Motion by Jeska seconded by Orendofff, that the list of Election Judges
as presented by the City Clerk for the coming city election, be accepted
and is attached hereto. Roll. Call - All Ayes.
Mr. Brown suggested that we hold an informal meeting on May 18th or 20th
on opening and utilities for 44~ Avenue, and then hold a regular hearing
at the May 22nd Council meeting. It was decided to hold an informal
hearing on- May 18th, and then report back at the council meeting of May
22nd for their decision as to the necessity of holding a formal hearing.
The City Engineer reported on the Watermain Bids which were received earlie~
at this meeting and the apparent low bidder is McDonald & Associates.
Motion by King seconded by Jeska, that this bid be awarde~ to McDonald &
Associates Inc. on Project NOo6701, in the amount of $16,197.35, and that
the City Manager and Mayor be authorized to enter into a contract with
them. Roll Call - All Ayes. Tabulation of bids attached.
Resolution offered by King seconded by Jeska, WHEREAS A BILL FOR AN ACT,
relating to approval of plains for the construction~ reconstruction, or
improvement of the Trunk High~ay System, other~ than the Interstate System,
lying within the corporate limits of cities, villages, or borough; amend-
lng Minnesota Statutes 1965, Section 161.17, Subdigision 1, and
WHEREAS, a~ter examining the same,
BE IT HEREBY RESOLVED, by the City Council of the City of Columbia ~teights,
that until a more satisfactory explanation of the bill is given, that the
City Council asks the legislators~'' to vote against passage of the above
referenced bill for an act. Roll Call -.All Aye%.~
Motion by Orendorff seconded by King, ,that permission be authorized for
one more man to attend the League Convention in Duluth, with expenses
paid, making it 5 instead of four. Roll Call - All Ayes. ~
Motion by King 'seconded by Jeska, that license application~ as per attached
list be approved, upon payment of the proper fees. ~otl Call - All Ayes.
The Traffic Commission have requested secretarial help at their meetings
and the City Manager stated he ~ould take care of this matter.

Special Meeting
May 9, 1967
Meeting called to order at 8:10 p.m. Ail members present.
This special meeting is being held for 'the purpose of holding hearings
on several street surfacing projects and Curb & Gutter installations,
as recommended by the Engineering Department.
1. Street surfacing and Curb & Gutter on 50th Avenue, University to
Washington on street surfacing and Univsrsity to 5th on Curb & Gutter.

An estimated cost for all street surfacing was given as follows: $3.90 to
$4.80 street charge, and $1.30 to $1.60 Avenue Charge.
--An estimated cost for Curb & Gutter was given as $3.60 Street charge and
$1.20 Avenue Charge. Where Base is in place cost to be $2.70 street charge
and $.90 Avenue charge.
Several property owners were present from this area and protested having
this work done, bug wanted the street put in better condition than it is
now, without having a new paving job.
Motion by Jeska seconded by Land, that the street surfacing project be
demied oni50th Avenue between University & Washington. Roll Call - All Ayes.
Motion by King seconded by Land, that the Curb & Gutter project on 50th
Avenue between University & 5th St., be denied. Roll call - All Ayes.
2. Street Surfacing on 48th Avenue between University & 7th, and curb &
Gutter on 48th Avenue from University to 4th, and from 6th to 7th Streets.
Motion by King seconded by Jeska, that the City Manager, be authorized to
proceed~with street surfacing on 48th Avenue between University & 7th,
during 1967 construction season. Roll Call - All Ayes.
Motion by Jeska seconded by Orendorff, that the City Manager be authorized
to proceed with Curb & Gutter installation on 48th Avenue between University
& 4th St. and between 6th & 7th Streets, during 1967 construction season.

3. Street surfacing on Benjamin Street between 43rd & 45thAvenues, also
Curb & Gutter. Several residents from this area were present and the
majority were against this project.
Motion by King seconded by Jeska, that the street surfacing and Curb &
Gutter project on Benjamin between 43rd & 45th, be denied. Roll Call-Ail Aye
4. Street Surfacin~ on 43rd Avenue between Arthur & Benjamin, also Curb &
Gutter. Several people from this area were present and the majority
Against this project.
Motion by Jeska seconded by Land, that this project be denied.
5. Street Surfacing on 42nd avenue between Reservoir & Arthur St.
Curb & Gutter on 42nd Avenue between Reservoir and Cleveland.
The m~jority'were against this'project.
Motion by Land seconded by King, that this project be'denied. Roll Call-
All Ayes.
6. Leander Lane, Royce to 4~th, Street surfacing. The City Engineer
recommended using a salt stabilization base with a Rock~ smt~,~, and
gave an estimated cost of $3.00~ir ~ander Lane and $1.0~or other
property ab~tting this street but not their frontage. This would also
include a rolled curb of the same material as the, street.
Motion by King seconded by Land, that the City Manager be authorized to
proceed with installation of this Salt~ stabilization base with a Rock Seal
on Leander Lane, during 1967 construction season. Roll Call - All Ayes.
Resolution offered by Orendorff seconded by Jeska, WHEREAS, pursuant to
a notice of hearing certain residents appeared at a Special City Council
meeting on the 9th day of May, 1967, and
WHEREAS, the Council determines to proceed with this local improvement,
a portion of the cost being defrayed by special assessments under Charter
provisions, N~, THEREFORE, IT IS HEREBY RESOLVED:
1. That the character and extent of such improvement is as follows:

Salt Stabilization Base with Rock Seal on Leander Lane.
2. That the materials to be used are as follows:
Concrete, stabilized Base material and Asphalt.
3. That a careful estimate of the cost of the improvement shall be made
by the City Manager.
That the City Manager shall also list the several lots and parcels
of land fronting upon and adjacent to such proposed impr~vement~,
which he deems benefited thereby.
5. That the City Manager shall also list the names and owners of t]~e
several parcels as~nearly as can be ascertained.
6. This improvement is a:/so kno-wn as Project Nos. 604,605,607

~Ir. James Mecl~ 3825 Main~ St. has requested permission to move a double
bungalow into Columbia Heights from 4349 34th Ave. So. to an 80' site
at 3819-21 Main Street. He also stated he wished to add two efficiency
units to this house, inasmuch as he does have ample land area and the
zoning is proper for a 4-plex. ~e was told to apply for a building
'permit and this would have to be approved by the Building Inspector..
Motion by King seconded by~ Land, that the request of James Mecl~, be
approved to move this house into Colkumbia Heights~ and that_ the exterior
be re-dashed, landscaping completed and sidewalks installed before
October 31, 1967. Roll Call - All Ayes. ,~

Meeting called to order at 8:10 p.m. Roll Call: Land, Jeska, Nawrocki -
present. King and Or~ndorff absent.
The purpose of this meeting is to open bids on re-construction of
Avenue between Main St. and Central Avenue.
Bids .were received from the follo%~ing contractors:

Dunkley Surfacing Co. Northern Asphalt Construction Co.
Motion by jeska seconded by ~and, that ~hese bids be turned over to
City Manager for tabulation and report back at the next regular council
