Awarding Of Bids as follows:
Motionby Land seconded by King,'that the low bids for equipment rental as
tabulated, be accepted and utilized when necessary to rent any of this
equipment. , Roll Call - All Ayes.'
M~tion by Jeska seconded by Orendorff, that the low bids on asphalt materials
be awarded to the low bidders in each category, and the entire bid form be
made a matter of record. Roll call - All Ayes.
Motion by King seconded by Land, that on Plant Mixed Bituminous Materials,
the bid on Picked-up materials be'awarded to Dunkley Surfacing Co. at $5.30
per ton, and the bid on delivered materials be awarded to H & S Asphalt Co.
at 85.30 pe~ ton, and'that the tabulation form be made a matter of record.

Motion by King seconded by Land, that on Read Aggregate the bid be awarded
to the low bidders in each category, and the tabulation form be made a
matter of record. , Roll Call - All Ayes.
Hearing held on Watermain extension East side of University, 40th to 44th
and in'alley North of 44th, East of University approximately 200 feet to
the end of existing watermain.
Several property owners were present stating their views and seeking infor-
mation. A petition was received signed by Mrs. Tigue and Mr. Korsgaden, who
own six lots north of 44th on University Ave., opposing this installation
in the alley back of their property.
It was reported that people, w~o have made private connections and paid for
such a connection, the deposit of 8125.00 will be credited to them.
The Fire Chief was present and stated we ~eeded~ fire hydrants on University
Avenue for fire protection.
Motion by King seconded by Orendorff, that the City Manager be authorized
to proceed with this watermain installation, with the amount not to exceed
$5.25 per front foot, to be assessed against the property owners, and the
balance of, the cost to bD charged against the water improvement fund.

Hearings held on th,e following alleys recommended for paving by the Engin-
eering Department. A, cost estimate of 84.00 per foot for concrete paving
was g~ven.
1. ALley between 6th & 7~, from 45th to 46th. Petition received against
this paving from 80% of the property owners. There are grade problems
in this alley and without installation of a storm drain there would have
to be grade changes to allow better drainage.
Motion by King seconded by Jeska, that this alley paving project be denied.

2. Alley between Washington & jefferson, from 45th to 46th. The people
present were for this alley paving.
Motion by Jeska seconded by King, that the city manager be authorized to
proceed with this alley paving during 1967 construction season. Roi1

4. Alley b~tween Quincy~& Jackson, from 44th to ~5th. The~home owners
present were for this alley.paving. Tke grade of this alley w~uld be ad-
justed upward to meet garage grades better than presently exists.
Motion by Land seconded by. King, that the City Manager be authoriz~.'to
proceed with this alley p~ving during 196'7 construction season.

5." Alley between Jackson and VanBuren, ~rom 44th to 45th.'A'petition
was received by .62% against this paving, and several h~me ~wners Were
present. A storm drain exists in this alley. Mr. Reopelle, 4425 'Jackson
was present and stated he was' very much in n~ed of this~alle~.pavihg.
Motion by Jeska seconded by King, that this alley p~ving project be
denied. Roll Call - All Ayes.~
6. ~lley between Madison & Monroe, ~rom 43rd to 44th. The home owners
present were in favor of this alley paving.

provisions. NOW, THEREFORE% IT IS HEREBY'RESOLVED:-

Petitions were received both for and ag,ainst alley paving between University
an~ 4th St. from 48th to 49th, which had been approved for paving on March
27, 1967.
Motion by Jeska seconded by King, that these petition,s be placed on file,
and that the request to re-open the hearing be denied, and that the petition-
ers be notified of this action. Roll Call - All Ayes. ,
Motion by Jeska seconded by King, confirming the Mayor's appointment of
A1 Martinson on the Fire and Police Civil Service commission. Roll Call -
Ail Ayes.
Motion by King seconded by Jeska, that Mr. OliVer M. Jarvenpa, 4340.. Benjamin
St. be appointed to serve on the Park Board for five years. Roll Call-All
Ayes.
Motion by Land seconded by Jeska, that John Hemak be re-appOinted to the
Planning & Zoning Commission for a period of 4 years. Roll Call-Ail Ayes.
Motion by~ King seconded by Land, that Tom Lucas' be re-appointed to the
Merit Commission for a period of 5 year,s. Roll Call - All Ayes.
Motion by Jeska seconded by King, that Jos. E. Studenberg and Ethel Dedering
be re-appointed to the Library Boar,d for a period of three years. Roll

Motion by Orendorff seconded by Jeska, that Don Burton be re-appointed to
the Traffic Commission for a period of four years. Roll Call-All Ayes.
MAYORAL PROCLAMATION
In.many areas of the United states today respect for constituted authorit
law and order, and the principle of the supremecy of law, are being reck-
~ess~y challenged.
The rights and freedoms which Americans accept as their birth-right, are
made possible only by unswerving public acceptance of and obedience to the
rule of law. In today's complex society there is a p~rticular need for
understanding on the part o.f every citizen that respect for law is Vital
to the preservation of individual liberties and a free and orderly society.
The Congress of the United States, and the President by official proc-
lamation, have designmted May 1, as Law Day USA. It is a day set aside for
all Americans to reflect on our heritage of individual liberty under law
and to focus attention on the responsibilities of citizenship. The theme
for the 10th annual observance this year carries a timely message for every
American: 'No man is above the law, and no man is below it."
NM, THEREFORE, I, Bruce Nawrocki, Mayor of Columbia Heights, do hereby
proclaim Monday, Ma~ 1, 1967, ~s Law Day USA in the City of Columbia Heights
and call upon all citizens, organizations, churches, and schools to~ recog-
nize this special day through appropriate programs.

to advertise a hearing to be held May 8, 1967, on alley paving as follows:

advertise for bids on re-construction of. 44th Avenue, at a special meeting
· hereby called, at 8 p.m. on-May 15th, instead of May 8th, as already
authorized on April 10, 1967. Roll Call - All Ayes.

40th to 44th and alley north of 44th east of University to existing watermain,

Mr, Brown reported on his~discussion with~ the State Aid Division of Minn.
Highway Dept. regarding St. Anthony's proposal to pave their 1/2 of Stinson
Blvd."between 37th and Silver Lane.
Mr. Brown reported also that he would like to .have. authorization to fix
the banks of Jackson Pond ....
Motion by Orendorff seconded by Jeska, ,that the City Manager. be authorized
t6 spend up to $995.00. for seed and plants for stabilizin~ the banks at
Jackson Pond. Roll Call - All Ayes.
'A petition was received from property o~ners on 40th Avenue between
Arthur and Stinson Blvd., requesting the City of Columbia Heights to
use State Aid Funds to relieve the dUst problem on this street.
Motion by Jeska Seconded by King, that this petition be placed on file.

A PROCL~MATION by the Mayor of the City of Columbia Heights on
Community Cleanup Week.
W-HE~S:-The ColumbiaHeights Jaycees in cooperatiOn
mindedcitizens, have.~olunteered to assist in.a city-wide $1eanup campaign,
and
~HEREAS~ It is desirable in the interest'of general city betterment that
such a cleanup effort be given the whole hearted support or.all our citizens,
NOW, THEREFORE: I, BruceG, Nawrocki, Mayor of thee. City of Columbia Heights,
'do hereby declare the week of April-23~to 29, 1967, as "Community Cleanup
Week". With particular emphasis upon Saturday,.April 29, as completion
day of the cleanup work with a city~-wide drive sponsored by the Jaycees
to assist in removal of debris accumulations resulting from~property owners'
individual cleanup efforts. 'I do hereby urge every citizen, school,
church, civic organization, business establishment and home.withinthe
City of Columbia Heights to participate in Community Cleanup Week in.
cQoperation with the Jaycees to make ~ur community a better place in. which
to live.'
The Mayor announced that a new Patrolman, Gary Gice,.woutd be starting on
May 8, 1967. ' ,
