Invocation offered by Reverend Dean H. Goetz of Calvary Covenant Church.
~. Howard Seim, Chairman of the ~ayor's Industrial-Commercial Development
study Committee, was present and gave a brief summary report on the-work
completed by this committee, which was appointed in March 1966. He asked
the council to meet with this committee in the very near future and pre-
sented copies of their report which they have assembled with their recom-
mendations and suggestions.
Motion by Land ~econded by~4eska, that the minutes of the last regular
council meeting be approved as presented in writing and the reading be
dispensed with. Roll Call - All Ayes.
Motion by King seconded by Land, that the following bills be paid out of

Award of bid on Custodial Services for ~nicipal and Library Building.
~vlotion by King secinded by Jeska, that Expert Cleaning Contractors, Inc.
be awarded the bid in a total amount of $598.50, for the~e two buildings,
per month. ~oll Call - Ayes: King, Land, Jeska,Orendorff. Naye:
Nawrocki. ~'lr. Nawrocki stated he opposed awarding the cleaning contract
on the Library to Expert Cleaners, on the basis that the lower bid of
Curtis Peterson and Dale Rustom, would save the City some money, even
the city would have to buy the cleaning equipment. Also, the lower bid
was from local residents and he felt that they should have a chance at
city work, if they can show that they can perform. Tabulation attached.

Second reading of Ordinance No.636. No action taken.
First reading of ordinance No.637, Being an ordinance repealing ordinance
No.568, being an ordinance creating a Band and Civic Chorus Board for the
City of Columbia Heights and prescribing certain duties and functions.
Resolution offered by King seconded by Jeska, BE I~ ~REBY RESOLVED by
the City Council of the City of Columbia Heights,
W~REAS, a total of $79,110.02 is on hand in the ~pecial Fund of the
Columbia ~ieights Firemen's Relief Association, and
WI-~REAS, pursuant to ~innesota Law, the City Council is required to
designate to which funds the money shall be deposited.
N~, ~REFORE, ~ iS i~REBY ?~ESOLV~D, that $46,7A6.~3 shall be deposited
in the Special Fund for the volunteer Firemen and that $32,363.19 shall
be deposited in th~ Special Fund of the Paid Firemen. Roll Call-All Ayes.

Resolution offered by Jeska seconded by King, BE IT P~REBY RESOLVED by the
City Counc$1 of the City of Columbia Heights,
WHEREAS, Minnesota State Law requires that the City Council designate to
which funds certain moneys received in behalf of the Firemen's Relief Assoc-
iation shall be deposited'in, and
WHEREAS, the City Council has made that determination.
NOW, THEREFORE IT IS HEREBY RESOLVED, that in 1966 and 1967 all moneys to
be deposited in the Special Fund ~or the Columbia Heights Firemen's Relief
Association shall be deposited 40.91% to the Paid Firemen Special Fund and
59 .09% to the Volunteer Firemen Special Fund. Roll Call - All Ayes.
Subdivision request from Peter & Verna Kotzer, 4800 5th St. to divide
Lot 13 (Ex.N. 10'), Lots 14 & 15, Block 19, Roslyn Park, into a 60' and
50' lot.
Motion by Land seconded by King, that this request be granted as requested.
Roll Call - All Ayes.
subdivision request from Donald G. Murphy, 4554 6th St., to divide his 103.75
foot frontage into two lots.
Mmtion by King seconded by Jeska, that the subdivision be granted with the
south Lot being 45 feet and the North lot 59 feet, and upon payment of the
outstanding special assessments of $305.03, with lot width and size waiver
to be granted on the 45 foot lot. Roll Call - All Ayes.
Request for Bingo Permit for 1967 by Church of the Immaculate Conception.
'Motion by'King seconded by Land, that this request be granted. Roll
Call - All Ayes.
Request from Park Superintendent to spend up to $800. for materials to
construct a 16'x 20' warming house to be located at Memorial Park, and to
be used as a concession stand at our new proposed Silver Lake Beach site.
Motion by Orendorff seconded by Jeska, that the City Manager be author-
ized to spend up to 8800. for materials for a warming house for Memorial
Park. Roll Call - All Ayes.
Motion by Land seconded by King, that the City Manager be authorized to
advertise for bids for Sewer Cleaning Compound for next year, to be opened
at the next regular meeting, November 14, 1966. Roll Call - All Ayes.
Resolution offered by Jeska seconded by Orendorff, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights,
WHEREAS, the City of Columbia Heights on November 2, 1965, by its ~ayor
and City Manager, did enter into a contract with Petrowske-Ross Company,
said contract concerned Columbia Heights Project No.6505, Part VI, ~Clover
Pond Outfall), and
WHEREAS, the Petrowske-Ross Company requests to be released from this
contract, and
WHEREAS, the City of Columbia Heights is considering entering into a joint
project on a cost-sharing basis with the City of Fridley for the same
system, and
WHEREAS, it is to the mutual advantage of the City of Columbia Heights to
be released from said contract.
NOW, THEREFORE, BE IT HEREBY RESOLVED, that the City of Columbia Heights
does release Petrowske-Ross Company from said contract upon obtaining from
the Petrowske-Ross Company a release of said contract. Roll Call-All Ayes.

Motion by Jeska seconded by King, that the Mayor and City Manager be auth-
orized to enter into an Agreement with the City of Fridley for the North
Mathaire Storm Sewer Project %~608. R°ll Call - All Ayes.

authorized to advertise for Olds on construction work on Storm Sewer
Project ~6608, to be opened at the next regular meeting, November 14,1966.

OFFICIAL PROCEEDINGS
Special Meeting
October 25, 1966
Meeting called to order at 8:08 p.m. Roll Call: Land, King, Nawrocki,
Jeska - present. Orendorff - absent. The Mayor reported Mr.
Orendorff will be unable to attend the meeting this evening.
This meeting is held for the purpose of holding a hearing on the proposed
1967 Budget. The following review was held on 1966 major projects and
various departments of the City. About 45 people were present and dis-
cussed various matters.
A map showing storm sewers already installed and those proposed was projected
on the wall with the Projector, so that everyone could get a good picture
of what is being done.
Also a map showing recent large watermains which have been installed and
what is proposed to be installed in the near future was projected. %~hen
this is completed we should have no low water pressure during the summer
months. A water supply contract has been entered into with Minneapolis
which will benefit Columbia Iieights on cost and supply, of water.
The Library expansion was discussed. The number of books has increased
from 50,000 in 1960 to 115,000 in 1965 and is even greater in 1966.
Plans for 1967 were discussed and the various departmental budgets and
needs were gone over. The disbursements and revenues in each department
were gone over and discussed. Traffic lights will be installed on the
new University Avenue at 40th, 44th, and 49th Avenues, and at 51st Avenue
school crossing signals. A foot bridge will be installed on 42nd Ave.
crossing University Ave.
Mill rates for City, County, State and School were shown from 1964 thru
1967. A re-evaluation of property will be made in the next year
