January 8, 1968 Roll Call: Land, King., Jeska, Motion by Jeska seconded by Logacz, that the minutes of the last regular and special meetings be approved as presented in writing and the reading be dispensed with. Art Gob~l Ford Co. Bids on One Heavy Duty Dump Truck were received from the following: Minar Ford Co., 1700 Central Ave. Crystal Motors, inc.,7008 63rd Ave. N. Market Ford, 725 W. Broadway McGee Trucks, Inc.,3001 Broadway N.E. ~idway Co., 1850 Univ. Ave.,St. Paul. Bids on One 4-Wheel Drive Utility Vehicle were received from the following: Minar Ford Co., Crystal Motors, inc., Market Ford, Midway Co., EdisoD G.M.C., .Park Jeep,Highway 7 & wooddale Ave. So., Berry Auto & Body, Inc., 253 E. Lake St.,Wayzata, and Art Gobel Ford. Motion by King seconded by Land, that these bids be turned over to ~e City Manager for tabulation and re~ort back at the next regular council meeting. Roll Call - All Ayes. A hearing was held on tree trimming on 4th, 5th, 6th and 7th Streets. This project would be for the purpose of preventing Dutch Elm disease. The estimated cost would be 20¢ per front foot and on a 40 foot lot would be $8.00. The removal would be included if a tree had to be re- moyed. Several people were present who voiced themselves as being against such a project. Motion by Jeska seconded by Land, that the proposed assessable project of tree trimming on 4th, 5th, 6th and 7th Streets, be denied at th±s time. Roll Call - All ~%yes. The acceptance of Glover's Addition Plat and Glover's 2nd Addition Plat, was discussed and ~he city attorney reported that a hearing should be held before approval of these plats. Motion by King seconded by Jeska, that the City Manager be authorized to advertise a hearing to be held January 22nd, 1968 on these two Plats. Roll Call - All Ayes. The Planning & Zoning Commission has recommended the acceptance of-a registered land survey which has been prepared for the Mobil Oil Co.. to, accompany the records for their service station being built'at 5250 Central Avenue, upon approval by the COunty Surveyor. Motion by Jeska seconded by King, that we approve the registered land survey. Roll Call - All Ayes. On January 23rd at 8 p.m. the Planning & zoning Commission are arranging a meeting with Mr. Carl Dale of Midwest Planning & Research, and Mr. Robert E~ Eidem representing the State of Minnesota, to ~eview the Reconnaisance Survey and will invite City council members to attend this meeting. Resolution offered by Jeska seconded by King, BE IT RESOLVED by ~he City Council of the City of Columbia Heights, Minnesota,'as follows: Walter Logacz is hereby designated as alternate director of the Suburban Rate Authority for the year 1968, and until his successor is appointed. Roll Call - All Ayes. ~ A letter has been received from the County Auditor of Ramsey County., asking Columbia Heights to share in the cost of Ditch %3, in the amount of 81.765.25. The Council asked that a letter be written by the City Manager and City Attorney informing~Ramsey County that there is a question on Columbia ~Heights involvement in this project. ~ A letter has been received from Peter Barna, Attorney for~Carl Hipp, asking the City to authorize payment of the $1200.00 which is owing ~ his client~ Motion by.Land seconded by Je~ka, that payment be authorized in the amount of $1200.00 to Carl Hipp'and Peter Barna his attorney, and that Columbia Heights be given a Quit-claim Deed and an Agreement. Roll Call - All Ayes. January 8, 1968 3. The Mayor reported he had appointed Rosemary Byrnes, 1340 Pierce T~errace as the fifth member on ~%e Senior Citizen five-man Board. The other' members are Peter Tema, Bernard Reuper, Wm. Land and C.L. McCline. Als6 A1 Theis our new Finance Director will serve on this committee. A letter was received from our Police Chief requesting permission 'to send the following officers to schools: 1. Gary Gice to Suburban Police Academy, January 15 thru February 23rd, 1968, tuition $25.00. .2. Sergean~ Cleland and Kullas to State Crime Bureau Intermediate School January 22nd thru 30th. No cost accept for lunch. 3. Propose to sent six officers to a Chemical test operators school that the City of Mpls. is putting on jan. l~th thru 20th and jan. 22nd thru 27th, so 'that we will have a certified operator for our breathalizer avail- able nearly always. 4. Sergeant Bixler to attend the Juvenile Officers Institute, Jan,,3t thru Feb. 2nd, to be held at Arden Hills Training Center. Tuition is-$20.00. Motion by Land seconded by King, that this request of the Police Chief, be authorized, with expenses allowed as necessary. Roll Call - All Ayes. The S~reet Department request authorization to purchase a ~used 1956 Ford Major Tractor, without loader at a cost of $990.00. Motion by ~eska'seconded by Logacz, that'the City Manager be authorized to spend up to $990.00 for a used Ford Major Tractor. 'Roll Call-All Ayes. Motion by Jeska~ seconded by King, that the expenses for the City Manager and City Engineer be authorized for a trip to Chicago~to present the City's application for assistance on public-projects. Roll Call - All Ayes. Motion by King seconded by Jeska, that the license applications as per list be granted, upon payment~ of the proper fees. Roll Call - Ail Ayes. The Difficulties in establishing acceptable specifications on Police Cars for all three communities was discussed. Mption by King seconded by Jeska, th&t the bids on Police Cars be postponed uDtil acceptable specifications can be established. Roll Call - All Ayes. CDuncilman Land reported that the Traffic Commission recommended partici- pation in t~e cost of a 'traffic signal at 53rd and University Ave~, even though the entire installation is in Fridley, as it would be beneficial to both Columbia Heights and the School district. Motion by Land seconded by King, that 'the City Manager and Mayor be auth- orized to enter into an agreement mith the Highway Department for a signal at 53rd.and University, provided payment can be made after 196~.
