The City Attorney presented the following ordinance:
First reading of Ordinance No.670, Being an Ordinance regulating the sale
of Christmas Trees.
Motion by King seconded by Jeska, that the Mayor and City Manager be author-
ized to enter into an agreement with Axel ~artse, for the rental of a
D-7 Caterpillar Bulldozer, with an option to purchase. Roll Call-All Ayes.
The City Attorney reported on the McWilliams court action, also on the
Glover property appraisal report.
Motion by King seconded by Land, that the following license applications
be granted upon payment of the proper fees:

This second reading constitubed a Hearing and three residents from this
~rea were present inquiring as to details of this bank construction on
thsse lots. An unmanned Teller Station will be built with cars going
out on VanBureD St, and the rest of the land will'be used for parking.

Mr.. Watson reported~'in respeht to senior citizen Housing and on his
meeting with. Mr. Bradbury and Mr. Buskirk of the F.H.A.'~ office, and.

their availability to meet with the council and explain what they have to
offer. The Council asked that a meeting be set up. with Mr. Bradbury
and Mr. Buskirk on Monday,December 4th at 8 p.m., if they are available.
All interested columbia Heights residents are invited to attend this meeting.
There are several people who are parking on boulevards and front yards in
Columbia Heights and this is in violation of our ordinances. Parking on
boulevards violates our Traffic ordina, nce and parking in front ~yards violates
our Plannkng & Zoning Ordinance. People who are violating these ordin-
ances should be notified they are parking illegally.
State Aid construction scheduling and financing was discussed a~d the City
Manager l%ls set up a schedule of State Aid program for 1968 through 1999.
Motion by Lan~ seconded by Jes~a, that the City Manager be authorized to
communicate with the village of St. Anthony and Apache, that a ~entative
program has been set up, which includes construction of Stinson Blvd. from
Silver Lane to 37th Avenue, and that the program is continguent upon holding
hearings on the part that is assessable,. Roll Call - All Ayes.
A final .cheCk has been received in the amount of $4,843.19 from the Federal
Office on 1965 flood damage. This is not as much a s we had anticipated re-
ceiving, but apparently their determination is final. It will be necessary
for us to transfer to the Flood Fund from the storm Sewer Fund, the amount

The matter of setting a policy on cost of relaying water lines priSr to
street construction was discussed, but no action taken. The Council asked
that this be worked out with the City Attorney as to the City paying part of
the cost, and as to what our rights are in respect to pr&vate water lines.
A letter was received from L.J. Bloomer, 4002 Reservoir Blvd. requesting
permission to park cars on boulevard in front of their residence, not closer
than 20 feet from the curb on Reservoir Blvd. and in most cases only one car.
so parked. There is a dead end alley behind this residence and they also
have a garage.
Motion by King seconded by Jeska, that the request for boulevard parking
at 4002 Reservoir Blvd. be denied on the basis of proper access to back
yard. Roll Call - All Ayes.
A letter was received from Rt. Rev. Msgr, J.F. Lapinski of the Church of the
Immaculate Conception, requesting a 1968 Bingo Permit.
Motion by King seconded by Jeska, that this request for a Bingo Permit be
granted for 1968. Roll Call - All Ayes.
Request for subdivision from Mark Z.& Grace E. Jones, to divide Lot 6,
Block 3,Reservoir Hills, which includes Pierce Street which we purchased
from Mark Z. Jones.
Motion by King seconded by Jeska, that the matter of request of Mark Z.Jones
to move a house from Hopkins to 4940 4th Street be taken from the table.
Roll Call - Ail Ayes.
Motion by King seconded by Lane, that the appeal of Mark Z.Jones from the
denial of the Planning & Zoning Commission to move the house to 4940 4th
Street, be denied. Roll Call - Ail Ayes.
Motion by King seconded by Jeska, that the lot subdivision request to divide
Lot 6,Block 3,Res. Hills, be referred to the Planning & Zoning Commission.
Roll Call - All Ayes.
The City Attorney reported as tO the State Law on Municipal Bonding.

Motion by jeska seconded by King, that the City Manager,be authorized
to advertise a hearing on the 5th Street Storm'}Se~er~'Projec.t,. to.be.held

The City Engineer recommended tree trimming on the following streets:'
4th Street between 40th and 41st; 5th., 6th, 7th, Washington, Jefferson,
Madison, Monroe'and Quincy streets between 40th and 44th..'
The council asked t~at the engineer present a report~on.streets recom-
mended for tree trimming-and estimated-costs. ,

Meeting Called.to order at 8':00 P.M. in the council chambers. Roll catl:-

This special council.meeting~is ,held for.the purpose.of considering.the
assessing of projects which have been completed this-year. Sixteen
people were in attendance at the meeting to ask questions and comment
on the projects. Mrs. Betty-Johnson was named, secretary for.this meeting.
The hearings' were 'held on the following assessmentswith comments as
noted herein: ..
~575 - Curb & Gutter ~ University Avenue 37-. 53. The p~operty owner
at 230 40th Ave. N.E. requested reconsideration on his property
because the%~st service drive south from 40th wasprimarily~for the
service of the property owner south of~his lot. The Council directed
the City Manager to withhold the curb assessment on.the west side ser-
vice road from the assessment list. Assess 3 years.. ,
