election day for city elections.

A Hearing was held on Proposed storm 'sewer installations between 37th and
'4~th Avenues, from California to U~iversity, and from 40th to 4ist between
Main and"2nd Street. A large group of the residents in this area were
present% A 'map was projected on the wall showing the, proposed storm
d~ain installations and adequate catch basins, which would have'to be
installed before any streets can be paved in this area. A petition
was pre~ented opposing this project. The cost to the property owners

for these storm sewer and catch basin installations, would be 1~¢ per
square foot and the rese of the cost wodld be paid out of the storm sewer
fund. Those property owners who paid a storm sewer assessment in 1953
wouid be given credit for the amount paid.
Motion by Jeska seconded by King, that this storm sewer project be denied.

Continued hearing held on Curb, Gutter and Street surfacing,with draih
structures on 2nd Street from 38th to 39th Avenues.

Resolution Offered by Jeska seconded by King, BE IT HEREBY RESOLVED by the
City Council of the CiTy of Columbia Heights, that the City Treasurer be and
she is hereby instructed to transfer from the Liquor Fund as follows:
~16,000.00 to the Police Fund and $20,000.00 to the Street Fund, and that
there are sufficient moneys in said liquor fund to make such transfer.

Resolution offered by K~s~% seconded by Logacz, BE IT HEREBY RESOLVED by
the City Council of the City of Columbia Heights, that the "Civil Defense
Emergency Operations and Survival Plan-, as prepared by the Department'of
Civil Defense of the City of Columbia Heights, dated July 1, 1967, be and
it is hereby officially adopted as the Civil Defense Plan for the City of
Columbia Heights in accordance with Columbia Heights ordinance No. 476.

Motion by Land seconded by King, that this subdivision request be granted
and that the special assessments amounting to $288.34, be paid on or before

Motion by Land seconded by King, that the City Manager be authorized to
advertise for bids on Sewer Cleaning Compound for 1968, to be opened
October 23rd, 1967. Ball Call - Ail Ayes.
Motion by Jeska seconded by King, that the Mayor and City Manager be auth-
orized to enter into an Agreement with th~ Midwest Planning and Research,
Inc. for a reconnaisance survey and assistance with application for "701"
Participation Fund, as recommended by the Planning & Zoning Commission.

Motion by Land seconded by Logacz, that the City Manager be authorized to
attend the 53rd Annual ICMA Conference in New Orleans, October, 8-12, 1967,

issued to Scherer Bros. Lbr. Co., be cancelled. Roll Call - All Ayes~
The Minnesota State Aid street program report presented by Mr. Brown, was
discussed but no action was taken as the council wanted to study this
further before making a decision. '
Mr. Brown reported the tabulation of bids was completed and that Olson
Plumbing Co., 906 40th Ave~N.E. was the low bidder on watermain installation
on West side of Central, between 51st and.52rd.
Motion by King seconded by Jeska, that this watermain bid, Project ~5705,
be awarded to Olson Plbg. Co. in the amount of $13,595o00, and that the
Mayor and City Manager be authorized t° enter into an agreement for this
work. 'Roll Call - All Ayes. ~
The City Engineer' reported the Foot Bridge across University Avenue will
be ready to use on September 26th, but will not be entirely completed.
Also, that 44th. Avenue paving will be finished by the end-of this week.
Motion by King seconded by Je.~ka, that the license applications-as per attached
list, be granted upon payment of the proper fees and the 'condition that the
last four licenses be granted upon approval of the inspector. Roll Call -
All Ayes.
