Hearing held on paving alley~between Main & 2nd St.., from 43 to The estimated cost was given by the City Engineer as $4.00 per foOt for concrete and $2.50 per foot for Blacktop paving. Motion by King seconded by. Land, that the City Manager ~e authoriZedto proceed with concrete paving in this alley, Main -·.2nd, 43-44, during the 1967 construction season. Roll Call T All Ayes. Hearing held on paving of alley betwee~ Main and ~nd St., fr0m"42 to ~3. The estimated cost was given by the Ci%y Engineer as ]$4.00 for c0ncr~te a~d $2.50 for Bituminous paving. Th~ people pr~sent"stated they did not want this alley paving. Motion by King seconded by Jeska, that'the engineer's request for surfacing this alley be denied. Roll Call - All Ayes. 19. Hearing held on paving of a~ley between 2~ and 3rd Streets, from 44th to 45th. The City Engineer gave an estimated cost of $4.00 per foot for concrete and $2.50 per foot for Bituminous paving. This hearing was held on the recommendation of the engineering, department-~ Motion by Land seconded by King, that the City Manager be authorized to proceed with installation of concrete paving in this alley during 1967 construction season. Roll Call - All Ayes. Hearing held on paving and storm drain in alley between 3rd and University, from 44th to 45th. The City 9ngineer gave an estimate of 84.00 per foot for concrete and $2.50 for Bituminous, with 81.00 per foot for drain in- stallation. The people present were opposed to this alley paving and dra~n and the Highway Department has not agreed to pay their share. Motion by Jeska seconded by King, that the engineering department's request to have this alley paved and drain installed, be denied. Roll Call - Ail Ayes. Motion by Jeska seconded by King, that consideration of the Fenc~ Ordinance be tabled until the next council meeting,'March 27the Roi1 Call - All Ayes. Second reading of Ordinance No.641, rezoning 5001,5011 & 5015 University from R-C to C-i, Local Commercial. Offered by King seconded by Land. ~oll Call - All Ayes. Second reading of Ordinance No.642, Relating to Municipal Parking Lots. Offered by Land seconded by ?i.'ng. RoI1 Call - Ail Ayes. ~ No action was taken on Resolut'ion to enter into an Agreement with the Minnesota Highway Department on Signal at 53rd and Central. Resolution offered by King seconded by Land, BE -IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that WHEREAS, the Legislature is considering an alteration in the present liquor price control and fair trade laws, and WHEREAS, the present laws are the guidelines for price establishment in the municipal liquor store operations and give a fair degree of assurance against unreasonable price changes among large retain liquor dealers, now therefore BE IT RESOLVe. D, that the City Council of the City of Columbia Heights go on record as opposing .any cha~ges in the law that would alter ~ rescind the liquor fair trade laws presently in effect. The City Clerk is directed to distribute copies of this resolution to the Governor of the State of Minnesota, the Senator and Representatives of the 32rd District, and to the members of the legislat~e committees concerned with this type of legislation. Motion by Land seconded by King, that the City Council go on record as being opposed to the Anoka County Court Bill. Roll Call: Land & King - Ayes. Jeska and Nawrocki - Nayes The Council discussed the proposed Legislative Bill to establish an Anoka County Ice Arena. The City Attorney was asked to prepare a resolution for presentation later on at this meeting. A letter was received from Ernest J. Pouli6t;District 7 Veterans of Foreign Wars, asking to hold their.Loyalty Day parade i~..Columbia Heights on April 30,1967~ at 2 p.m. · Motion by King secOnded by Land, that this request begranted. Roi1 Call - All Ayes. "' 21. Mr.- Oksnavad, 3801 VanBuren St. request~s permission to remodel his 4-plex 'i~to a 6-unit building. He was present and presented plans and also layout of back yard for parking 8 cars. Motion by I~nd seconded by King, that this request be denied on the basis of too large a shortage on square footage for six units, and inadequate parking. ROll Call: Land, King, Nawrocki - Ayes. Jeska - Naye. Motion by Jeska seconded by Land, that we give Mr. Oksnavad the necessary waiver to make his buildin9 in~o a 5-unit. Roll Call: Land and Jeska - Ayes. King and Nawrocki - Nayes. Mr. Nawrocki stated he had voted against making this building into a 5 or 6 unit, because in each case the waiver required is substantially too great and the parking inadequate. Resolution offered by King seconded by Jeska, BE IT P~REBY RESOLVED by the City Council of the City of Columbia Heights, WHEREAS, the Anoka county is presently .paying the City of' Columbia Heights $750.00 a mile for maintenance of County State Aid Highways and County Roads, and WHEREAS, .the costs of maintenance have increased. N~, THEREFORE, IT IS HEREBY RESOLVED that the City request of the Anoka County the sum of 81,000.00 per mile for maintenance of the County State Aid Highways and County ROads. Roll Call - All Ayes. Resolution offered by Jeska seconded by King, BE IT HEREBY RESOLVED'by the City Council of the City of Columbia Heights, WHEREAS, there is presently in the Minnesota legislature a proposed bill establishing an Anoka County Ice Arena, and WHEREAS, there are indications that wide-spread use will be made of this Ice' Arena, and WHEREAS, proposed plans for the use of the Ice Arena will make the same self-sustaining. NOW' TREREPORE, IT IS HEREBY RESOLVED, that ,the City Council of the City of" ~lumbia Heights endorses such a proposal and asks that the legislative re resehtatives vote in ~avor of the said ball and also that the Arena bePlocated in the Fridley area adjacent ~to Locke Park. -ROll Call-All Ayes~ King, Jeska, Nawrocki. Councilman Land abstained from voting. Motion by Jeska Seconded by Land, that on the Engineering Department's rec~,endation for paving of alleys, the City Manager be-authorized to advertise hearings to be held on March 27, 1967, on the following alleys: unigersity-4th, 52 to ~3= University-4th, 48 to 49; University-4th, 47-48; 5th'-6th, 49th-50th; 6th-7th, 49th-50th; 4th-5th, 48th-49th. Roll Call - All AyeS. The City Engineer reported on various items and asked for authorization to tall for' bids on Equipment Rental and Road materials. Motion by King seconded by Jeska, that the City Manager be authorized to advertise for bids to be opened April 10th, on Equipment Rental, Asphaltic Mat~rials, Plant mixed Bituminour Material and Road Aggregate. Roll Call-All Ayes. Plans for 44th Avenue re-construction have been completed and the City Engineer will give a report at the next meeting on 44th Avenue from Central to Main Street.
