Invocation offered by Chaplain Schroeder of Crestview Nursing Home.
Chaplain Schroeder commented he wished 'to complement the engineering
department for the good work they had done in cleaning up the area North
of 44th Avenue near Crestview Nursing Home. He also stated that
Crestview are opening a new section of sixty beds, which will make a total
~of 120 beds and an open house will be held sometime in December and the
City Council are asked to De 'their guests.
The League-of Women Voters conducted an informal meeting between 7 and 8
p.m. this evening for the purpose of discussing the proposed change of
Election Day. Representatives from the local D.F.L. and Republican
Parties were also present at this meeting. The people present had no
objection to the change in election date, as set forth in the proposed
Ordinance, and also a letter was received from the Ralph Pohl Post Unit
%367. ~erican Legion Auxiliary, stating they had no objection to this
change.
Motion by Jeska seconded by Logacz, that the minutes of the last regular
and special meetings be approved as presented in'writing, and the reading
be dispensed with. Roll Call - All Ayes.

Awarding bid on tree trimming:
Motion by King seconded by Jeska, that Northland Tree Service be awarded
the b'id on Tree Trimming, in the amount of $10.87 for trimming with bran6h
disposal, $8.47 for Trimming without disposal and 817.87 for trimming
privately owned trees including disposal, and that the Mayor and City
Manager be authorized to enter into a contract for this work. Roll

Opening of bids on Sanitary Sewer Cleaning compound for 1968:
Sanfax Corporation, Atlanta, Georgia - as per bid tabulation attached.
Motion by King seconded by Land, that Sanfax corporation be awarded the
bid, and that the City Manager and Mayor be authorized to enter into a
contract for supplying this Sewer cleaning Compound. Roll Call - All Ayes.
A group of people were present who were interested in getting Senior
citizen housing in col~bia ~ieights. ~s. Atherton spoke for the Senior
Citizen group, and Ma~ilyn Hendricks from suburban Recreation spone on the
need for this. JackMeyers, our State Representative reported~ that leg-
islation had been pasSed that ~ould allow Municipalities to set up a
"Housing and urban DeVelopment Authority" and then we would be eligible
for Federal assistance. About 150 municipalities in ~.~nnesota'have built
these housings. Ch~aplain schroeder stated that Crestview Nursing Home
is certified for Medicare, but possibly they could go' into a~ housing
program. Tom Sher'hhman was present and stated he was in favor of
implementing a progra~ for getting a senior citizen Building in Columbia
Heights, also the D.F~.L.Club had passed a resolution to support this cause.
The City Manager was "asked to get information on the appropriate steps
to be taken in respect to initiating a Senior citizen housing program.

BE IT ~.REBY RESOLVED, by the City Council of the City of Col~mlbia ~leights,
that:
WHEREAS, Certain parcels of land in ';-he City of Columbia Heights have been
tax forfeited, and:
WP.n~.REAS, ~i~ne County of Anoka has requested that the outstanding Special Assess
ments certified against these properties be cancelled and re-assessed in
order to facilitate sale of sa~d parcels,
NOW, THEREFORE, it is hereby resolved that the delinquent special assessments
on Lot 15, Block 4, Roslyn Park '(Plat ~34448), Parcel ~1050) in the amount of

Rand Builders presented a preliminary layout for ten ll-unit apartments which
they contemplate building South of 53rd Avenue, N.W.of Sullivan Lake, and
requested approval of this layout from the council. The Council stated the
request is not complete, therefore there is nothing at this time they could
act on.
Request from 14ark Jones to n~ve a house to ~.940 4th S'~-., Columbia Heights,,
which is a 40-foot lot and the house they want to move in is 32 feet wide.
This would require a one foot waiver on each side and the council felt this
was too large a waiver. It was suggested that the property owner on the
south of this lot be contacted to find out what plans he has for his two
lots. f.~tion by Land seconded by King, that this request from
Mark Jones be tabled until our next meeting for more information. Roll

Request for side yard waiver to place a garage 2 feet from side property
line at 4024 Jefferson Street.
Motion by King seconded by Jeska, that this request from f,~s. Anna Reinke,
4024 Jefferson St., for a one foot waiver be granted. Roll Call - All Ayes.
Request from Columbia Heights State Bank for two waivers of fence ordinance
as to type'and height. ,This fence is to be erected on the south edge of
their parking lot on VanBuren St,
Motion by King seconded by Land, that the necessary waivers be granted to
allow construction of the fence as approved by the Planning & Zoning Com-
mission, and also that it be completed no later than June 1, 1968. Roll

Consideration of Glover property usage in Sullivan Lake area. ~. Bill
Dolan of Dolan Engineering was present in behalf of John Glover, and the
Council stated they would be willing to meet with representatives for
b~. Glover and would like to come to an agreement.
Request from City Engineer for three people to attend a Bituminous Conference

no action was taken.
A resident from' Summit~ Street was presen-~ requesting opening of alley
Worth of Summit, between 5th St. and Lookout Place, as th%re is no--p~ace
to park for people living on Summit Street. He was asked to bring in
a petition .for this alley opening.
Parking on Boulevards was discussed and further investigations will be
made. A report was asked for from the City Attorney and Building
Inspector at the next meeting, regarding parking pads installed on
Reservoir Blvd.
