Invocation offered by Reverend Henderson of the Peoples Church., Motion by Land seconded by Jeska, that the minutes,of th~ last count:[1 meeting be approved as presented in writing and that the reading be dispensed with. The cost estimate on concrete paving was ~ven as 84.00 per front foot, and concrete was recommended in all of these alleys. This concrete paving would be 10 feet wide as these are all 12 foot alleys. Alley between University & 4th St. from 47th to 48th. A petition was received opposing this paving, signed by 69% of the property owners. Motion by Orendq, rff seconded by Jeska, that the paving of this ,alley be denied. Roll Call - All Ayes. Alley between University and 4th~ from 48th to 49th. The Majority of the property owners who were present were for this alley paving. Motion by King seconded by Land, that the City Manager be authorized to proceed with the paving of this alley during the 1967 construction season. Roll Call - Ail Ayes. Alley between University and 4th St., from 52nd to 53rd. Two property owners present talked against this alley paving, and one was for paving. Motion by Land seconded by Jeska, that the City Manager be authorized to pr~ proceed with the paving of this alley during the,1967 construction season. Roll~ll: Land, King, Jeska - Ayes. Orendorff & Nawrocki - Nayes. This alley paving lost as 4/5 vote is required for improvements. Alley between 5th ~nd 6t~, from 49th to 50th. A letter was received from 'David W. Truax, 4912 6th St. stating he was for this paving. The majority of the people present were for this alley paving also. Motion by Jeska seconded by King, that the City Manager be authorized to proceed with the paving of this alley during 1967 construction season. Roll Call - Ail Ayes. Alley b~tween 6th and 7th~,'from 49th to 50th. Two property owners were for this alley paving and One against. Motion by Jeska seconded by King, that the City Manager be authorized to proceed with the paving of this alley during the 1967 construction season. Roll Call - All Ayes. Alley between 4th and 5th, from 48th to 49th. The majority of the people present were against this alley paving. Motion by ~and seconded by Jeska, that this alley paving be denied. , Roll Call - Ail Ayes. Second reading of Ordinance No.599, Adopting Fence Regulations. Offered by King, seconded by Orendorff. Roll Call: King & Land - Nayes. Jeska, Orendorff, NaWrocki - Ayes. This Ord.was adopted with 3/5 vote. Mr. Land stated he is in favor of the ordinance but opposed to the high permit fee which is included, and that is why he voted "NO". Mr. ~w~ckif stated the 84.00 fee as proposed in the ordinance will not cover the cost of inspection on these fences. No action taken on resolution authorizing Agreement with Highway Dept. for Signal at 53rd and Central, as we do not have an answer to our letter to the Highway Department. Engineer for and~on behalf of ~he City of Columbia Heights, is hereby authorized tb request-and obtain from the'Minnesota bepartment of HighWays,'n%eded engineering and'technical services during the year of 1967; for which payment will be made by-th~ Ci City upon receipt ofverified claims f~om the Commissioner of Highways. Resolution Offered by King seconded by Jeska,~ BE IT HEREBY RESOLVED THAT: .WHEREAS, the City Planning and Zoning commission'concurs with the recomm- endation of the Mayor's committee on commercial-industrial development in respect to the desirability of participation in a 701 Planning Assistance prqgram, and ~ ' WHEREAS, the~e is determined to be a need for planning assistance by planners proficient in the field'of communitY planning, as has. been demonstrated by communities in Circumstan6es similar to Columbia Heights, now therefore: The City Mgnager i~ hereby authorized~and directed to proceed with the preparation, and submission of the questionnaire form for the 701 Planning AssistanceProgram'under the Division Of Community Planning of the Depart~ ~ment of Business development. Reso~u~i0$ ~offered by Jeska seconded by King, BE IT HEREBY RESOLVED by the Cit~,~C~cil o~ the City of Columbia Heights, WqEE~S~-the City Coun6il'of the'City of Columbia Heights by Motion on the 13th day of March, 1967, ordered ~otice of a hearing to be given to property owners, and WHEREAS, pursuant to a nOtice of h~aring-~certain~reSidents appeared~at a City Council meeting on the 27th day-of March, 1967,~ and W~HEREAS, t~e Council determines to proceed with this local'improvement, a portion of the~cost being defrayed by special assessments--un~er Charter provisions. NOW THEREFORE, IT'IS HEREBY RESOLVED:' 1. That the character and~ex~ent of such improvement is as Alley paving - 1. Univer~ty & 4th, from 48th to 49~h 2. Between 5th,& 6th, from 49th to 50th. 3. ' 6th & 7th,' " 49th to'50th 2.. That the materials to.be used are as follows: ConCrete 3.That a careful estimate of the co~t of the improvement shall be made by the .City Manager. 4. That the City Manager shall also list the several lots-and parcels of land fronting~upon and adjacent to such proposed improvement, which he deems behefited thereby. 5, That the City Manager shall~also list the names and owners of the several parcels as nearly as can be ascertained. 6. This improv~ent is also known as Project No.502. ~oll Call - All Ayes. \ Resolution offered by Orendorff seconded by King, WHEREAS, attached hereto is a special bill for the City of Columbi~~ Heights Municipal Officers,and WHEREAS, ~The City Council of the City of Columbia Heights has considered the provisiqns thereof, NOW, THEREFORE, the City Council does hereby resolve that the attached Bill for an Act, is recommended for adoption by the. 1967 Minnesota. ~egislatu~e.~- Roll Call - All Ayes. The Veteran's Preference Bill was discdssed but no action taken .at this time. 25. Discussion on Multi-purpose service district and Local Consent Law. Motion by King seconded bY Jeska, that we accept the basic Resolution of the Anoka County Association of Municipalities, regarding the Multi-purpose coordinating Council for the Metropolitan Area, as corrected. Roll Call - ~11 Ayes. Motion by King seconded by Land, that the Beer License be granted to 'R6man D. Blazei, C.H. Athletic Booster~ Club, with requirements attached. Roll Call - All Ayes. Mr. Peter Divinski and Mr. Dale Lewellyn request permission to use part of the Collins Building at 3930 University Ave. for the purpose of manufact- uring, assembling and selling fibre glass boats. .T~is is a new endeavor and at first it would be on a small scale with Only the two owners employed. Motion by Orendorff seconded by King, that a Special Use Permit be issued to Mr. Divinski and Mr. Lewellyn, as recommended by the Planning & Zoning Commission, w~th certain stipulations, that at the end of 6 months a report and re-evaluation of the use of the land .be made. Resolution Offered by Jeska seconded by King, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the City Council supports the Bill prOposed'by the League of Minnesota Municipalities in respect to the Local Consent laws, and recommends that the bill be adopted by the 1967 Legislature. The City Clerk is directed to dostribute copies of this resolution to the Senator and Representatives,of the a2nd District, and to the members of the legislative committees concerned with this legislation. Motion by King seconded by Jeska, that the City Manager be authorized to advertise for hearings on alley pavings to be,held April 10, 1967, as follows: Between 5 & 6 St.,' from 45 to 46~ Univ. to 4th, from 44 to 45; · & 5 St. from 44 to-45; 4 & 5 St. from 43 to 44; -5 t~ 6 St. from 43 to 44; 4 to 5, f=om 42 to 43; 4 to 5 from 41 to 42. The City Engineer reported receiving a letter from the County Engineer on proposed county work on Stinson Blvd. and Fairway Drive, also that Minneapolis. wants to install a 48 inch watermain Fairway Drive. He also reported on plans for 44thAvenue and that 48th and 50th-Avenues Should have something done. tThe Mayor asked for a letter and drawings as to what is contemplated. The City Attorney reporte~ the Glover condemnation trial is scheduled for May 17, 1967. Motion by King seconded by Jeska, that all license as listed including the Bingo Permit for Ralph Pohl Post %367, be granted upon payment of -the proper fees. Roll Call - Ail Ayes. A letter was received from the Minnesota~Highway Department regarding the -removal of the-center median on Central Ave. between 37th and 45th, and after they have checked further they will adviee us of their decision. ~A letter was received from the Village of St. Anthony, asking us to partici- :26. pate'in the paving of Stinson Blvd. this year. Motion by King seconded by Orendorff, that the letter from the Village of St. Anthony be placed on file and they be notified that we would not ]De financially able to do a~Ything on this project for at least two'years.
