Invocation offered by Chaplain Schroeder of Crestview Lutheran I{ome.
Chaplain Schroeder reported that Crestview Home &s in.the, process of
constructing an addition costing $398,700,00, which does not include
the A~chitect fees or furnishings. They expect this addition to be
completed by December~lst - and their equity would then. be.S1,300,000.00.
He also stated they ~ere certifie~ under Medicare.
Motion by Jeska seconded by King, that the reading of the minutes of the
last regular~and special council, meetings be dispensed'with and that they
be accepted as presented in writing. Roll. Call -. All Ayes.
Motion by Land seconded by Orendorff, that the following bills be paid
out of their proper funds: Roll Call - A.11 Ayes.

bDtion by King seconded by Jeska, that the Towing Contract be awarded
to Northeast Body Shop, 3918 Central Avenue, as per tabulation attached.
Roll Call - All Ayes. (City Mgr.& Mayor authorized to enter into contract)
Motion by King seconded by Land, that American Oil Company be awarded the
Bid on Gasoline and Diesel Fuel, and that the Mayor and City Manager be
authorized to enter into a contract for same, as per tabulation attached.

The second reading of Ordinance No.646 was held over to the next council mee~
meeting. ~r
Second reading of ordinance No.647, Rezoning 233 42nd Ave. from R-2 to R-4.
Several people living adjacent to this property were present and were all
against this re-zoning, as they do not want another apartment in this area.
The owner was present and plans were shown as to what he is contemplating fo]
this land.

Second reading of Ordinance No.648, Regulating and Licensing Theaters.
Offered by King seconded by Land. RollACall -- All Ayes.
First Reading of, Ordinance No.649, Rezoning Zayre property from C-2-S
to C-2.
The First reading of Ordinance No.650, on sale of Land to Frank Maas,
was held over in order to check into this further.
Resolutbn offered by Orendorff seconded by Jeska, WI-.~.REAS, a passenger
Bus has been given to the City of Columbia Heights, and
YE-.~.REAS, the City of Columbia Heights by Resolution has accepted the same.
NOW, THEREFORE, it is hereby resolved that this passenger Bus be assigned
to the RecEeation Department. Further, that the guidelines for the use of
this bus are as follows: ~
1. ' This bus shall be us~ only for municipal purposes.
2. T~at liability insurance is to be placed upon this bus before it is
used and at all times to 'be maintained upon said bus in the ,amount
of ~50,000 per individual and $300,000.00 for total aggregates.
3. That only regular listed drivers operate said bus.
4. 'That, if this bus is taken beyond a 50-miLe radius of the City of
Columbia Heights, an appropriate notice be given to our insurance
car~ier. Roll Call - All Ayes.
Resolution offered by Orendorff seconded by Jeska, %,U~.REAS, a special law
has been passed ,by the Legislature of the State of Minnesota under Laws of
1967, Chapter 276, said law provides for the establishment of mQnthly sal-
aries for the Mayor and Councilmen of the City of Columbia Heights at
$200.00 and 8150.00 respectively, beginning January 1, 1968, and
~I-,~.REAS, said laws require approval of the governing body of the City
of Columbia Heights. ,
NC~, THEREFORE, the City Council does hereby resolve that t~e Laws of
1967, Chapter 276, as pertaining to the establishment of said salaries
for the Mayor and Councilmen is hereby approved effective as of January
1. 1968. Roll Call - Ail Ayes.

for fence at 4059 Jefferson St. be taken from the table. Roll Call -

Motion by King seconded by Land, that t~.s City Manager be 'auo~orlzed'~o adver-
tise a hearing.to be held on J~ly 24th, for opening of 424 Avenue east of

Letter received from JosePh M. Medlo,°4307 Un~versity'A~e., requesting the
Council to Petition the Minnesota Highway Department for a shelter belt of
shrubbery and landscaping along the e~$t ~ide of Highway %47 between the
· north bound lane..and ~he service lane.
Motion by King seconded by Land,. that the City ~anager 'w_rite a letter to

The Drainage· problem in back'of 3747 Buchanan'St. was discussed and 'Mr.
Brown reported he has plans to take cyre Qf this.matter and we have the
easements needed to do the work..
Regarding the sewer backup problem at ~514~ Fillmore. St., the council in-
structed the City Engineer to have ~Lr. /~in~nger contact a plumber ~d in-
stall a back-water val~e as previoDsly~ recommended by the. Enginee~ and
Plumbing InsPector. ~. "

WHEREAS, John Nordin, a great community le~der, ~as diiigsntZy served our
City and it's people as a Legislat~r.in the House of RePresentatives~ '6f
the S%a~e.of Minnesota,. from 1933 to 1939; and .from 1947 thru 1965, a~d

Mr. Leslie ~epr~senting the Activities Committee, was~p~esent askidg'for
a Dance Permit for Friday evenings this summer to hold Youth ~dances at
the Field House.
Motion by King. seconded by Jeska, that~the Activities Committee be allowed
to'hold weekly youth dances.at the Field.House for the remainder of'the
summer,, through September 15th, subject to the approval,of the Park
Superintendent. Roll call - All Ayes.

Motion by King seconded by Jeska, that the City Manager be authorized to
advertise for bids on fencing at Silver Lake Beach area, to be opened on
July 24, 1967. Roll Call - All Ayes.
Motion by Orendorff seconded by King, that the City Manager be authorized
to spend up to $995.00 for excavation work at the Silver Lake Beach area.

The City Attorney suggested that preparations be made for the handling of
Sales TaX at the Liquor stores and the City Office.
Mr. Brown reported that materials for Jackson Pond banks are now available
and work will proceed shortly. ~
Also ~eported that ~. Doug Bauley of Arrow Precision Products, 340 Pierce
Sf.N.E. would like to purchase ..the piece of city property ir~mediately west
ahd south of W.~. Generator Co. at jefferson St. ~he council suggested
t~at he be asked to bring in an offer for the land and a proposal as to
h~w he intends to use this land. ~
