Motion by King seconded by Jeska; that the bid for 1968 Dog Control be
awarded to B & E Patrol, Inc. on the basis of low bid, and that the Mayor
and City Manager be authorized to enter into a contract for this service.
Roll Call - Ail Ayes.
Bi~ on Legal Publications for 1968 received from Tri-County Publications,In¢
at the legal rate established by law, (The Record, R.I. Chalmers,Manager).
Motion by King seconded by Jeska, that the bid on legal publications be
awarded to The' Record, R.I. Chalmers,General Manager, and that the Mayor
and City Manager be authorized to enter into a contract for same. Roll
Call - Ail Ayes.
Mr. ElmeT Binford from the Department of Housing and urban Development of
the Federal Government was present. He explained about several different
kinds of public housing programs, one where the local housing authority
would own and bperate the unit, or Federal assistance to private non-profit
groups.' He ~lso explained about leasing buildings that are already built
and getting Federal Grants. In general you pick the program that fits
your needs, and the community mustmshow a need for a low income housing
program. A survey should be made of the number of people .over 62 years
of age and it was suggested that we try to get volunteers for this survey.
The Housing and Redevelopment Authorty require that a five-man Board be
appointed by the Mayor with approva~ of the City Council. We were told
to check on programs going on in other communm==es.

was received signed by nearby .residents·who are opposed to"granting

S~ecial Use Permit, .Mr.'H~mak stated ~he sale of sets Would'be on a
limited basis ~o'accomodate customerM. Several of his'neighbors were
also presen~ and.expressed their views that they would·go alongwith
the serviqing ~ermit, but ~o~ selling, as they felt this'is~a residen-
tial area.
Motio~ bY King seconded by Land, tha~ the Home Occupancy'permit for-
servicing of TV's and radios and·the'sale of Foreign Records, he-granted,
and that the old truck be removed from the property within thirty days,
and this wouod deny his request to s~ll TV's and radios. Roll Call -

fqr Thursday, December 28th,'1967 at 9 p.m., for the purpose~of passing
on various items ~efore the new year begins. Roll Call -~All A~es,
R~solution offered by KingS~conded by Jeska,' Authorizing flYing'of
application with~the Department of HOusing and Urban. Development,
United States of America, for a grant under'P.A. 89-117~
W,HEREAS~ pursuant to P.L. 89-117 the United States of America-has auth-
orized the making of grants to public bodies to aid in financin~the
construction of basic water and sewe~ projects:
NOW, THEREFORE, Be It Resolved by the City Council of the~City of
Columbia Heights, Minnesota
1. That Malcolm O.'Watson, City Manager, be and he is hereby author-
ized to execute and file an application on behalf of the City of
columbia Height~, with the Department of HoUSing'and Urban Devel-
opment, United ~tates Government, for a g~ant to aid·'~n financing
the construction of Watermains, Sanitary Sewers'and. Storm Drains,
and an assurance of compliance with the Department of Housing' and
Urban Development regulations under Tftle VI of the Ci~il'.Rights
Act of 1964.
2. That Malcolm O. Watson, City Manager, be and he is hereby authorized'
add directed to furnish Such information as the'Department Of'Housing
and ·Urban Dev~16pment may reasonably reqUest in connection with the

Motion by.King seconded by Jeska, that the city Manager be authorized
to advertise for bids on the 1961 Ford Police car. Roll Call - All Ayes.
Motion by Jeska seconded by King, that expenses be authorized for one man
to attend the'Conference for Newly Elected Mayors & Councilmen, to be
held Saturday~ January 6th, 1968 at the University of Minnesota. Roll
Call - All Ayes. (This is sponsored by the League of Minn. Munic.)
Motion by Land seconded by Jeska, authorizing expenses for the Building
Inspector to attend the 12thAnnual Institute for Building Officials
at the U of M with the sponsorship of the League of Minn. Municipalities,
January 22,23 and 24th. Roll Call - Ail Ayes.
The installation of Traffic Signal at 53rd and Central Avenue was reviewed
and discussed~
Motion by Land seconded by King, that the Mayor and City Manager be author-
ized to enter into an Agreement with the City of Fridley and the Minnesota
Highway Department for the installation of Signal at 53rd and Central Ave.
Roi1 Call - All Ayes.
The propose~ signal for 53rd and University Avenue. was discussed and Mr.
GeOrge Brown is to check on this and report at the special meeting to be
held Thursday evening, December 28th, 1967~
A letter was received from the Minnesota Highway Department informing us
of the need for a traffic signal at 37th and University Ave., and that the
City's share of the cost to be 25%. This was discussed but no action taken.
Rand Realty presented Plats of the area Northwest of Sullivan Lake, asking
for council approval.
Motion by King seconled by Land, that the proposed Plats of Glover's
Addition and Glover~s 2nd Addition, be referred to the City Engineer for
his recommendations. Roll Call - Ail Ayes.
Mr. James C~aig who is building a house at 661 45th Ave. requests per-
mission to install private sewer and water lines, for which the connection
cost is $120.00 for water and 8250.00 for Sewer. He is asking for a
reduction in this connection fee as the entire lot had been assessed along
the Madison Street frontage prior to the subdivision. The suggested reduct-
tion was-to assess for the total fronta~ootage now existing on the lot of
221 feet with~credit for the 203 feet already paid, which would have been
a balance due-of $142.38.
Motion by Land seconded by King, that this request be granted for a re-
duction-in cost, subject to signing an agreement to participate in any
'.sewer-and water assessments on 45th Avenue. Roll Call: Land and King -
Ayes~ Jeska and Nawrocki - Nayes. This motion lost because of a tie.
Mr. Watson reported-he will be in Chicago January 9th, with our request
for Federal Aid on Public Utilities. ,
The city Attorney asked for approval of payment of fee for him to attend
the Second Municipal Attorney's Institute, February 13th, 1968.
Motion by King seconded by Jeska, that expenses be allowed for the City
Attorney to attend this institute as requested. Roll Call - Ail Ayes.
MOtion by King seconded by Land, that the license applications as per
attached list, be granted upon payment of the proper fees~ Roll call -
All Ayes.
