Special Meeting
November 29, 1966
Meeting called to.order at 8 p.m. at Field House
Roll Call: Land, King, Nawrocki, Jeska and Orendorf~ - pre~ent.
This special council meeting is held for the purpose of considering the
assessing of projects.which have been completed last year and this year.
Maps which were prepared on the ~various phases of the storm sewer in-
stallation, were shown by the projector, so that the people in attendance
could more clearly understand what has taken place. An estimated 400
attended this meeting and there were many questions and comments.
Total costs were also shown.
Hearings were held on the following Assessments:
~581 Storm Sewers at 1½¢. per. sq. ft. 5 years
-Clifford~ ~%utson, 4216 ?yler St. suggested that his area be checked
for proper drainage.
Glen Krahl, 1436 McLeQd St. reported street needed to be cleaned
near his home after installation of utilities.

A Petition was received from residents on Upland Crest questioning
the assessed amount as compared with the amount discussed at the
original hearing.
Letters were received from the following regarding Storm Sewer Assess-
ment: Frank Michalski, 4745 4th St., Neal F. Gil!ett, 4021 2nd St.
~r.& Mrs. Janis Pukite, 4960 Fillmore St. and ~. Maurice Reopelle,
4425 Jackson St. N.E. Letters will ]De written to these people.
People who have given easements for 42~ Avenue utilities, want to know
if they have to pay storm sewer assessment on the easement strip.
The Council directed the assessment clerk not to charge storm sewer
assessment on the easelaent strip where we have received deeds.

Resolution offered by King seconded by Orendorff, Adopting assessment rolls
for the following local improvements and determining that said improvements
have been made and ratifying and confirming all other proceedings, hereto-
fore had: Special assessment numbers 403, 546, 556, 577, 567,574,576,566,
573,581,582,583,584,585,586,587,588,589,590,592,593,594,597 and 601.
~I-~REAS, the City Council of the City of Columbia Heights, Minnesota, met
on the 29th day of November, 1966, at the Field Mouse in said City, being
the time and place set when and where all persons interested could appear
and be heard by the Council with respect to benefits, and to the proportion
of the cost of making the local improvements above described, a notice of
such hearing having been heretofore duly published as required by law, and
a notice mailed to each individual stating the proposed amount of the
assessment; abd,
WHEREAS, This council has heretofore estimated and fixed the cost of such
local improvements and has prepared an assessment roll therefore.
TH~ CITY COUNCIL OF THE CITY OF COLU~;~IA I~EIGHTS I-~REBY RESOLVES:
Section 1. l~hat this council does hereby adopt the aforesaid assess-
ment rolls known and described as "Assessment Roll for Local Lmprovements
numbered 403, 546, 556, 566,567,574,576,577,578,581,582,583,584,585,586,587,
588,589,590,592,593,594,597 and 601".
Section 2. '~hat this council hereby finds and determines that each of
the lots and parcels of land enumerated in said assessment rolls was and
is especially benefitted by such improvement in an amount not less than
the amount set opposite in the column headed "Total amount of Lien against
each tract of land". And this Council further finds and determines that
the proper proportion of the cost of such improvement to be especially
assessed against such'lot or parcel of land is the amount set opposite
the description of each such lot or parcel of land respectively in said
assessment rolls in said column headed "Total amount of Lien against
each tract of land".
Section 3. That said assessment may be paid in full without interest
on or before December 30, 1966, or be payable in annual installment~ for
a period of from one to ten years as designated on each assessment roll,
payable on or before the 30th day of September, annually, with 6% interest
thereon. Failure to pay the annual installment renders the sane delinquent
and therefore a 10% penalty is added and the said delinquent special assess-
ment is certified to the County for Collection with the Real Estate Tax.
Section 4. That this council did hereby determine and re-determine to
proceed with said improvements, does ratify and confirm all other pro-
ceedings heretofore had in that regard, and said improvement shall here-
after be known and numbered as "local improvements nm~bered 403,546,556,
566,567,574,576,577,578,581,582,583,584,585,586,587,588,589,590,592~593,
594,597 and 601.
Section 5. This resolution shall take effect immediately upon its
passage. Roll Call - Ai~ Ayes.
