Several people from t~is~ area were presen~ and mos. of~ them were in favor of this tree trimming project. An estimated~ cost was given of 35¢ per front, foot for tr~e trimming and topping, if necessary, on all properties on Reservoir'Blvd. bStv~een 37th and 45th Avenues.~ It was suggested that repairs be made where needed. Motion by jeska seconded by Lpg~acz, that the City Manager be author~ized to proceed with t-his tree tr.immi~ng~ projec% and include repairs as-needed, on Reservoir Blvd. b_etween 37th and 45th Avenue. First reading of Ordinance No.664, Vac~ating 41st Avenue N.'E. between · University Avenue and Third Street N.E'. · Resolution off~red by Loga.cz seconded ~y Jeska, BE IT P~EREBY RESOLVED. by the City Council of the City of Columbia Heights, that the County Auditor be, -and,he is hereby directed to levy the delinquent special assessments on the -properties in the City of Columbia Heights as submitted on the duplicate --statement form with the amount~to be ievied indicated opposite. the stamp -"Certified to County Auditor". 'BE IT FURTP~R PdESOLVED, that.the foreg~oing amounts shall be incl-uded ~ in the individual real estate tax statments for t~e current year and identified thereon as special assessments. ' Said levies shall be enforced and collected in the manner ~r0vided'for 'the enforcement and collection of State and County tax~s under and in 95. accordance with the provisions of the general laws of the State. Ail assessments with penalties and interest as indicated thereon paid to the County Treasurer shall belong to the City of Columbia Heights and shall be turned over to the City Treasurer in the manner provided by the City Charter and ~nances. The City of Columbia Heights shall accept payments~'on th~se levies until the end of the calendar year. Upon receipt of said payments the County will be notified to remove this levy from the tax rolls. . Roll Call-Ail Ayes. The City is requesting subdivision of property as follows: The So.~ of Lot 11 and all of Lots 12 thru 15, Block 5, Valley View, into three lots. Motion by Land seconded by Logacz, that this subdivision request be approved as requested and the special assessments of $1,295.63 be divided according to benefit derived. ~ Roll Call - All Ayes. Fred and Hazel Peterson, 1012 45th Avenue request subdivision of Lot 13 (Ex.E.½ of N~½) Block 1, Res. Hills. Total special assessments $477.04. Motion by Land seconded by Jeska, that this subdivision request be granted and that the special assessments be divided according to footage as divided. Roll Call - All Aye~s. Subdivision request of John H. Glover property at 53r'd and Central (Lot 1, Aud. Sub.~51) for Mobil Oil Corp. Motion by Jeska ~econded by Logacz, that the division of Lot 1,AUd. sub-~51, be approved as requested and that the special assessments for improvement which benefited this property of $2,133.88, be paid. Motion by Jeska seconded by Land, that the plan for a ll-unit apartment Bldg. and parking be approved as recommended by the Planning and Zoning Commission. Roll Call ;- All Ayes. Waiver request from ~. Haakon Oksnevad, for 6-unit apartment at 3801 Van Buren St. with parking for eight cars. Motion by Jeska seconded by Logacz, that the necessary waivers to complete the 6-unit apartment at 3801 VanBuren St. be approved as recommended by the Planning & zoning Commission, with removal of the existing shed. Mr. Walden of Midwest Federal savings and Loan Co. was present regarding the four homes on Leander Land where certificates of occupancy have been denied due to the lack of off-street parking, and proper drainage. Their plans are to make two common driveways to these four homes and build four 2-car garages and install storm stub from Leander Lane, under the supervision of the Building Inspector. Motion by Land seconded by Logacz, that the City Manager~ be authorized to advertise for bids on painting the Municipal building exterior, to be opened at the next regular council meeting, October 23,1967. ' The City shall, in addition to paying its proportiona~e' Share of the cost 0f the proposed work, obtain at its sgle cost and expense all necessary right of~ way easements and construction permits for the work to be per- forme~ outside the. ~imi.~s of the trDnk highway or established City S together with all drainage outlet rights where necessary. Such easements, permits and rights shall be obtained and satisfactory evidence thereof furnished the Depar~ent of Highways before any contract for the proposed work is awarded. Roll Call - All Ayes. 97. The city Engineer reported on the need for a storm sewer from the S.W. corner of Lot 4, Aud. Sub.%51, thence North along the West L~ne of Lot 4, th thence West adross Sullivan Park to Sullivan Lake. Motion by Land seconded by Logacz, that the City Manager be authorized to advertise fo~ bids for installation of Xk~H storm sewer as described above, to be opened October 23rd, and also to obtain the necessary easements for this installation. The Engineer also reported regarding the need for a light on top of our water tower and also that the Industrial Commission has directed us to install guard railings and extend ladder on water tower, The engineer will check on these installations and report back. The city Attorney was asked-to draw up an ordinance for vacating~alley as requested by the Columbia Heights State Bank. ~otion by Land seconded by Jeska, that the contract agreement with Expert Cleaning contractors, Inc. be-extended for one additional year (11/1/67 to 10/31/68), and that they be notified of this ~c~ion. Motion by Land seconded by Logacz, that a request be made to Governor LeVaDder, asking that he appoint Peter Barna as Special Judge ~to the City of Col~mbia Heights.
