Resolved, further that in no event shall membership of this City in the
Metropolitan Section become effective until at least twenty-five eligible mu
municipalities representing a majority of the aggregate population of all
eligible municipalities have approved the by-laws of the Metropolitan
Section and have agreed to pay the prescribed dues for the 1966-67 member-

Meeting called to order at 8:15 p.m. Ail members present.
The Council had met with Mr. Gallagher of Gallagher's Service between
7-and 8 p.m. regarding garbage pickups in Columbia ~eights and review
of the contract which %~e have with th~m.
Lois Bradley was pre~ent and given a Pla.que in behalf of the City of
C®lum~ia Heights, for her faithful service on the Recreation Commission
for several'J.years.
Motion by Land seconded by King, that' the Council minutes of-the last
meeting be approved as presented in ~riting and the reading be dispensed

14otion by Jeska seconded by King, that Project ~606 be awarded to 'Jalbon
Excavating Co. in the amount of $113,092.80, as per Bid Tabulation attached,
with the stipulation that the work does not begin on the land under condem-
nation until August 16, 1966. Roll Call - All Ayes.
Offered by King seconded by Jeska.
Second reading of Ordinance ~630, For the operation of Drive-in Restaurants
and defining unlawful conduct therein. ~£he Managers or Owners of Drive-in
Restaurants were present and were concerne~ about maintaining good order on
their parking areas, but every effort will be made to do so.
Roll Call on passing of ordinance - All Ayes.
The second reading of Ordinance [~6~1 was tabled.

The first . " '~ " setting load restrictions was tabled for
more information.
First reading of Ordinance ,'.~633, Pr6viding for State Electrician license
registration.
The United Funds request permission to hang a Banner at 40th and Central
for one month, starting Septe~ber 12, 1966.
Motion by King seconded by Jeska, that this request be granted, upon proper
~assurance that the City will not be held liable. Roll Call - All Ayes.
Petition received for installation of watermain in alley between University
and 4th St., south from 44th Avenue to dead end of this alley, to be con-

nected to watermain in alley about 250' north of 44th Avenue. b~. Medlo,
4307 University was present and stated the people have changed their minds
since last year when a hearing was held for installation of this watermain.
The City Engineer gave an estimated cost of $5.60 per assessable foot, to
be charged to property owners on University Avenue only.
Motion by King seconded by Land, 'that this petition for watermain be deni~
on the basis of the hearing held last year, and also the factor of delay-
ing the paving of 'this alley this summer. Roll Call - Ail Ayes.
Letter from 4325 2nd Street requesting curbing and surfacing on 2nd St.
between 42nd and 43rd.
~tion by Jeska seconded by Orendorff, that the City Manager be instructed
to write a letter to the resident at 4325 2nd St., outlining the procedure
for petitioning for improvements. Roll Call - Ail Ayes.
Request from Fred Olson, 4311 Fionroe St., for side yard waiver for storage
area under driveway extension which he is contemplating. His neightbor to
the north was present objecting to this stone wall next to her property,
as in her opinion it would depreciate her property.
Motion by Land seconded by Jeska, to allow a driveway retaining wass
extension 2q feet from north lot line, with storage space underneath.
Roll Call: Land and Jeska - Ayes. King, Orendorff, Nawrocki - Nayes.
Request from Gaylord Johnson for Lpecial Use Permit for a used car lot at
3989 Central Ave. This was recommended for approval by the Planning
and ~oning Commission according to his plans presented.

requested to bring in further information at the next meeting. Roll Call -

Request from Haaken Oksnavad, 3801 VanBuren St. for lot size waiver for
apartment completion, including parking, as recommended by the Planning
and '.~/oning Commission.
Motion by King seconded by Land, that this request be denied. Roll Call -
Ail Ayes.
Lot subdivision request from Cooper Construction Co. on the East 95 feet
of the North 150' (ex. No.5') of Lot ~, Block 2,Res. Hills, allowing 55'
for the existing house at 1214 44th Ave. and creating a 40x145' building
site on the west (1212 44th Ave.) ~. Tom Cooper was present and stated
he intended to build a 24x42' house with a 5' side yard on one side and
a 11' side yard on the other to allow for a driveway.
Recess called at 10:55 p.m. Meeting called to order at 11:05 p.m.
Motion by Orendorff seconded by King, that the request for lot subdivision
and waiver by ~. Cooper, be granted based on the recommendations of the
Planning & Zoning Commission for a surfaced driveway to be installed before
the certificate of occupancy is issued. Roll Call: Land, King,Orendorff
and ~awrocki - Ayes. Jeska - Naye.
A Petition was received from several property owners on Forest Drive
objecting to proposed construction on Lot 2, Aud. Sub.:~135. House ~2104
Forest Drive is on adjoining Lot ~3, and the former owner owned both lots
with 100' frontage. The new owner now wants to build on vacant lot ~:2,
with an easement for a joint driveway between the two houses.
This will be held over to the noxt council meeting for more information.
Expansion plan for 4.901 Central presented, to remodel the property to
accomodate a DeLaria's I.[entucky Fried Chicken establishment.

to Mr. Don DeLaria for 4901 Central Ave. in accordance with the land use
drawing presented, subject to f~ling proper application and payment of fees,
and installation of screening as recommended by the Building Inspector.

Tyler St. He intends to replace the windows, inside and out, re-dash
the stucco and generally bring it up to code.

Mr. Gerald Driste, 800 50th Ave. N.E. requests side yard waiver to place an
attached garage 4 feet from his side lot line, as grade problei~ls preclude
the construction of a garage in the back yard.

A letter was received from the Col~mbia I{eights Athletic Boosters Club,
requesting an extension of the Beer license which was recently issued
to the Club, to be used during the Men's Slow Pitch Invitational Softball
Tournament to be held in Columbia Heights, August 26,27,28, 1966.
Motion by King seconded by Land, that this request bc granted as requested
and that no additional fee be charged. Roll Call - All Ayes.
Budget meetings were set for this week.
Mr. Brown, city engineer, presented sketches of the proposed walk-way
across University Avenue at ~2nd Avenue.
Resolution offered by Jeska seconded by Orendorff, WHEREAS, Leonard K.
and I-lelen L. McLaughlin are the owners of a certain building located at
431g 3rd St. N.E.,Columbia ~eights,Minnesota, on the below legally des-
cribed property, and
WHEREAS, a certain building is located on the lot and described as a burnt-
out home, and
%~IIEREAS, AFTER TI-~ ~RECEIPT OF NU~.~ROUS COMPLAINTS, TEE .Council of the City
of Col~nbia Heights, ordered an inspection to be ~oade of the above described
premises, which described premises was found to be inadequately maintained,
dilapidated, physically damaged, abandoned and in a state of disrepair and
constitutes a hazard to the public safety and health and that it does
violate existing ordinances of the City of Col~nbia Heights, and
WI{EREAS, the Council of the City of Col~bia i!eights finds that the above
described building is inadequately maintained; that the building is dil-
apidated; that the building is pllysically damaged; that the building is
abandoned; and that the building does constitute a hazard to the public
safety and health; and that it does not conform to the building code of
the City of Columbia Heights.
NOW THEREFORE, BE IT P~ESOLVED that Leonard K. and ~elen L. ~Laughlin,
husband and wife, shall be ordered to raze and remove that building on
the property legally described as:
The South Seventy (70) feet of Lot ~£hree (3), except the West One-half
(1/2) of Block Two (2), Rearrangement of Block "C",Colun]bia Heights
Annex.

463.26 on the grounds that the said building is a hazardous building within

premises, which described premises was found to be inadequately maintained,
dilapidated, physically damaged, in a state of disrepair and constitutes a
hazard to the public safety and health and that it does violate existing

wife, shall be ordered to raze and remove that building on the property

463.26 on the grounds that the said building is a hazardous 'building within

WHEREAS,that building is best described as a dilapidated wood garage
structure, and
WKEP~EAS, after receipt of numerous complaints, the Council of the City of
Columbia Heights ordered an inspection to be made of the above described
premises, which described premises was found to be inadequately maintained,
dilapidated and in a state of disrepair and constitutes a hazard to the
public safety and health and does violate the building code of 'the City of
Columbia lleights, and
WflEREAS, the Council of 'the City of Columbia Heights finds that the above
described property is inadequately maintained and that the building is dil-
apidated, that the building is physically damaged, and that ~the building does
constitute a hazard 'to the public safety and health, and that it does not
conform to the building code of the City of Columbia Keights.
NOW THEREFORE, BE IT P~ESOLVED that -the Storer Realty Company shall be
ordered to raze and remove that building on the property legally described
as: Lot ~I~enty-One(21), Elock 1~wo(2),Walton;s 1st Subdivision of
Reservoir IIills, Anoka County, I4innesota.
