Uzz. Gustafson of 'the engineering~ Depar.tment reported- that about 250 feet of the alley could be 'taken up' and lowered, or a storm drain could be mns~a_led to Tyler Street across private property. The estimate for repaying a portion of 'this alley would be five o~ six hundred dollars,, and about $1600. for installation of a storm drain. .If a water- main is installed in this alley 'to serve the east side of Central Avenue, the alley could be relaid at the proper grade. [ ' · Mo'croon by Orendorff seconded by Jeska~, that the City Manager be authorized to proceed w~ith the correction of this alley g~rade at the e~-~pense of. the city. This will take care of the al~ley drainage bu-t will not guarantee that the drainage in adjacent yards will be remedied-. Roll Call -.All Ayes. Hearing held on installation of watermain to serve 'the east side of Central Avenue betwee~ 45th and 46th... Eventually a 'ten incl%.fee~delr ~line must be 'installed from' 45~h 'to 49th just east of Central for mai~te_na~nce of water service to the high range section of the new water system._ Gustafson have an estimated, cost of $16~000 for this main from 45th and Tyler to 47th and Central. if a regular service line was installed to serve the east sods of Central between 45th and 46th, 'the estimated cost would be $8200'; Motion by Q, rendo'rff seconded by Jeska, -that the City ~4anag'er ~be .author- ized to proceed with installation of ~a ten inch line from 45t~h and Tyler to 47th and Central, ahd to enter in'~o an agreement with the co~tractor ,-. Motion by Orendorff seconded by jeska, that the Council go on record that the cost be limited to $10.00 per front foot and less if warranted, to the property on the east side of C~ntral between 45th and 46th Avenues. Roll Call - All Ayes. First reading of Ordinance No.634, Regarding the transfer of title rights on Lot 3, Block 1, Apache 'Heights. Request for subdivision from Norman Kinnan, for the N. 82.5' of Lot 14 and S.82.5' of N. 165' of LOt 14, Aud. Sub.~15, into the ?L140' of E.~61' of Lot 14. Motion by Land seconded by Orendorff, that the request of ~. Kinna~ be granted upon paymen~ of the outstanding special assessments of $748.17. Roll Call - All Ayes. Motion by Jeska seconded by King, that the Zoning Administrator be instructed to refer any permit for a g~soline station to the Planning ,& Zoning Com. as to screening, lighting, etc. Roll Call - All Ayes. Request for subdivision from Donald Sexter, to divide Lot 1,Block 1, Aud. Sub.of W.S.A.4th, including % of 'the vacated alley, into a 67.18' frontage (existing house) and a 70' frontage for a new home, both on 43rd Avenue. Motion by Land seconded by Jeska, that the subdivision request be granted upon payment of the outstanding special assessments of $449.82, and also grant lot width waiver. Roll Call - All Ayes. BelMar Builders request permit for a Colonial at 1670 Fairway Drive, which would be like 1730 49th Ave. except the garage will be 4' wider. Motion by Jeska seconded by Land, that this request from BelMar Builders be granted with a first floor footage waiver as necessary. Roll Call: Land, Jeska, Orendorff, Nawrocki - ~yes. K~ng - Naye. Reques~ from Edison'Industries to operate a ~bile ~ome sales lot'at 4801 Central Avenue. ' ', Motion by Jeska seconded by King, that a Special Use Permit be granted to Edison Industries to operate a Mobile Horse Sales LOt at 4801 Central,with the stipulation that asphalt pads be placed under the trailer wheels and that gravelled Walkways'be placed so as to maintain a neat appearance, also that the lot be landscaped with shrubbery, as recommended by the Planning & Zoning Commission. Roll Call - Ail Ayes. A la~ge group of residents were present regarding the Drive-in Theatre exit o~ 49th Avenue. Mr. Robert Otto, 1061 49th Avenue representing the group presented a letter and map stating their views and asking that the driveway be removed, as they feel it is a public nuisance. Out City Attorney i~dicated that the theatre owner had the right to put in this driveway since permits are not required. ~ bDtion by Jeska seconded by King, that the City Manager be instructed to determine whether or not this driveway constitutes a public nuisance insofar as the noise, litter, etc. is cOneerned, and whether it is in line with city ordinances and report back to the City Council at the next meeting, September 26th, for action. Roll Call - All Ayes. Several people were present who have property adjacent to the Sullivan Lake area and were distu£bed at the lowering of the lake after storm sewer construction. The engineering d~partment had drawn up a report on the facts regarding Sullivan Lake, as to the contributing causes of high water 528 ...... levels and. the water levels since 1955. At the present 'time the lake level i: is essentially thee same as in 1955, and the highest level ~as in 1965 when flooding .endangered surrounding property.
