line to
determine the proper type of housing.
The Mayor reported the City Council is invited to a meeting on May 22nd
at'Noon, when the Traffic Commission is. going to meet in Fridley, when
they will discuss an Express Bus type of operation.
Proclamation read by Mayor. Nawrocki proclaiming the annual sale of Buddy
Poppies by the Veterans of Foreigh wars , and urging our citizens to
participate.
Proclamation I, Bruce G. Nawrocki, Mayor of the City of Columbia Heights,
do'hereby concur with our National and State Leaders in the appropriate
comme~oration of MEMORIAL DAY, celebrated on the Thirtieth day of May, and
in-further support of this National Holiday, I do urge every citizen, school
church; organization, business establishment and Home within my official
jurisdiction, to display the Flag of our Country proudly and to participate
in-public-demonstrations and ceremonies sponsored by the Veteran's of
Foreign Wars of the United States, and others, on Memorial Day, May 30th,
Nineteen Hundred and Sixty-eight. d.
A letter has been received from the Chamber of Commerce asking the Council
to consider a proposed project in regard to the square on 41st and Central,
and to negotiate with the school board who own the property.
An informal meeting was set for Monday, May 20th at 9 p.m. to go over
the quarterly audit.
