Preamble to Ordinance No.635, Being an Ordinance' entitled "An Ordinance directinN the City Manager not to advertise for bids to install 468 feet of 8" cast iron pipe watermain replacement under University Ave. at 40th Ave. Offered by King seconded by Land, Roll Call - All Ayes. Ordinance No.63~, An Ordinance directing the City Manager not to advertise for bids for watermain replacement under University Ave. at 40th Ave. N.E. Offered by Land seconded by Jeska. Roll Call - All Ayes. Request for Special Use Permit by Graham Testers, Inc. for machine shop in sub-basement at 4220 Central Ave. The parking situation was discussed with Mr. Bizal, and he was confident there would be ample parking space as they would be operating with three shifts. Motion by King seconded by Jeska, that this special use permit for Graham Testers, Inc., 4220 Central Ave. be granted, providing they meet all requirements of the city 'codes. Roll Call All Ayes. Mrs. Kelm df 4319 Monroe St. and Mr'. Jones of 4322 Quincy St. were present and discussed the drainage problem in the back part of their lots. The City will-install catch basins and grade lots for proper drainage.' Ease- men~s will have to be obtained for insfallation of these catch basins. Subdivision request from Lawrence A. Nelson, 3923 Polk St. to divide Lot 25, Block 1, Waltoq's 1st Sub. of Res. Hills, the South 15' to be combined with Lot 26, making a 55' lot, and the No.25' to be combined with tlhe So. 25' of Lot 24 to make a new building site 25 feet wide. ' Motion by King seconded by Land, that this subdivision request be granted upon mpayment of outstanding special assessments of ~4~2.61. Roll Call - All Ayes. Subdivision request from Norris Ellwanger, 3931 Polk St. to divide Lot 24, Block 1, Walton's 1st Sub.of-Res. Hills, the No.15' to be combined with Lot 23 making ~ 55' lot and the So. 25' to be Combined with the No.25' of Lot 25. making a new building site 50' wide. Motion by Land seconded by Jeska, that this subdivision request be .granted. Roll Call - All Ayes. I! Subdivision request from Mark A. Mathews, Jr., to divide the So. 79' of Lot 4, Block 2,Aud. Sub.of W.S.A. 3rd, into the West 134.65' of above lot which would be sold, and to keep the So.79' of Lot 4, except the W. 134.65'. Motion by Land seconded by King, that this request be allowed as requested. Roll Call: Land & King - Ayes. Jeska, Orendorff, and Nawrocki - Nayes. The City Manager reported on the Driveway on 49th Avenue from the~Hilltop Drive-in"Theatre. This was checked by the Police Department and t~hey reported this driveway has only ~een used two times this fall and in the future '~t will not be used unless there are over 600 cars in'the lot and it becomes desirable to use another exit. This will be checke~ next spring when the theatre has large crowds. 532 Regarding the Motorcycle disturbances north of 45th and Stinson Blw~., the City Manager reported he had written N.S.P. to speed up the installation c of a light at this location. The~ gate has been broken-and fencing will probably have to be instaTled.- · This will be checked~ into further. Motion by King seconded by Jeska, that the City Manager be 'authorized to I advertise for bids on Garbage & Rubbish pickup Service, with a one, two or three year contract, with option to extend said contract for one or two years, or a maximum five year contract,, bids to be opened October 24, 1966. Motion by Orendorff Seconded by Jeska,~ to ratify the action of the City Manager in calling for bids on a 10 inch Watermain, to be opened at a special Council meeting, October 3rd, at 8 p.m. Roll Call-All Ayes. Second reading of Ordinance No. 634, 'Being an ordinance authorizing the sale by the City of Columbia Heights of Certain parts of Lots 2 and 3, Block 1, Apache Heights. Offered by King seconded by Orendorff. Roll Call - All Ayes. The City Attorney reported Dr-. Brandeen has asked for an extension from 3 to 5 years to complete a buildin'g on the property he purchased at 40th and Stinson Blvd. ~ No action was taken. '. ' ~ The City Attorney reported George C. & Patricia M. Anderson, 1010 43~ Avenue have agreed to accept $910.00 on the condemnation of their prop- erty. Motion by King seconded by Land, that Mr. & Mrs. Anderson of 1010 43~ ~venue be paid the sum of $910.00. Roll Call - Ail Ayes. I Resolution Qffered by Jeska, seconded by Orendorff, BE IT HEREBY RESOLVED by the City Council of th9 City of Columbia H~ight~, that t~e Count~ Auditor be, and he is hereby directed to levy the delinquent spec~a assessments on the properties in the City of Columbia Heights as submitted on the duplicate statement form with the amount to be levied indicated opposite the stamp ~'Certified to County Auditor". BE IT FURTP~RRESOLVED, that the foregoing amounts shall be included in the individual real estate tax statements for the current year and identified thereon a~ specia~ assessments. Said leuies shall be enforced and collected in the man~er provided for the enforcement and collection of state and county tax~s under and in accordance with the p~ovisions cf the general laws of the state. All assessments with penalties and interest as indicated thereon paid to the County Treasurer shall belong to the City of Columbia Heights and shall be,turned ocer to the City Treasurer in the manner provided by the City Charter and By-LaWs. T~e City of Columbia Heights shall-accept payments on these levies until 'the end of the calendar year.' Upon receipt of said payment payments the County wil~ be notified to remove this levy,from the tax rolls. Land, Jeska, Orendorff, Nawrocki - present~ King - abse~nt. ~ Opening of Bids for instal~lation oK a 10 inch watermain from 45th and Tyler to 47th and ~Central Avenue N.E. Bids received from 16 contractors. Motion~by Land seconded by Orendorff, that these bids be turned over to the City .Manager for tabulation and ~,report back later on at this meeting. Roll Call - All Ayes. Garbage specifications were discussed and set ,up for taking bids on October..24, 1966. Councilman King arrived at the ~eeting at 8..-30 p.m. The report on tabulation of bids on the 10 inch watermain was made=. at this time and the low bidder was Su~burban Sewer & Water, Inc. in the amount of $14,455.83. The City Engineer recommended awarding this bid to the low. bidder, as per bid tabulation attached. Motion by King seconded by Land, that Suburban Sewer & Water Inc. be awarded the bid for l0 inch watermain, in the amount of $14,455.83. Roll Call -.All Ayes. The bids for a new squad car for the Police Department which were received September 26, 1966, were reviewed and discussed. Motion by Orendorff seconded by Jeska, that Midway'Ford Co. be awarded the bid for a new Squad Car at a total cost of $1,683.00, and that'we request a 50,000 mile warranty.
