Roll Call - All Ayes. ~tion by Orendorff seconded by Jeska, that Rivard and S0ns,Inc. be awarded the bid on Project ~6605, in the amount of $36,601.90, upon receipt of a Resolution from the Village of St. Anthony,~oncurring with this award. Roll call - All Ayes. The second reading of Ordinance No.630, four the operation of drive-in restaurants and defining unlawful ~conduct therein, was withheld until the next meeting, and the people involved will be notified so they can attend the meeting if they desire. The second reading of ordinance No.631%4as withheld and will be taken up at the next council meeting. First reading of Ordinance No.632, Relating to the regulation and issuance of licenses for attended Self-Service Milk holding Boxes in the City of Columbia Heights. Resolution offered by Jeska seconded by Orendorff, "~.q~REAS, the City Council of the City of Columbia Heights deems it necessary for the pres- ervat~6n of public peace, health, and safety, and ~[~REAS, it is necessary for the purpose of constructing and maintaining a storm sewer and its appurtenances, and ~'~F~REAS, it is necessary for the purpose of extending and improving~ and maintaining a water line system and its appurtenances. BE IT HEREBY,~RE~OLVED by the City Council of the City of Colm'~bia Heights that the following parcels of land shall be condemned for all public purposes as may be determined necessary Dy the grantee, in,over,upon, under, and across: the North Thirty (30) feet of Lots Forty-nine (49) and Fifty (50), except part of Lot Fifty(50) to Corporeal, the North Thirty (30) feet of LOt Forty-four (44), the North Thirty (30) feet of the jest Sixty (60) feet of Lot Forty-Five (45), the North Thirty (30) feet of Lot Forty-Three (43), (except the South Five (5) feet) ,and the ~?est Fifty (50) feet, front & rear, of said Lot 43, all in Block Three .(3), Reservoi~ Hills,according to the duly recorded map or plat,.thereof on file and of record in the Office of the Register of Deeds in and for the County of Anoka, State of Minnesota. Ro~i Call - All Ayes. Petition received on drainage problem in alley west of~ Tyle~ Street, between 45th and 46th Avenues. Three property owners were present who are affected by this drainage problem. The City Manager explained that a storm sewer could be connected out to the east side of Tyler St. that would alleviate this drainage problem. The City council asked that a 515 a check be made as to the grades which had Oeen established and if the grade of the alley is proper, also if the garages were put in at the proper grade. Motion by Jeska seconded by Orendorff, that the City ~lanager be authorized to advertise a hearing to be held September 12,1966, on alley drainage ~est of Tyler St. between 45 and 46 Avenues. Roll Call - ;~tl Ayes. ~iotion by Land seconded by Jeska, that~ the City Manager be instructed to prepare a study of the alley 'Jest of Tyler St. between 45 & 46 Avenues, and be sure that all dates and elevations are included, for presentation at the August 22nd meeting. Roll call - All Ayes. Recess c~lled at 9:25 p.m. ~Ieeting called to order at 9:35 p.m. Subdivision request from Martha Lakotas, 1109 43rd Ave. to divide Lot 39 and Lot 40 (ex.E.-2), Block 2, Res. Hills. Motion by Land seconded by Orendorff, that this subdivision request be granted and that the special assessments remain against the benefited property. Roll Call - AL1 Ayes. subdivision request from Cooper Construction Co. to divide Lot 8, Block 2, Reservoir Hills into two lots facing 44th Avenue (1212 & 1214). Motion by Orendorff seconded by Land, that this subdivision request be turned over to the Planning & Zoning Commission, and the owner be notified of this action. Roll Call - All Ayes. Subdivision request from Pauline Gohman, 'to divide Lot 13(Ex.S.167.5') Block 2, Res. Hills, into two lots - 60' and 50' . Motion by Jeska seconded by Orendorff, that this lot subdivision request be approved as requested. Roll Call - All Ayes. The City Manager reported that the 1967 Budget will be officially reported on, on August 8, 1966. ~. Gustafson reported that sidewalk construction is almost finished, and the pipe line in the ditch by Huset Park is completed, also that the storm sewer connection to the Highway Department on 46, 48, 50 and 52nd will be done this week. ~. Paul '.i~ychor, 1813 40th Ave. appeared at the meeting complaining about his low water pressure and wanting to know what we are going to do about it. The Mayor explained that a large watermain is being laid to eliminate this situation and v~ill De completed next year. }~. ?i'ychor also com- plained of speeding on 40th Avenue by his house and this will be reported to the Police Department. 'Motion by Orendorff seconded~by Jeska, that 'the license applications as listed, be granted upon payment of the proper fees. Roll Call - All Ayes. The Mayor reported on the Metropolitan Section of the League of Minnesota Municipalities, stating 'there would be a meeting held on Wednesday, August 3rd,1966, at 8 p.m. in ~rphy Hall, University of Minnesota. Resolution offered by Jeska seconded by Land, Resolved that the City of Columbia Heights approve the by-laws of the Metropolitan Section of the League of Minnesota Municipalit±es adopted by the Metropolitan Affair~ Committee of the League on 0une 8, 1966. Resolved, further that the City of Columbia Heights join the Metropolitan Section of the League of Minnesota Municipalities commencing in the mem- 515 bership year 1966-67, payment by the Council, hereafter, membership dues in accordance with such by-laws; Resolved, further that in no event shall membership of this City in the Metropolitan Section become effective until at least twenty-five eligible mu municipalities representing a majority of the aggregate population of all eligible municipalities have approved the by-laws of the Metropolitan Section and have agreed to pay the prescribed dues for the 1966-67 member- ship year. The Council had met with Mr. Gallagher of Gallagher's Service between 7 and 8 p.m. regarding garbage pickups in Columbia Heights and review of the contract which we have with them. Lois Bradley was pre~ent and given a Plaque in behalf of the City of Columbia Heights, for her faithful service on the Recreation Commission for severalkyears. ~,~tion by Land seconded by King, that the Council minutes of the last meeting be approved as presented in writing and the reading be dispensed with.
