Roll Call - Land, ~Jeska, Logacz, Nawrocki, Ayes. King abstained from voting. Motion by King seconded by Land, that Market Ford Inc. be awarded the bid on One 4-Wheel Drive Utility Vehicle in the amount of $2,354.00. Roll Call - Ayes. The bids on One Heavy Duty Dump Truck were discussed as to size specified in specifications. Mr. Joe Chesla was present and gave his opinion as to size needed, etc~ and that he had bid according to specifications. Motion bY Jeska seconded by King,,that the council reject these bids on a Heavy Duty Dump Truck, and re-advertise for new bids and re-write the specifications as follows: Reduce requirements on the re-enforced frame, ,eliminate the double reduction rear end and write the specifications to include a truck such a~ the F750. Resolution offered by ~ska seconded by LOgacz,'BE' IT HEREBY RESOLVED, that the City Council of the City of COlumbia Heights; hereafter known · as the governing body_of the~City of Columbia Heights~ he~eafter~known as the Community, hereby requests that the State Planning Agency, state of ~innesota, make application f6r an urban planning, assistance grant from the Federal Department of. Housing and urban Development, as 11. authorized under Section 701 of the Housing Act of 1954, as amended, for th~ purpose of providing planning assistance to the community. The gov- erning body of the community hereby agrees to contribute $11,200 in cash and $ -0- in ~ervices of employees of the community to the State Planning Agency, when it is required~ for the planning purposes as hereinafter set forth. ~ ' The Mayor and City Manager are hereby authorized and directed on behalf of the community to enter into an agreement with the State Planning Agency, State of Minnesota, in furtherance of its request for, federal matching funds for planning purposes. The money so contributed and the services, so pledged shall be available for expenditure and use by the State P~anning Agency, State of Minnesota, when they have secured a matching federal grant. The money so deposited shall bear no interest and shall be returned to the community if federal matching funds are not secured. Roi1 Call -All Ayes. Motion by King seconded by Land, that the City Manager be authorized to engage clarence Violette to proceed~with the necessary painting in the Liquo~ Store On Sale, in an amount not tO' exceed $378.00. Roll Call-All Ayel Motion ~y Land seconded by King, that the City Manager be authorized to advertise ~or bids on painting in the Police Department and Administration Offices, bids to be opened March llth, 1968. Roll Call - Ail Ayes. A rental fee for use of the court =hambers by outside groups was discussed. This matter will be lef't up to' the city Manager as to it's use. The council asked that a list be' made of organizations .that request use of the court Chambers. A letter was received from the Village of St. Anthony stating they would withhold future payments to Columbia Heights on the Joint storm sewer line on Stinson Blvd., until the matter of Columbia Heights participation in cost of Ditch %3 iB resolved. The City Manager was asked to write a letter to the Village of St. Anthony stating we expect the agreement on the storm sewer contract to be met. Request for authorization to attend the 29th Annual~Tax Assessors School at the Pick-Nicollet Hotel, February 27th thru March 1, 1968. Motion by King seconded by Logacz, that the City Assessor be authorized to attend this school, and that expenses be allowed. Roll Call-Ail Ayes. The city Engineer asked that a speciaI session be held with the Council to review proposals on interior street developments and 1968 construction projects, and set hearings on th~se projects. An informal meeting was set for March 6th, at 7 p.m. Motion by Jeska seconded by King,'that the City Manager be authorized to advertise a hearing to be held on Mar~h llth, On proposed platting of 44~ Avenue, and invite people involved to an informal hearing on March 2nd, at 9 a.m. at the City offices. Roll Call - All Ayes. The Council'asked that appraisals be made on land needed for the outlet on the easterly end of 44~ Avenue.
