Refining Co. -~ Motion by King seconded by Land, that these bids be turned over to the City Manager for tabulation and report back at a special ~eeting to be held April 29th, at 7 p.m. Roll Call - All Ayes. Bids on City owned property was received from Darlene M. Jonak, 3929 Johnson St.N.E. on the four lots on 37th Avenue, in Block 89, ~.H. Annex, for a total amount of $7,501.00. Motion by Land seconded by King, that this bid be turned over to the City Manager for tabulation and report back at the next regular meeting. Roll Call - All Ayes. Award of Bid on Heavy Duty Dump Truck. Motion by King seconded by Jeska, that this bid be awarded to Iten Chevro- let Co. in the amount of $5,383.00, ~which includes a $250.00 trade-in on a 1951 Chevrolet. Roll Call r Ail Ayes. Resolution offered by Logacz seconded by Land, BE IT HEREBY RESOLVED by the City Council of the city of Columbia Heights, that the following changes in salaries and fringe benefits as negotiated, be effective on · 'the dates as noted for the Municipal Liquor stores: 1. Waitresses to receive $2.10 per hour january 1 to June 30, 1968, and 82.12 per hour July 1 to December 31, 1968, with a $25.00 per year uniform allowance to be granted for 1968. Regular Bartenders to receive 83.17 per hour retroactiue to Jan. l,1968. Part-time Bartenders to receive 83.00 per hour retroactive to 1/1/68. ' Liquor Store Manager to receive $9,279.68 plus standard hospitalizatio~ allowance. Assistant Store Manager to r~ceiv~ $9,060.48 plus standard hospitalization allowance. 2. %1 and %3 off-Sale ~lerks to receive 82.63 per hour. %2 Off-Sale clerk to receive $2.58 per hour. McCline, Chairman of the Senior Citizen's Committee,' was present and presented a copy of the survey which had been ~ade, which contained the number of contacts ki~nkx~a~ and the number of interested people in this community. . The-council asked that the Committee invite.Mr. Binford and~Mr. Allen Anderso~ to meet with them.for further information and report back to the Council. ~. The request to advertise for sale the indust~ia! lots in BloCk 88,' C.H. Annex, will be tabled for the present time. Park Department requests authorization to spend 81,000 for.sand levelling at Silver Lake Beach. Motion by Jeska seconded'by Lo~acz,' that the City Manager be authorized to advertise~for bids on~Stihson Blvd. and 37th'Pl~ce Paving, said bids 33. to be opened on Monday noon, May 13, 1968, At St. Anthony Village, and that the City Manager and City Engineer shall be at the opening of the bids, and with the stipulation that these bids-will not be awarded until the contract for payment has been finalized. Motion by King seconded by Jeska, that request for division of East 55' of S.165' (Ex.S. 30' ) be granted, and that special assessments of $463.01 be divided according to benefited property. Roll Call,- All Ayes. subdivision request from BelMar Builders to divide Lot ll, Block 9,Hilltop into the N~ and S~. Motion by Land seconded by King, that this request be approved, with the Special assessments to be divided, in the amount of 81,224.30. Roll call- All Ayes. subdivision request from Estate of Mabel Quigley, to divide Lot 46,Block 3,Res. Hills. Division of W.4' of the S.150' of Lot 46, to John Wychor because of encroaching garage. Motion by Jeska seconded by King, that this subdivision request be granted with the back lot line midway between street center line, and the Special assessments divided acuording to footage. Roll Call - All Ayes. A letter has been received from Local ~664, submitting their modified request, which was not accepted by the Council. The City Manager was asked to write a letter to the Union with previous offer, in conjunction with settlements of other Union. City Manager reported that Ed. Knealing of the Street Department will be retir&ng wednesday, April 24th. The City Attorney reported on property acquisitions from Mr. Wolke and Mr. Batson. Mr. Wolke will not se~l for less than $4500.00 and Mr. Batson is asking $7,000.00. No action was taken regarding the Wolke property. Resolution offered by Jeska seconded'by Logacz, WHEREAS, The city Council 6f the Cit~ of Columbia Heights deems it necessary for the preservation of public peace, health, and safety, and WHEREAS, It is necessary for the purpose of constructing and maintaining a municipal park system, BE IT HEREBY RESOLVED, by the city Council of the City of Columbia Heights that the following parcel of land shall be condemned for the purpose of construct%ng and maintaining a municipal park system, to-wit: Lot 7, Block 2, Sheffield's subdivision, according to the duly recorded map or plat thereof on file and of record in the office of the Registe~ of Deeds in and for the County of Anoka, State of Minnesota. B~ll Call - All Ayes. The City Attorney reported he had checked'~with Bob Johnson, County Attorney on purchasing bituminous materials and that we can take advantage of bids received by the County. '-An ordinance for garages was discussed as to size etc. but no action taken. This matter was turned over to the Planning & Zoning Commission for their next meeting, 34. The City Engineer reported that A PropoSed meeting is scheduled for Saturday, April 27th, With people ~living between Pierce~ d '. an Fzllmore Streets, from'46th to 47th Avenues, regarding their private alleY. Also that a m~eting is scheduled'w~th the Highway D~partment, Hilltop Village, Fridley and Columbi~ ~eights, regarding the re-designing of Central ~venue. The Congress of'the United States/ and the President by official pro- cl~amation, have designated May 1 as Law Day USA., -a special day of cele- bration by the American People in appreciation Of.their liberties and the reaffirmation of their 1Qy~lty to the United States of America, of their rededication.to the ideals of equality and justice Under law in their relations wit~ others as well as. with other nations and for th~ cultiva- tion of that respect for law that is so ~ital to the democratic way of life." It is especially fitting, therefore, that this year we should as cit- izens ~reaffirm our faith in the rule of law and in the supremacy of government by law rather than by men. ~he theme for this eleventh. annual observance of Law Day USA carries ~ timely message: Only alawful Society Can Build A Better. Society. It reminds us only through adherence to.the processes of. law and.representative government can our community and nation achieve .the goals.we seek in social betterment and Progress. NOW, THEREFORE, I, Bruce Nawrocki, Mayor of CoIumbia Heights, do h~E~by proclaim Wednesday, May 1, 1968, as Law Day USa. in the City of Columbia Heights and call upon all citizens, organizations, churches, and schools to recognize this special day through appropriate programs and ceremonies. Saturday, April 27th, 1968 is set as Clean-up'DaY by the'Jaycees. Motion by King sgconded by.Jeska, that expenses be allowed for three to attend the Governor's Safe~y A~ard Dinner to be held May 14~ 1968. A letter was~received from Mayor Kirkham of Fridley; setting the date of May 8th, at 8 p.m. for a meeting of the School Board,-city of Columbia Heights an~ City of Fridley, regarding a Foot Bridge at 5!st and University, to be held in the Fridley Civic Center, Motion by King seconded by Jeska, that the license applications as per attached list b~ approved upon payment of the proper fees.
