Mr..King was present from 5:25 to 5:50 p.m. but had to leave at that time as he had other commit~ments. The purpose of this meeting is to consider taking action on installation of pipe in ditch adjacent to Railroad t~acks north of 39th Avenue. Bids were receiyed prior to 4 p.m. and were opened at 5:30 p.m. from the following companies :s Northern Culvert &Mfg. Co. 84,810.21~ Delivery 1 week or less. Armco Steel Corp. 5,,044.97 ' 10 days H.V. Johnston Culvert Co. 5,328.39 ' 30 days Preamble to Ordinance No.644 offered by Land seconded by Orendorff, Being an Ordinance entitled "An Ordinance directing the City Manager not to .advertise for bids for supplying corrugated metal storm drain WHEREAS, it becane necessary to properly _carry on the functions of Muni- cipal Government of the City of Columbia Heights, to proceed with public improvement; and WHEREAS, there is not sufficient time to enab,'le the city of Columbia Heights to advertise for bids for storm drain pipes, ~ THIS CITY COUNCIL HEREBY, and under this Preamble declares an emergency exists for the preservation of the public safety ,and that in order to promptly meet said emergency, it is necessary to pass ordinance No.644, as an emergency ordinance, Roll Call - All Ayes. Ordinance No.644 offered by Jeska seconded by Land, An ordinance directing the City Manager not to advertise for bids for supplying corrugated~ metal storm drain pipe. THE CITY OF COLUMBIA HEIGHTS D0~S ORDAINi Section 1. That the City Manager of the City of Columbia Heights, is hereby directed to refrain from advertising for bids for supplying corrugated metal storm drain pipes for installation in the City drainage ditch west of Jefferson Street, North of 39th Avenue. Section 2. That the City Council has been advised by the appropriate department heads-of the City'of Columbia Heights and the inspectors of the Soo Line _Railroad that a dangerous under-mining of the railroad tracks due to the city drainage channel has occurred requiring emergency shoring up of the emb~ankment or filling in of the ditch to allev- iate the danger. In view of the inspection and the need to retain this ditch as a part of the city drainage systems informal bids were received with the low bidder being Northern culvert &Mfg. Co. in the amount of $4,810.21, and this low bid of 84,810.21 compares favorably with estimates of.the engineering department. Section 3. ~his ordinance being necessary f,or the immediate preservation of public peace, health, and safety, hereby declares it to be an~emergency ordinance and shall take effect immediately upon its passage. Roll Call - All Ayes. , The Council has had considerable-discussion with the engineering department and City Attorney as to the need for this type of action.
