Several property owners from this area were present and no one objected to
this project. The estimated cost for Curb and Gutter was given as $3.50
per front foot and approximately 1/3 to be charged on Avenue assessments.
The paving will be paid for from State Aid Funds. A representative from
Soo Line Railroad was present and he was informed they would be assessed
for 300 feet, instead of'the actual 500 foot frontage on 37th Place.
Motion by King seconded by Jeska, that the City Manager be authorized
to proceed with the Curb and Gutter and paving on Stinson Blvd. 37th to
40th, and 37th Place between'Stinson and 37th Avenue. Roll Call - All Ayes.
Hearing held on Watermain on 37th Place and 37th Avenue between'Stinson
Blvd. and Hart Lake Blvd~ An estimate was given of $8.25 per foot. This
Waterma~n extension will lie along the North boulevard of 37th Place, and
will include service connections back to a point beyond the property lines,
thereby giving water service to the adjoining properties without necessi-
tating cutting into the concrete paving. The Railroad property would have
a watermain'extension and sewer connection and the cost would be based on
a 300 foot frontage.
Motion by King seconded by Land, that the City Manager be authorized to
proceed'with the installation of watermain project on 37th Place and 37th
Avenue between Stinson Blvd. and Hart Blvd. Roll Call - Ail Ayes.
Resolution offered by 'Land seconded by Jeska, BE IT HEREBY RESOLVED by the
City Council Of the City of Columbia Heights, that the.Mayor and City Man-
ager be authorized to enter into an agreement with the City of Minneapolis
to share in financing the installation of storm sewer pipe to be brought
~o 37th Avenue on 5th Street.
HE IT FURTHER RESOLVED that the City of Columbia Heights shall be authorized
~o share An the use of said storm sewer line, and be further authorized to
'proceed With the additional storm sewer extension project within Columbia
Heights. Roll Call - Ail Ayes.
Request for authorization to purchase Lot 7,'Doneroving Addition, for
44% Avenue. The appraisals on this property were discussed but no action
was taken.
Police Chief requests permission to attend the Annual Police Chief's
Institute, April 8th thru 10th at the University of Minnesota.
Motion by Land seconded by Logacz, that this request be granted with'

by the City Council of the City of Columbia Heights, WHEREAS, the City
Council of the City of Columbia Heights by Motion on the llth day of~
March, 1968, ordered notice of a hearing to be given to property owners,
and W~EREAS, pursuant to a notice of hearing certain residents appeared
at a council meeting on the 25th day of March, 1968, and
W~REAS, the Council determines to proceed with this local improvement,
a portion of the cost being defrayed by special assessments under Charter
provisions. NOW,THEREFORE, IT IS HEREBY RE~OLVED:
1. That the location and extent of such improvement is as follows:
Curb and Gutter on Stinson Blvd. from 37th to Silver Lane extended
West, and on 37th Place, from 37th Avenue to Stinson Blvd.
2. That the ~aterialsto be used are as follows: As set forth in the
specifications.
3. That a careful estimate of the cost of the improvement has been made

Motion by King seconded by Land, that the waiver~requestsbe granted
as set forth by the Planning & Zoning Commlssion, and that a building
permit be issued'to Pizka Hut, subject to the requirements as outlined by
the planning & Zoning Commission at it's meeting of March 12th, as.

3. The lighting be directtionalized so that it shines On the parking

2. Request for a lot width and square foot waiver for a 5-unit apartment
, at 4318 3rd ,,Street. Mr. Lasky was present and reported he had taken
over the two buildings ~reviously built north of, 4318 3rd St. and had
paid bills owing against these buildings.
Recess called at 9:40 p.m. Meeting called to order at 10 p.m.
The two apar~ents previously built were discussed and the council wanted
to be assured of having them cleaned up and brought up to our building
standards before issuing a permit to build another building.
Motion by King seconded by Land, that this waiver request be tabled until
a special council meeting, which would be held Friday at 5 P.m. March 29th,
on the site and Mr. Lasky to be present. Roll Call - Ail Ayes.
3. Request for 7% Land area waiver to build an ll-unit building at 4655
Johnson St., by Mr. Floyd Foslien.

subject to the following requirements:
i. That a hedge or plantings be placed along the South property line.
2. 18 Parking spaces as shown on the plot plan.
3. That a planting screen be provided on the front alOng Johnson Street.
4. That the 'building exterior be of brick. Roll Call- Ail Ayes.
4. A Petition was received objecting to placement of a house at 1226 43rd
Ave. This house has been moved in and is parked on 43rd and Pierce St.
at present. On December 11, 1967 permission was granted Mark Z.Jones
to move this 'house in on this property, with certain stipulations.
Motion by King seconded by Land, that this petition be placed on file.

Mr. David Behun was present and presented a chart he had made on square
footage requirements for single family dwellings in Ri and R2 Districts.
He suggested a change in the requirements for 1½ story dwellings in R2
Districts, which wOuld raise the square footage requirement on the
first floor to 920 and total square footage to 1380.

Request for temporary Certificate of Occugancy to accupy six units
in the ll-unit apartment at 3923 Lookout Place.
Motion by King secondedby Land, that this request be denied.

Claim of Harold Jones for damage at 4307 3rd Street when sewer was installed
in 1963. His claim is for five trees'and dirt for fill. Mr. Jones was
asked to get a copy of his original claim as we could not locate it at
this time. This will be taken up again at the Council meeting of April 8th.
Insurance renewals for the City of Columbia Heights, were discussed as to
difference in cost between two companies. Investigations will be made and
this will be taken up at the special meeting Friday, March 29th.
A letter was received from our Police Chief regarding Mutual Aid Agreement
between communities in Anoka County. The Council is in agreement but
wants to check on the insurance coverage.

Donald Lewis, 2036 Fairway'Drive is selling his home and thereis a
five-foot utility easement at the back of his property, which he"wants
