Resolution offered by King seconded by Jeska, BE IT ~REBY RESOLVED by the City Council of the City of Columbia Heights, that the fee for garbage and rubbish pickup service to residences in the City of Columbia Heights, shall be $1.00 per month per legal container per dwelling unit, $1.25 per month per two legal containers per dwelling unit, on billings pre- pared after December 1, 1966. Vat pickup service as follows: $18.00 per month for one cubic yard vat, picked up one time a week. $22.00 ................ two times a week. $25.00 per month " ............ three times a week. Further, commencing January 1, 1967, when any new service is commenced or any old service is discontinued, a $1.00 clerical cost shall be charged to the dwelling, either beginning the use or discontinuing the use. Roll Call - All Ayes. The x~~ tabulated storm sewer bids on Project ~6608 were returned to the Council with the recommendation that this bid be awarded to the low bid bidder. Motion by Orendorff seconded by Jeska, that this bid be awarded to Lametti & Sons, Inc.in the total sum of $23,633.00, upon the conditions that the City of Fridley concurs in the award and that no contract be signed until easements are obtained or condemnation started, and that the Mayor and City Manager be authorized to enter into the necessary agreements. Tabulation attached. Roll Call - Ail Ayes. 547 Representatives from Northern Pacific R.R. were present regarding their plans to build a 250' Radio Tower at 3920 California St.N.E. Drawings were presented as to how this will be built. Motion by Land seconded by King, that this request be approved and that they conform to the standards set by the Building Inspector, as to screen- ing, chain link fence 8 feet high with 3 strands of barbed wire, building to be stuccoed and contain a ventilating system, grounds to have 6 inches of crushed rock (ground to be sterilized), or~.~rass. Roll Call: Land King, Jeska, Orendorff - Ayes. Nawrocki - Naye. Mr. NawrOcki stated he opposes the project as he feels that the people in the surround- ing area should have a chance to review this project. Motion by King seconded by Jeska, that the request of the Police Department to purchase a Key Sort System at a cost of $985.00, be approved. Roll Call - All Ayes. Motion by Orendorff seconded by Jeska, that the request for waiver of deposit to insure cleanup on Christmas Tree Lots, be denied. Roll Call - All Ayes. The Traffic Commission asked the City Council to consider a policy of providing stop signs on private property and determine charges for this service. Motion by King seconded by Orendorff, that this matter be referred to the City Attorney for his recommendations. Roll call-All Ayes. Resolution offered by Jeska seconded by King, BE IT HEREBY RESOLVED, by the City Council of the,City of Columbia Heights, that the City Manager be and h~ is hereby authorized~to draw the necessary Ordinance for the issuance of General Obligation Bonds for the financing of a New Fire Truck, for the Columbia Heights Fire Department. The City Attorney presented the following Resolutions: Resolution offered by King seconded by Orendorff, WHEREAS, the City Council of the City of Columbia Heights deems it necessary for the preservation of public peace, health, and safety, and WHEREAS, it is necessary for the purpose of constructing and maintaining a storm sewer and its appurtenances. BE IT HEREBY RESOLVED, by the City Council of the City of Columbia Heights, that the following parcel of land shall be condemned for the purpose of constructing and maintaining a storm sewer and its appurtenances,to-wit: The North 25 feet of Lots 1,2,3,4 & 5, Block 2, Mathaire; the No.20 ft. of Lots 6, 8,9,10,11 & 12, Block 2, Mathaire; the North 25 feet of lots 13, 14,15,16,17 & 19, Block 2, Mathaire; the Westerly 5 feet of Lot 2mBlock 1, Mathaire; The easterly 5 feet of Lot 3, Block 1, Mathaire; the Westerly 15 feet of the North 80 feet of Outlot 1, Mathaire, and that part of Outlot 1, Mathaire, described as follows: 5 feet each side of a line beginning at a point 5 feet East of the West line and 80 feet South of the North line of said Outlot, thence running South 64© East a distance of 40 feet and there terminating, Anoka County, Minnesota. Resolution offered by Land seconded by King, WHEREAS, Mrs. Gertrude steinfeldt is in possession, and believed to be a life tenant, and Alex M. and Lorraine Czeck appear to be the fee owners of certain buildings located at 4045 Jefferson St.N.E., Columbia Heights,Minnesota, on the below legally described property, and WHEREAS, a certain building is located on the rear part of the lot adjacent to the alley described as a shed, and 548 WITEREAS, after the receipt of numerous complaints, the Council of the City of Columbia Heights ordered an inspection to be made of the above described premises, which described premises was found to be inadequately maintained, dilapidated, physically damage, in a state of disrepair and constitutes a hazard to the public safety and health and that it does violate existing ordinances of the City of Columbia Heights, and WHEREAS, the Council of the City of Columbia Heights finds that the above described building is inadequately maintained; ghat the building is dil- apidated; that the building is physically damaged; and 'that the building does constitute a hazard to the public safety and health; and that it does not conform to the building code of the City of Columbia Heights. NOW, THEREFORE, BE IT RESOLVED that Mrs. Gertrude Steinfeldt and Alex M. and Lorraine Czeck shall be ordered to raze and remove that building on the property legally described as: Lot 31, Block 56, Columbia Heights Annex. This action is taken pursuant to Minnesota Statutes Annotated 463.12 'to 463.26 on the grounds that the said building is a hazardous building within the meaning of that statute. Roll Call - All Ayes. The City Attorney reported on the court action regarding 41st Avenue west of University between the Minnesota Highway Department and the City of Columbia Heights, also that papers are now being served regarding delapidated buildings at 4318 3rd St., 4111 3rd St., 4045 Jefferson St. and 3928 Polk Street. Motion by King seconded by Jeska, that the City Assessor be allowed to attend a course at the University of Minnesota, December 6 and 7, on The Techniques of Mass Appraisal, with expenses paid. Roll Call-All Ayes. Motion by King seconded by Orendorff, that License applications as per list attached De approved upon payment of the proper fees. Roll Call - All Ayes.
