St. Paul Motion by King seconded by Jeska, that these bids be turned over to the City Manager for tabulation and report back at the next regular meeting. Roll Call - All Ayes. Award of bids on Road Aggregates for 1968, as follows: Motion by Jeska seconded by King, that Anderson Aggregates, Inc. be awarded the bid on A, B, C, E(FA-2, F and G; and J.L. Shiely Co. be awarded bid on D, Class 2; and Bryan Rock Products, Inc. be awarded the bid on D, Cl-2 Traprock and E, FA-4, on the basis of low tabulated bids. Roll Call - All Ayes. Bid tabulation attached. Hearing held on Platting, Street opening and utilities, 41½ Avenue, Easti from Central Avenue, to Lots 7 and 38, Block 4, Res. Blvd. The City Manager mad4 a drawing on the blackboard as to where this street would located and gave an estimated cost of 821.00 per front foot for these improvements. Most of this property is zoned R-4 and could be used for multiple dwellings if enough land was available. The Petition requestin~ these improvements was received April 29, 1966 and was signed by over 70' of the property owners.~ Most of the people present were for this street platting, opening and utilities. Motion by King seconded by Land, that the City Manager be authorfzed proceed with this project for platting 41½ Avenue, street opening and utilities. Roll Call - All Ayes. Resolution offered by Jeska seconded by Logacz, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, W~EREAS, the City council of the City of Columbia Heights by Motion on the 29th day of March, 1968, ordered notice of a hearing to be given to property owners, and WHEREAS, pursuant to a notice of hearing certain residents appeared at a Coundil Meeting on the 8th day of April, 1968, WHEREAS~ the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. NOW, THEREFORE, IT IS HEREBY RESOLVED: 1. Tha~ the location'and extent of such improvement is as follows: Platting, Street opening and Utilities'41½ Avenue,East of Central. 2. That the material to be used are as follows: As specified for the type of construction involved. 3. Tha~ a careful estimate of the cost of the improvement has been made by the City Mgr. and the several lots and parcels of land fronting upon and adjacent to such proposed improvement, which he deemed benefited there- by, were properly notified of said hearings, and 4. That the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be ascertained. 5. These improvements shall also be known as Project No.591. Roll Call - Ail Ayes. 28.. Request from Fire Chief for'a~hor~zation to"send two firemen to the --Minnesota State Fire School,. APril/-'29 thru May'2, t~ be h~ld at the. University-of Minnesota, St. Paul Campus. Reg~stration fee "820.00 per man Plus lunches. MOtion by Land seconded by King, that this request be granted with expenses paid. Roll Call - All Ayes. A letter was'received from Roman Blaz~i,'Secretary-Treasurer, Columbia Heights Athletic Boosters Club, 'requesting to renew their beer license for 1968, to be used for fund-raising activities. Motion by'Jeska seconded by'King, that this beer license be granted for June 7,8, & 9, Or as postponed, and for future tournaments subject to council approval. Roi1 Call - Ail Ayes. The City Engineer requests authorization to advertise for bids on Stinson Blvd. and 37th place paving. Motion by Jeska seconded by Land, that this request be tabled until the next regular council meeting, April 22, 1968. Roll Call - All Ayes. Planning & Zoning Commission actions and recommendations: 1. A report was made on the Shopper's City building plans and the stipulations as set forth by the Planning & Zoning Commission. 2. Re,consideration of temporary certificate of Occupancy at 3923 Lookout Place. Representatives from City'Wide Builders were presemt and assured the council that parking facilities were ready for their tenants at the present time and a contract had been let for blacktopping and would be done as soon as weather permits. Motion by Jeska seconded by Land, that the council re-consider this temporary occupancy request,~and that permission be granted for 6 units to be occupied at this time with a dead line of May 31st, 19681 Roll Call: Jeska, Land, Logacz, NawroCki - Ayes. King - Naye. 3. Home occupancy permit request to operate a machine shop at 528 40th Awe. Mr. Benny was present and explained he would manufacture small missile parts and data processing equipment. He and his Wife would be the only full-time employees, with one part time assistant. Motion by King seconded by Land, that this Home OccuPation permit be granted upon payment of the proper fee. Roll Call - All Ayes. The request for front and side yard waivers to build a garage in front yard at 4624 Jefferson St. has been withdrawn. 5. Waivers and approval for 30-unit apartment at 4131 3rd St. will be taken up later in the meeting as Leonard Dailey was not present at this time. 6. Subdivision request from Alexander Berberick, 651 46th Ave. to divide Lot 54, Sheffield Acres, into a 55.3' Lot and a 71.7' Lot. ~otionby Land seconded by King, that this.subdivision request be granted, with special assessments to. be split according to footage. ($586.42) Roll Call - All Ayes .... 7. Richard Jones, 5157 6th St. requests amendment to his home occupancy permit, which would allow him to erect a 6 foot fence in the back corner of his lot, enclosing a 24x28' area for trailer storage. Motion by Land seconded by Logacz, that this request be granted. Roi1 Call - All.Ayes. · 29. The claim of Harold Jones for damage at 4307 3rd St. when sewer was installE ed in 1963, was discussed further. This matter was tabled at the last regu] regular meeting for more information. Our C~ty Attorney and Mr. Jones were asked to go over this claim further to try and resolve this matter. Motion by Land seconded by Logacz, that Clarence Violette Painting Con- tractor be paid $1400.00 for completion of inside painting in Administratio~ offices, Police Department and Fire, Department as per contract. Roll Call - Ail Ayes. ~ Request for approval of a 30-unit Apartment b~ilding to be built at 4131 3rd Street, with land area waiver and rear lot waiver, was discussed at this time. Mr. Dailey presented a layout for this building and discussed details with the council. Motion by King seconded by Jeska, that the request from Leonard Dailey to build a 30-unit apartment be granted, which will contain 12 - 2-bedroom apartments; 12 - 1-bedroom apartments and 6 efficiency apartments. Also that 30 garages in rows of 15 each be built and 3Oblacktopped parking spaces be provided, and a 11~ foot rear yard waiver and 10% land area waiver be approved, with outside of building to be brick veneered, with screening of shrubbery along south side. Roll Call: Land, King, Jeska Logacz - Ayes. Nawrocki - Nays. A Mutual Aid Agreement with Governmental Units of Counties of Anoka, Hennepin-and Ramsey, was discussed. , Motion by King seconded by Jeska, that. the City Manager be authorized to enter into this Mutual Aid Agreement with other Po.lice Departments, and the Police Chief, Merle Glader,be designated as the top ranking officer. The City Attorney reported he had checked on Lot 7, Doneroving Add/tion, as to it's worth and his opinion was a valuation of $3500.00 on the front half,and $300.00 for the back half, making a total of 83800.00 for this lot. · .Motion by King seconded by Logacz, that the City Manager be authorized ko advertise for bids on Asphalt Materials, for 1968, to be' opened April 22nd~ ~11 Call - All Ayes. Motion by King seconded byJeska, that John Pappas be re-appointed to the Merit Commission; Thomas Hay be re-appointed to the Planning & Zoning Commission; Donald Welch to the Park .Board,; Wm. H.. Grandjean to the Library Board and Frank Breen to the T-raffic Commission. Roll Call - All Ayes.- . April 29th was set as the time to interview applicants for other Commission~ to begin at 7:30 p.m. Motion by King seconded by Jeska, that the license applications as per list attached, be approved upon payment of the proper fees. Roll Call - All Ayes. Councilman Land. reported on the Seniom Citizen survey that is being con- ducted and stated this should be donein a coupleof weeks.
