Hartman of the American National Red Cross was here to present a Certificate of Merit Award'to'Donald JOhn F~ench of our Police Department, for saving the life of Mr. Albert MancUso of 5135 6th St.N.E., on January 15, .196~. This is the highest award issued by the. Ameridan. National Red Cross and is the 81st such award issued since 1913. This Award was signed by Lyndon ~. ~ohnson, President 6f the United StateS. Roll Call-All Ayes. Mr. Dick Borchardt representing the Athletic Boosters Club made present- ation of a Bus for the Recreation Department Use. Resolution offered by Orendorff seconded by King, BE IT HEP~EBY RESOLVED by the City Council of'the City of Columbia ~eights, WHEREAS, the Columbia Heights Athletic Boosters Club have purchase~ a motor Bus and, WHEREAS, the Columbia Heights Athletic Boosters Club desires to donate this Bus to the City of Columbia Heights for the City's use. NOW, THEREFORE, The City Council pursuant to M.S.A. 465.03 hereby accepts this MDtor Bus. Roll Call - All Ayes. Floor area waiver request by BelMar Builders for 1870 Eairway Drive. Motion by Orendorff seconded by Jeska, that this request for 32 sq. ft. first floor size waiver be granted for construction of a Colonial, based on recommendation of the Planning & Zoning Commission. Roll Call-All Ayes. It was decided to hold up setting a hearing on Curb, Gutter and Blacktop paving on 43½ Avenue, including Tyler Place and Pierce St., east of Central, until the next regular council meeting. A letter was received from Ted Stanowski, 4321 University Avenue regarding the private water line installation that was made to service his home and th the billing received from the Plumber for this work amounting to $650.00. The City Manager was asked to make a reply to his letter with explanations. A Petition was received from the home owners in the vicinity of 3725 Main St. stating they were opposed to a 4~plex being built on this property. They were told that the building permit for this 4-plex at 3725 would be before the Planning & Zoning Commission on July 6th, for their approval. The city Manager reported receiving a letter from Mr. E.J. Lundheim, County Engineer, who is of the opinion that 40th Avenue between University and Central Avenues, is in need of a face lifting job. They would replace the present 6 inch curb with a ~ inc~ curb, and a new Bituminous surface at least two inches in depth, and they ask for participation from the city of Columbia Heights on the sidewalk replacement. The matter of sidewalk replacement will be discussed further at a later date. The City Attorney reported the use of the Bus recently acquired has to be for valid municipal purposes under the jurisdiction of the Recreation Commission, covered by insurance and a driver furnished by the city. A resolution will be prepared for the next meeting on who is to use the Bus. First reading of ordinance No.648, BEING an ordinance regulating and licensing Theaters. Motion by King seconded by Jeska, that the City Manager be authorized to obtain the necessary easements for watermain and appurtenances along Fairway Drive, and that the city ~nager be authorized to hold an informal hearing with these property owners prior to time of accepting the easements. ~oll Call - Ail Ayes. 58. Motion by Land ·seconded by Jeska, that ~he Mayor and City Manager be authorized to enter into~ an aureement ~ith the. State of Minnesota concerning maintenance agreement for the Silver Lake Beach project. Roll Call - All Ayes. Motion by King seconded by Land, that the license applications as listed be approved upon payment of. the proper fees, including the two HOme Occ- upancy permits for Chet Janes and Bud Mathews.
