Motion by King seconded by Land, that the~e bids be turned'over to the -City Manager for~.tabulation and report back later on at this-meeting. Roll Call - All Ayes. Hearings held~on the following alleys recommended for paving by 'the Engin- eering Department. Th~ cost of concre'~e paving was estimated at $4.00 per foot. 1. Alley between Madison & Monroe, 48th 'to 49th. The majority of the people present were against this alley p~ving,. A petition was received asking to have this.alley closed with the exception of the south end. 'Motion by King seconded.by ~eska, that the concrete paving project in this alley be denied. Roil'Call - All Ayes. Motion b~ King Seconded by Jeska, that %he City Manager be' authorized to proceed with road mix.blacktop surfackng and seal coat installation in this alley, with the n'ecessary catch basin installation-as needed, 41. at an estimated cost of $1.00 per foot. Roll Call - Ail Ayes. Motion by Jeska seconded by King, to place the Petition on file which requests closing part of alley between Madison & Monroe, 48th to 49th. Roll Call - All Ayes. 2. Alley between 7th & Washington, from 42nd to 43rd. T~is alley has a bad grade situation to meet at 43rd Avenue. The ~ajority of the people present were in favor of this .paving. M~tion by Jeska seconded by Land, that the City Manager be authorized to proceed with this alley paving during 1967 construction season. Roll Call - All Ayes. 3. Alley between Main and 2nd St., 39th to 40th. The majority of the residents present were for this alley paving. Motion by King seconded by Jeska, that the City Manager be authorized to proceed with this alley paving during 1967 construction season. Roll Call - All Ayes. 4. Alley between Lookout & 5th St., South from Summi~t St. The majority of the residents present were in favor of this alley paving. Motion by Land seconded by Jeska, that the City Manager be authorized to proceed with this concrete alley paving during 1967 construction season. Roll Call - All Ayes. 5. Alley between 40th & summit St., Lookout to 5th. This alley has an extremely high hill and the extra excavation on this job w~uld result in a cost estimate of $1.00 higher than normal or $5.00 per foot. The maj orit~ of the residents present were against this alley paving. MotiOn by Jeska seconded by Orendorff, that this alley project be denied. Roll Call-All Ayes 6. Alley between VanBuren and Central, 40th to 41st. This alley could be paved 16 feet wide with a 20 foot right of way at an estimated coat of $5.00 per foot. The property owners present were against concrete paving of this alley, and asked if a less expensive method could be used in improving this alley. Motion by King seconded by Land, that the 'City Manager be authorized to proceed with re-working the existing surfacing and that a 1" hot mix lift be placed on top. ~ This ~is a major maintenance project in pla'ce of new ~ construction, and estimated at $2.00 per foot. Roll Call: Land, King, Jeska, Nawrocki - Ayes. Orendorff - Naye. 7. Alley between VanBuren and Central Ave., 42nd Avenue to School. The estimated cost of paving a 10-ft. strip and inCluding a portion of new fence adjacent ~o the school property, would be $7.00 per ft. Motion by Jeska seconded by King, that the City Manager be authorized to proceed 'with this project during 1967 construction season. Roll Call - All Ayes. '~ 8. Alley between Reservoir and Tyler St., from 39th to 40th. The old 4 inch water line in this alley would have to be replaced before this alley is paved. Petitions were received against this alley paving until the new water line has been installed. Several residents were present and the drainage problems in this alley were discussed. Motio~ by Orendorff seconded by Jeska, that this paving project be denied at this time. Roll call -All Ayes. 9. Atl~y paving' between 3rd a'nd UniversityAve, 37th to 38th.. Estimated cost about $8.00 a foot, assuming the highway department will not be involved. The Highway Department will be contacted regarding sharing in the cost of paving 'this alley. Motion by King seconded by Land, that the City Manager be authorize'd'.to proceed with the paving of this alley during 1967 construction season. First reading of Ordinances. No.643, as revised, recommending 10t'width increase and additional square footage on multiple dwelling .requireMents and parking requirements., Second reading Ordinance No.645, Changing the permit fees for Signs. (Ex.S.12.46') Block 1, Sullivan.Grove,A.ddition, was assessed $153.11 for local improvement No.581, and WHEREAS, there was an error made in the computation'of the square footage of this property, ,. . THEREFORE BE IT RESOLVED, by the City Council of the City of Columbi~ Heights, that.the City Clerk be and she is hereby authorized and directed to reduce from Local-Improvement No. 581, the amount of $25.44. WHEREAS, the Council determines to p~oceed with this loca,1 improvement, a portion of the cost being defrayed by special assessments~und~r Charter provisions. NOW, TPr~EREFORE, IT IS HEREBY RESOLVED: 1. That the character and extent of such improvement'is as foll0ws:~ Concrete alley paving:'7th-Washington,42-43. Main-2nd, 39-40. Request for authorization to attend League of Minnesota Municipalities Convention in Duluth, June, 14,15 & 16. Motion by Orendorff seconded by Land, that four people be allowed to attend this convention, with expenses paid. Roll Call - All Ayes. Request for authorization to paint Liquor Stores. Motion by King seconded by Land, that the City Manager be authorized to advertise for bids on painting the outside of the ~3 store and the inside of ~1 Store, to be opened May 22, 1967. Motion by King seconded by Jeska, that the City Manager be authorized to advertise for hearings to be held May 22, 1967, for alley paving between Central and Tyler, from 45th to 46th, and between Main & California, from 38th to.~ 39th, also Utility installation in the area South of 53rd Ave. West of Central Avenue, for those areas not presently served. Motion by King seconded by, Land, that the City Manager be authorized to advertise for bids on Concrete Alley paving, Concrete Curb & Gutter, and Asphaltic concrete street and alley paving, to be opened at a speoial meeting to be held Monday, May 29th, at 5:30 p.m. Roll Call - All Ayes. Resolution offered by Orendorff seconded bY Jeska, WHEREAS, the commissionel of Highways has prepared plans, special provisions and specifications for the improvement of a part of Trunk Highway No.156, renumbered as Trunk Highway No.47, within the corporate limits of the city of Columbia Heights, at 42nd Avenue N.E., and WHEREAS, said plans are on file in the office of the Department of Highways, St. Paul, Minnesota, being marked, ,.labeled, and identified as S.P. 0205- 02017 (T.H. 47 = 156; and WHEREAS, said special provisions are on file in the office of the Department of Highways, St. Paul, Minnesota, being marked, labeled and identified as S.P.0205-02017 (T.H.47 : 156) which, together wi~h the Minnesota Department of Highways Specifications for Highway Construction, dated January 1,1964, as amended by "Supplemental Specifications' dated February 1, 1966, on file in the office of the Commissioner of Highways, constitute the Specifications for said~improvement of Trunk Highway No.156 renumbered as Trunk Highway No.47; and WHEREAS, copies of said plans and mpecial provisions as to marked, labeled and identified are also~Dn file in the office of the City clerk; and WHEREAS, the term "said plans and special provisions" as hereinafter used in the body of this resolution shall be deemed and intended to mean, refer to, and incorporate the plans and special provisions in the foregoing recitals particularly identified and described. Roll Call - All Ayes. 44. Motion by- Jeska seconded by Orendofff, that. the list of Eledtion Judges as presented by the City Clerk for the coming city, election, be accepted and is attached, hereto. Mr. Brown suggested that we hold an informal meeting on May 18th or 20-th on opening and utilities for 44% Avenue, and then hold a regular hearing at the May 22nd council meeting. It .was decided to hold an. informal hearing on. May 18th~ and' then report back at the council meeting, of May 22nd for their decision as to the necessity of holding a formal hearing. The City Engineer reported on the Watermain Bids which were received earlie~.~ at this meeting and the apparent low bidder is McDonald & Associates. Mot'ion by King seconded by Jeska, that this bid be awarded to McDonald & Associates Inc. on Project No.6701, in the amount of 816, ~97. 35, and that .the City Manager and Mayor be authorized to ente~ into a contraCt wi~ them.
