The Council agreed to meet on Tuesday,"February 21st at 8 p.m. to discuss
Ordinance ~599, Adopting FenCe~regulations.

BE iT PiEREBY Pal]SOLVED By the .City Council of the City of Columbia Heights,
that
~.WHERE~S, the present provisions of the~Minnesota Liquor Control Sta.tutes
regarding local' con:krol are inflexible~ and prevent th'e local municipality
from controlling the dispensation of intoxicating liquor in regard to local
conditions and. problems; and ' '
'~HEREAS, The ~League.of Minnesota Municipalities and .the Hennepin Coun-ty
League of Municipgli_ti~s have adopted resolutions calling for 'the revision
of the present Liquor Control Statutes~ to permit ~local. municipalities,
which now or~ in 'the future may have muhicipal liquor facilities, to issue
licenses to private par,ties to permit dispensation of intoxicating liquors
for on-premise con~sumption; and

NOW, TI-~REFORE, BE IT P~ESOLVED by tlie ~City Council of the,-City of
Columbia ' Heights' as fo~'lows:
1. The City Council endorses and supports legislation presented in the 1967
session of the ~innesota Legislature which would permit municipalities
that now', or in the future, may operate municipal liquor dispensaries
to issue private licenses for the on-premise consumption of intoxicating
liquors in conjuction with restaurant licenses, while retaining the right
to operate municipal "On and Off-Sale" dispensaries.
2. The representatives of the citizens of Columbia Heights, both in the
Senate and House of Representatives, are. herewith urged to support
such legislation.
The Clerk is hereby directed to distribute copies of this resolution
to the Governor of the State of Minnesota, the Senator and Represent-
atives of the 32nd District and to the members of the legislative
committees concerned with this type of legislation. Roll Call-~d~.

Resolution offered by Jeska seconded by Land, Regarding determination of
State Aid Street Allotment.
BE IT RESOLVED, by the Council of the City of Columbia Heights, Anoka
County, Minnesota as follows:
~Unq~REAS, the Minnesota State Aid Street Allotment, is allocated to municip-
alities on the basis of the 1960 Decennial Census; and
WHEREAS, the State Legislature authorized a special census for -the City
of Columbia Heights in 1965;.~ and
WHEREAS, the population of the City of Columbia Heights increased from
17,533 in 1960, to 23,283 in 1965; and ~
WHEREAS, it is unjust and inequitable to base the State Aid Street
Allotment on the outdated 1960 Census; and
WHEREAS, a bill has been introduced in the~Minnesota House of Representatives
presently designated as House File No.377, which bill would amend ~nnesota
Statute 162.09 Subdivision 4, to permit the use of the 1965 Special census
in determining State Aid Street Allotment.
NC~, THEREFORE, be it resolved, that the Columbia Heights City Council
goes on record in support of the above referred to legislative bill.

Resolution offered by Jeska seconded by Land, Regarding Special Assessments
of Real Estate owned by cities of the First Class.
BE IT I-~REBY RESOLVED by the City Council of the City of Columbia Heights:
WHEREAS, Minnesota Statutes presently provide for special assessment of
property owned by all municipalities except cities of the first class;and
WHEREAS, 'the City of Minneapolis owns certain property within the City of
Columbia Heights; and
WHEREAS, such special assessments of property owned by the cities of the
first class from assessment for improvement is unfair and unequitable to
other taxpayers and land owners within ~the City of Columbia Heights; and
WHEREAS, legislative bills have been introduced in the 1967 session of the
Minnesota legislature, specifically House File No.274 and Senate Fil~ No.
320, which bills would authorize the special assessment of property owned
by cities of the first class.
NO~, THEREFORE, BE IT RESOLVED,,that the City Council goes on record in
support of the above-mentioned legislative bills.
BE~'IT FURTHER RESOLVED, that the Council urges the Anoka County delegation
to support said legislation. Roll Call - All Ayes.
'Mr,. Kurpius of the. Minnesota Highway Depar'~-~ent was present and discussed
with the Council installation of'a traffic signal at 53rd and Central Ave.
N.E. The total cost will be $30,000.00 a~d Columbia Height's share is
1/8 of this amount, Fridley 3/8 and the Highway Department ~/8. The
Highway department as[cs that Columbia Heights take care of the'minor
maintenance of 'this signal, such as cleaning, re-lamping and occasional
painting, and Frid!ey to take care of the Power bill for this signal·
Columbia Heights agreed to pay the 1/8 COSt for this installation after
January 1,1968, which is $3,750.Q0,~ but suggested 'that Fridley take,care of
any maintenance.
UlYsses Street problems were discussed and explained by the..C~ty Manager,
but no one was prese~ fro~ this area. ..
The.request for a~warming house at 51st and Monroe was discussed'and the
City Manager reported wriing a letter to [~, Ko~loski.of 5013 Madison St.
and 'giving him information as to what can be done. ~ ~
Mayor Nawrocki. arzived~at the meeting at 8:50 p.m.
Two people were present representing this area, wanting a definite answer
on development of 'this park, and they ~ere told that a regular warming
house will be built for next year at this location.
Petition received from. property .owners on Central Avenue 37-45, requestmng
removal of the island. .The Traffic Commission have recommended that ~he
council consider hiring Bather &. Associates, to .study the feaszbz!mty of
removal of center island on Central A~enue. Mr.. Bather was present and
this was discussed with him, and he gave his recom~endatigns and~the cost
for this .study would be $1200. with completion date four months from ~Xme
of request for a repo_u. ~ Albrecht, owner of Burger ~ing was present
representing petition signers, and.stated he would like to.see s~mething
done-in ~h_s respect ....
This-matter will be discussed further on Tuesday night,Febru~ry'21st,.
v~hen the Council will meet informally.
The ~ecommendation of the Traffic Commission that an ordmnance be p~ssed
restricting parking on the Voss and Municipal parking l°ts to~i2, hours,
was discussed.
Motion by Jeska seconded-b~ Orendo_zf, that the City Attorney be instructed
to draft an ordinance authorizing parking restrictions onParking Lots
ope~t~ by the City. Roll Call - All Ayes.
An ordinance will be drawn for ~he next regular council meeting ~or~
rezoning 5001, 5011 .and 5015 University .A~enue from R-C to C-1.
The request for a Special Use Permit and Used Car Lot ,license to ~perafe
a Used car lot at 3930 University was discussed and the Planning. & Zoning
Commission at their last meeting, recommended granting this permit.
Motion by King seconded by Land, that this request be talbed until March
13,-1967, for the purpose of obtaining additional informatiOn. ~Roll CallL
All Ayes.
The Planning 6: Zoning Commission have invited the City CounCil'to attend
their next regular meeting, which'will ~ on March 7th, for a continuing
education film and discussion offered by the University of Minnesota.
Request for authorization of expenses for two men 'to attend the Public
Works Inspection Course beginning February 15th from 7 'to 10 p.m. and
continuing each ~ednesday night for nine weeks.
Motion by King seconded by Jeska, that this request be granted with
tuition of $20·00 each to be allowed. Roll Call - All Ayes.

A Petition was received for concrete paving of alley between Main & 2nd
Street fron~ 44 to 45, also recommendations from engineering department
to pave alleys between Main & 2nd St. 42 to 43 and 43 to 44; between
2~ & 3rd from 4~- to 45 and between 3rd and Universi'~'y from 44 to 45.
Motion by Jeska seconded by King, that the City Manager be authorized to
~dvertise a hearing to be held March 13, 1967, on paving these alleys with
either concrete or blacktop, and a letter to be sent to each property
owner involved. ' Roll Call - All Ayes.
Motion by Jeska seconded by Orendorff, that the City Manager be authorized
to check on the noise problem at Convenient Food Mart at 50th and Central.
Roll Call - All Ayes.
Motion by King seconded by Land, that the request of the Police Chief
to utilize clerical aid from the Neighborhood You'~-h Corps, be granted,
as per his letter. Roll Call - All Ayes.
MOtion by 'Land seconded by Jeska, that the City Manager be authorized
to purchase a radio unit for~ the new police car, as per request from
Police Chief. ' Roll Call - Ail Ayes.
The Mayor reported the Industrial-Commercial Development study Committee
have recon~ended that we participate in 'the 701 program, Division of
Community Planning. ~
MotiOn by Land seconded by King, authorizing the City Manager to contact
~he State people and get additional information on-this "Public Law .~701'~.
Roll Call - All Ayes.
The City Engineer reported they are working on plans for rehabilitation
Of 44th Avenue this summer, also the rest of the new water system install-
ation.
The City'Attorney presented a synopsis of the Anoka County Court Bill,
and :dhis was discussed and gone over.
The City Attorney was asked to check on~ Sno~ i~'Iobile licensing.
~he Glover problem regarding Sullivan Lake %~as discussed and the city
attorney was asked to have a resolution ready for ~the nex'~- mee'~-ing to
give us flowage rights on his property.
