Motion by King seconded by Jeska, that the second reading of 'the Fence
ordinance %599, be held [4arch 13, 1967. Roll Call - All Ayes.
First reading Ordinance No.641, Rezoning 5001,5011 & 5015 University
from R-C to C-1.
First reading Ordinance No.642, Limiting parking in City Parking Lots.
Resolution offered by King seconded by Jeska, Supporting the coordination of
PERA and OASDi, and opposing cer'~-ain legislation amending provisions of the
PERA Law.
~.'E{EREAS, the Public Employees Retirement Association program fails to ack-
nowledge and provide for n]obility in employment, which mobility it a major
characteristic of contemporary society, and therefore, 'the retirement pro-
gram operates against 'the recruit~]ent of qualified personnel in'~-o the field
of local government in the State of ~t~nnesota; and..
WHEREAS, the coordination of PERA with the Social Security Program would
permit mobility in employment without the loss of retirement credits earned
while in municipal employ, and further adequate death and disability pro-
visions to protect the family of the municipal employee; and
97HEREAS, since the benefit payments under the Social Security pro,ram are not
fully funded by employee and employer contributions, and-this deficit is
made up through general taxation, the municipal employee is forced to con-
tribute to th~ maintenance of a program from which he derives no benefi'~-;and
W~rE. REAS, experience with other retirement funds, with excessive deficits in-
dicates that,when such funds were coordinated with OASDI, the deficits were
substantially reduced over time; and
~,7~EREAS, both the L~ague of Minnesota Municipalities and the Hennepin County
League of Municipalities have adopted resolutions calling for the coordin-
ation of PERA with OASDI; and
W~REAS, the inclusion of an option fea'~-ure in such legislation which would
permit current employees to select the retirement program most beneficial to
the individual would meet the dictates of equity constantly sought by govern-
ment:
NOW, 5%%q~REFORE, BE IT RESOLVED by -the City Council of the City of Col~u~bia
Heights as follows:
1. The City Council endorses and supports the proposal for coordination of
PERA and OASDI embodied in Senate File 127 and House File 263, and hereby
urges the representatives .of the 57th, 57A, 32nd and 32B Districts to
work for the adoption of this legislation.
2. For the reasons set out above, the City Council opposes any legislation
which would perpetuate the present philosophy and program of the Public
Employees Retirement Association, especially the proposal embodied in
House File 187 which would remove 'the limitation on individual salary
deductions, and the representatives of the citizens of Columbia Heights
are urged to oppose and work for the defeat of such proposals.

to the Governor of 'the Sta3ce~of 'Minnesota, represen'~atives of th'e above
Distr~icts and members of the legisl~ative committees concerned. With the

~..ne City Engineer stated he Wou!d. like to have the Council meet with the
engineering department to review 19~o7 proj ect~. This meeting was se-t for
8 p.m. 14onday, ~arch 6th.
Regarding 'the Resolution on Flo%~age rights on 'the Glover' Property, '[he City
A~Rey presentea four dzzz~ren-c' ~ ~ ' proposals for this land. These were
gone over and discussed, and. the City Attorney will get more information
at a later dat~e.
The Anoka County Court .Bill was discussed and it was dedided to ask
Judge Wargo to meet with .the Council Monday night, at the inform~aI mee'ting
March 6th, and. discuss this with him.

'the same as any other motor vehicle.
Also the condemnation matter of the City of Columbia I{eights rS' John
Glover Houses Inc., is to be pretried by the court on ~Iarch 15th, but
as our City A/ctorney ca-~not n~ake this schedule, it wi!_ come up !~ter
'this year.
