Meeting called to order at 8:02 p.m. Ail members present.
Invocation offered by Reverend Hovde of Shiloh Bethany Presbyterian Church
Motion by Jeska seconded by King, that the minutes of the last regular and
special meetings be accepted as presented in writing, and that the reading
be dispensed with. Roll Call - All Ayes.
Motion by Land seconded by Jeska, that the following bills, and including
Aichinger & Green in the amount of $11,721.60, be paid out of their proper
funds: Roll Call - All Ayes.

Bid for dredging a beach area on Silver Lake at 44th and Stinson Blvd.,
received from D & M Company, 6283 Central Ave. N.E., in the amount of
$3,400.00.
Motion by King seconded by Jeska, that this bid be turned over to the
City Manager for tabulation and report ~back later on at this meeting.
Roll Call - All'Ayes.
Bids on 'Custodial Services received from Expert Cleaning Contractors,
for bo~h Municipal Building and Library Building at $598.50 per month,
and from Curtis L. Peterson and Dale Rustom for the'Library Building only.
Motion by Jeska seconded by King, that these bids be turned over to
the City Manager for tabulation and clarification and report back at the
next regular meeting, October 24th. Roll Call - All Ayes.
Resolution offered by Land seconded by'King, BE IT HEREBY RESOLVED by the
C%ty council of the City of Columbia Heights, that the City Treasurer be
and she is hereby instructed to transfer from the Liquor Fund as follows:
$11,000.00.to the Park Fund, and $500.00 to the Band Fund, and that there
are sufficient moneys in said LiquOr Fund to make such transfer. Roll
Call - All Ayes.
First Reading of ordinance No.636, Being an ordinance amending Ordinance
No.462, Zoning Ordinance.
Request from Minneapolis Kennel Club to place a Banner across Central Avenue.
Motion by King seconded by Jeska, that this request be tabled until the
next meeting in order to check as to permission of building owners; how
long sign would be up, what would sign'say, type of insurance carried and
how much, and exact square'footage of si~n. Roll Call - All Ayes.
Request from Mr. John Miller to add 11 feet to the commercial building at
5015 University Ave. on the north side.
Motion by King seconded by Orendorff, that this request be granted as
.recommended by the Planning & Zoning Commission. Roll Call - All Ayes.
Subdivision request from Earl R.& Agnes S.Young, 3850 Hayes St., to divide
the East ~ of Lot 1, Block 9,Aud. Sub. of W.S.A. 3rd, in~o two lots, 50' and
63.8'.
Motion by orendorff seconded by King, that this request for subdivision,
be granted. Roll Call - All Ayes.
John Hemak, 4401 Quincy St. requests waiver on sign size to replace damaged
one. Motion by King seconded by Land, that this request be denied.

The City Council agreed to meet with the Fire Department personnel on Tuesday
night, October llth, at 8 p.m.
The City Manager reported the net cost to Columbia Heights for semaphores
on University Avenue, would be $21,915.24. Mr. Watson will contact the
Highway Department regarding the Foot Bridge across University at 42nd,
as to design, etc.
The City Engineer reported regarding vandalism problems at our new pump
station, and that we would probably have to fence this area. He also
reported completed plans on the North Boundary Storm Sewer east of Central
were received from Comstock & Davis. These plans will be discussed with
Fridley as to cost sharing and their acceptance of plabs so that we can
advertise for bids.
Bids on Silver Lake dredging discussed and award of bid recommended by
John Murzyn.
Motion by Jeska seconded by King, thai'the bid on ~redgin9 ~il~er Lake
be awarded to the D & M Company in the amount of $3400., and that the
Mayor and City Manager be authorized to enter into a contract for this
work, subject to amended permit being received from the State of Minnesota
in accordance with the specifications of the dredging contractor.

Gaylord Johnson was present regarding his request for a Used Car Lot at
3989 Central Ave. and presented plans whereby there would be room for
over ten cars.
Motion by King seconded by Jeska, that the license applications as per
attached list be granted with the exception of Bonneville MotOrs, 3989
Central Ave., upon payment of the proper fees. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that Bonneville Motors, 3989
Central Ave. be granted a special Use Permit for a Used Car Lot with
a maximum of ten cars, for the balance of 1966, and that the cars be
placed on the East and Southeast corner of this lot. Roll Call - All Ayes.
Mr. Donald Ovshak owner of the building at 4010 Central Avenue, was
present and explained to the Council the circumstances regarding the
On and Off Sale Beer License which the City approved on September 26,
1966, to Thomas C. Brunes.
Motion by Jeska seconded by King, that all licenses issued to Thomas C.
Brunes for 4010 Central Avenue, be cancelled. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that Darwin J. Hadtrath be granted
On and Off Sale Beer and Restaurant Licenses for 4010 Central Avenue N.E.
upon payment of the proper fees. Roll Call - All Ayes.
Motion by King seconded by Jeska, that the meeting adjourn at 10:20 p.m.
