Motion by Jeska seconded by King, that the minutes of the last regular
and special meetings be approved as presented in writing and the reading
be dispensed with. Roll Call - All Ayes.

Motion by Jeska seconded by Land, that HSnnepin Blacktopping Co. Inc,. be
awarded th8 b£d on re-construction of 44'[h A%enue between Main St.-and
Central Avenue, at a total cost of $129,962.03, and that the Mayor~amd
City Manager be authorized'to enter into'a contract for this wOrk. ~

Hearing held on utility installations o~ West side of Central, South of
53rd Avenue. Mr. Herr~nger and Son were' present and a drawing of 'the
Sullivan Lake area.was gond~over and discussed
Motion by Jeska seconded by Orendorff, that th~ City Manager be authorized
to proceed with installation of watermai~ extension on Central Avenue to~
~'serve Lots 2,3,4,5, facing Central Avenue, North of 51st Avenue, s~ch
Watermain further to be u~ to a 10 inch,~ subject to f~inal engineering
determination. An estimated cost of $10~.00 per foot was given.

Motion by Land seconded by King, to authorize additional study on. Sanitary
Sewer to serve the Southwest parcel of property at 53rd and.Central Ave., .
including negotiations to obtain the necessary easements. Roll Call -
All Ayes. ~
Hearing held on-paving of alley between~Central and Tyler, from[4~th to
46th. Estimated cost for concrete 84.00 per foot. The people present
were in favor of concrete as they would be assured of better drainage.
Property owners adjacent to this alley h~ve already paid $1.64 per foot for

a blacktop alley, and they would be credited with this amount.
Mot%on by King seconded by Jeska, that the City Manager be authorized to
proceed with installation of concrete paving in this alley in lieu of the
already authorized blacktop. Roll Call - All Ayes.
Hearing held on paving of alley between Main and California St., from
38th to 39th. A petition was received from the majority of property
owners requesting approval of this alley paving. Estimated cost for
concrete is $4.00 per foot and necessary drain installation $1.00 additional
per foot. A large group of people from this area were present, and also
asked that this whole area be cleaned up.
Motion,by Jeska seconded by King, ~that the City Manager be authorized to
proceed with concrete paving of this alley, including necessary storm
drain. Roll Call - All Ayes.
Second reading of Ordinance No.643, Increasing lot size and parking area.

~Resolution offered by K~ng se6onded by Orendorff, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the following chan
changes in salaries and fringe benefits a~ negotiated, be effective on the
dates as noted:
1. Park Department: Senior parkkeeper on regular parkkeeper scale to
receive heavy equipment scale from May 1 to Oct. 1,1967.
2. Street Department: Senior light equipment operator to receive heavy
equipment scale from May 1 to October 1,1967.
3. Sewer and Water Department: Maintenance man scale to be 15¢ per hour
over light_equipment operator scale from 5/1 to 10/1/67
4, Liquor Stores: Waitresses to receive $1.95 per hour January 1 to June
30, 1967 and 82.00 per hour July 1 to December 31,1967,
, with a $25.00 per year uniform allowance to be granted
~ for 1967.
Regular Bartenders to"receive $2.90 per hour Jan.1 to
June 30,1967 and $3.00 per hour July 1 to Dec. 31,1967.
Part-time Bartenders to receive $2.70 per hour Jan. 1
to Dec. 31,1967.
Off-sale personnel to receive 5¢ per hour more July 1
to Dec. 31,1967, than granted Jan. 1 to June 30,1967.
Liquor Store Manager to receive $4,427.70 Jan. 1 to
June 30,1967, and $4,527.54 July 1 to Dec. 31,1967.
Assistant Store Manager to receive $4,318.10 jan.1
to June 30,1~67 and $4,417.94 July 1 to Dec.31,1967.
, Liquor Operations Manager to receive $5,256.70 Jan.
1 to June 30, and 85,356.54 July 1 to Dec. 31, 1967.
5. Vacation allowances to all department, except the liquor store employees
shall be based on the following schedule effective January 1,1967:

BE .IT FURTHER~RESOLVED, t3nat the foregoing .changes be effective in
accOrdance with the schedule as listed herein for the calendar year
1967. ~ - Roll Call - All Ayes.
The Resolution on participation in cost of Traffic Signal.at 53rd and
Central.was d~sCussed, but no action taken. The Council asked that the
City Manager write a letter to the Highway Department, informing them that
we would like to have a report as to cost sharing of paving alley between
University and 3rd from ~44th to 45th, ,by the Highway Department, before
approving any payment on Traffic. Signals at 53rd and 'Central.
Resolution offered by Jeska seconded by Orendorff, BE IT HEREBY RESOLVED,
by the City Council of the. City of Columbia Heights, WP~REAS, the city
council of the City Of Columbia Heights by Motion on the 8th day of May,
.1967, ordered notice of a hearing to be given to property owners, and
WHEREAS, pursuant to a notice of hearing certain residents appeared at
a Council meeting on the 22nd day of May, 1967, and
W~EREAS, the Council determines to proceed with this local improvement,
~"a'portiOn of the cost being defrayed by special assessments.under Charter
.... P~ovisions. NOW, T-~iEREFORE, IT IS HEREBY P~SOLVED:
1.. That the location and extent of such improvement is as follOws:
Concrete alley Paving: BetWeen Central & Tyler, from ~5 to 46.
~ '~ 'Main-California, 38-39,including
necessary storm drain
~ Watermain West of Central, North of 51st Avenue
2. That the materials to be used are as follows:
Concrete in alleys and C.I.D. or Ductile Pipe.
3. That a careful estimate of the cost of the improvement has been
~ made by the City Manager and the several lots and parcels of lan~
fronting Upon and adjacent to such proposed improvement, which he
deemed benefited thereby, were properly notified of said hearings,and
4% That the City-Manager shall also list the names and owner~ of the
~ several parcels, so improved as nearly as can be ascertained.
~5. These improvements shall al. so be known as Projects No.602 and 611

to advertis~ for bids'on Gasoline and Diesel. Fuel, to be opened June

to advertise for bids on.Towing Contract, to be opened June 12, 1967.

Request by BelMar Builders for square, foot waiver on house being built
at 1725 Fairway Drive. Motion by Land seconded by King, that this
request be tabled until the next meeting. Roll Call - Ail Ayes.
Request for subdivision of the South 140' of E.79' of Lot 47, Block 3,
Reservoir Hills, (making this lot 76') and sell to adjoining property
owners the. East-3' of the W. 144' of South 140' of Lot 47. (making this
~!ot 69').
Motion by Jeska seconded by King, that this subdivision request be
tabled until the next meeting for more information. Roll Call - Ail Ayes.

Request for subdivision from Glover Houses, Inc. of Lots 1 and 9, Aud.
sub.~51,~including division of special, assessments based on the areas
benefited by the local improvements. This was discussed but no action
taken at this time.
Letter received from Mr. Gustafson, Civil Defense Director, asking author-
izat~on for Betty Johnson, C.D. Secretary to attend the 1967 Annual Con~eren¢
of the United States Civil Defense Council to be held October 29 to November
3, 1967, at Miami Beach, Florida.
Motion by Jeska seconded by King, that this request be denied, Roll Call -
All Ayes.
Request from Fire Chief for five men to attend the Minnesota State Firemen
Association Conference at Austin, Minn. on June 11 thru 14, 1967.
Motion by King seconded by Jeska, that this request be granted with
expenses paid. (Estimated cost $275.00 for 5 men). Roll Call-All Ayes.
An Institute for Legislation review passed by the 1967 Legislature
affecting Metropolitan planning, will be held at the U of M June 10th,
for interested groups.
Motion by King seconded by Orendorff~ that expenses be allowed for up to
five people to attsnd this Institute. Roll Call - All Ayes.
The opening of 444 Avenue was discussed and the original proposal which
was approved still stands, which would allow an outlet to 45th Avenue,
approximately 250 feet west of McLeod. The Couhcil asked the engineer
to check on obtaining further easements.
Motion by Jeska seconded by King, that the request fo~ transfer of Drivein
Theatre license at 4711 Central Avenue, from Charlotte C. Sullivan to
Herringer, Inc. be tabled until next meeting for a~ditional information.

Motion by Jeska seconded by King,'that expenses be authorized for any
member of the Traffic Commission who wishes to attend the Traffic Safety
Awards Banquet and meeting, to be held at H~tel St. Paul, Thursday, May
25th. Roll Call - All Ayes.
Motion by King seconded by Land, that expenses be allowed for the City
Attorney to attend the Labor Negotiating Seminar at the University of
Minnesota Continuation Center, June 1 and 2, 1967. Roll Call - All Ayes.
Letter received from our City Attorney concerning Silver Lake Beach and
Project Agreement with the Minnesota Department of Conservation. ~This
matter will be taken up with Mr,. Kolesar and Mr. Murzyn as to hours to
be open, etc.
The City Attorney reported the Glover trial was settled for $1500.00 for
the 25x170 foot strip.
Motion by King seconded by Jeska, that the license applications as per
attached list be approved upon payment of the proper fees. Roll call -
Ail Ayes.
Councilman King reported the Boosters Club have agreed to pay for the
purchase of Bus to be used by Recreation Department, and also will pay
for repairs.
