Bid tabulations on Trucks were discussed and it was decided to check into
these bids further.
Motion by Jeska seconded by Land, that the award of bids on Trucks, be
tabled until the next meeting. Roll Call - All Ayes.
A Hearing was held on Storm Sewer for the area West of Central Avenue, East
of University Avenue, North of 37th Avenue, to approximately 42nd Ave. N.E.
A map was projected onto the wall showing the exact area which would be
involved and explanations were made as to this installation. The total
cost was estimated at $300,000 and we have applied for Federal Aid in the
amount of $130,000 which would leave 8170,000 to be paid by Columbia Height~
The Council has agreed to assess this area at 1½¢ per square foot, which wok
would amount to approximately 8112,000 and the rest would be paid out of
General Obligation Bonds. It would be our intention to work with Minn-
eapolis in financing a share of. the storm sewer pipe which Minneapolis
would bring up to 37th Avenue and 5th Street, and this pipe would go
south to 31st Ave. and thence to the River. Several people in the
audience gave their opinions on this storm sewer installation and the
Council explained why this installation was a.necessity.
A letter was received from Elmer D. Kelley, 4135 4th St.N.E. opposing
payment on this proposed storm sewer. The City Manager was asked to
write a letter to him explaining the situation.
Motion by King seconded by Land, that the Mayor and City Manager be
authorized to enter into,an agreement with the. City of Minneapolis to
share in financing the installation of storm sewer pipe to be brought
to 37th Avenue en 5th Street, to share in the use of said storm sewer
line, and be authorized to proceed with the additional storm sewer exten-
sion project within Columbia Heights. Roll Call - All Ayes.

A Hearing was held on Glover Addition Plat. Rand Builders have requested
a waiver of the lQ% park requirement on this plat.
Motion by King seconded by Logacz, that the request for waiver be denied
and that the request for platting be tabled until such time as the 10%

the City Council of the City of Columbia Heights, WHEREAS, the City
Council of the' City of Columbia Heights by motion on the~27th da~ of
November, 1967, ordered notice of a ~hearing to be given to property
owners, and
WHEREAS, pursuant to a notice of hearing certain'resid~n~s~appeare~ at a
council meeting on the 22nd .day of January, 1968, and
WHEREAS, the Council determines to proceed with this local imprgvemgnt,
a portion of the cost being defrayed by,special assessmenSs under Charter
provisions. NOW, THEREFORE,~IT IS HEREBY RESOLVED:
1. That the l~cation and extent of such improvement is~as f°llows'''
Storm sewer for the area No.of~37th Ave., South~of 42~d Ave.,
West of Central Ave. and East of University Ave.~ except-thOse
areas assessed under storm sewer assessments No.581 and 583.
2. That the materials to be used are .as follows: ~·
Standard reinforced concrete and corrugated metal .pipe in
~ ascordance with the appropriate~design criteria required.
3..That a careful estimate of the cost of the improvement has been made
by the City Manager and the several lots and parcels of land fronting
~ upon and adjacent to such proposed improvement, which he deemed bene-
'fited thereby, were properly notified of said~hearings,.and
4. That the City Manager shall~also list the nameS and owners Of th's
. ~ ' several parcels so improved as nearly as can'be ascertained,

Resolution offered~by Jeska secondgd by King, The City Coun6il of the City'
of Columbia Heights, HEREBY RESOLVES, that the ~o!umbia Heights State Bank,
the Fidelity State Bank, and the. Third Northwestern.National·Bank, be
hereby designated as the~depositories for moneys of the City. of Columbi&~
Heights for a period of one year beginning the first day of .January, 1968,
and the Treasurer of this City is hereby directed to deposit moneys of
this City in said Banks, and the Columbia Heights State .Bank, the Fidelity
State Bank,~and the Third N0rthwesSern National Bank are hereby authorized.
and directed to honor and pay any checks or orders, when signed by the
City Treasurer for the~withdrawal or transfer ~f funds on~deposit.~'n said
banks in whatever form.
BE IT FURTHER RESOLVED, that in case ~uch deposits shall at any time
exceed Fifteen Thousand ($15,000.00) Dollars, said depository shall
immediately furnish bonder securities in lieu of bond according~to the
law, and the Marquette National Bank for~the Columbia Heights State Bank,
and-the Federal Reserve Bank for. Fidelity State Bank,. and the Third North-
western National Bank, are hereby.designated as the places for t~e Safe-
keeping of all securities furnished in lieu of such bond. R611 Call -

to advertise a hearing to be held February 13, 1968, on Storm sewer ~or
' the area between 40th and 41st Awenues, from Central A~e.., eaSt ~hru
Lots 18 and 36, in Block 5, ~es. Hills. Roll Call -~All Ayes.
Consideration of rental fee for Council Chambers, tabled until next·
meeting.
Request for three men to attent Engineers and Public works Officials
conference at the University of Minnesota, February 15 and 16, 1968.
Motion by King seconded by Logacz, that this request be granted with
exp~nses paid, for three men to attend. Roll Call - All Ayes.
Motion by Jeska seconded by King, that the Bid received from Koppy Motors,
St. Paul, Minn. on squ~d cars, be returned unopened. 5oll Call-All Ayes.
Motion by King seconded by Jeska, that the City Manager be authorized to
advertise for bids on two squad cars' to be opened February 13, 1968.

A letter was received from the Twin city Lines, stating they propose ex-
tending the Stinson Blvd. Bus line ~'to 37th Avenue and ask for approval
of usfng the same turn around at 37th and Stinson, that the Bryan~ & Johnson
B~s uses.
Motion by King secohded by Land, that this ~equest of Twin City Lines be
g~anted, with the stipulation that there be no extra charge over the 25¢
fare. Roll-Call - Ail Ayes.
MOtion by Jeska seconded by King, that the next regular council meeting
be held on Tuesday, February 13th, instead of February 12th, as this is
a.holiday. Roll Call - All Ayes.
The Mayor deported he had sent telegrams to the three members of the
Minnesota Public Service Commission, protesting the additional charge which
is proposed on Bus fare~ in the suburbs, also student fares, and the cur-
tailment of owl service. He suggesteeted that the City Manager and
Finance Director go over to the Railroad and Warehouse Commission to check
on this further. '
~ request'was received from the United Veterans-Post ~584, American Legion,
5245 University Ave. N.E. for a Bingo Permit. Bingo games to be held at
their club rooms. Motion by King seconded by Logacz, that this-request
be granted for 1968. Roll Call - All Ayes.
A letter was received from the village of-Hilltop, agreeing to pay Columbia
Heights.S608.00 per year for snow removal, ice control and sanding for
.the Village.
Motion by ~King seconded by Jeska, that the Mayor and City Manager be auth-
~orized to enter into anmaintenance agreement with the Village of Hilltop
~for,1968. Roll Call - All Ayes.
_Motion by King seconded by. Jeska, that the license applications as per
list attached, be g~anted upon payment'of the proper-fees. Roll Call-All
.Ayes.
The Anoka County Association of Municipalities will meet January 31st,
at ~olumbia Heights.
An open house~is being held on Friday, January 26th, from 2 to 4 p.m. at
Anoka Cou~t H~use, in honor of Edward Schartz, who has retired as County
Assessor.
